DU and other universities are required to sign MoU before they can receive funds
Ministry of Human Resource and Development (MHRD) has sent a reminder to Delhi University and central universities about the tripartite Memorandum of Understanding (MoU) approved by the Executive Council. The MoU pertains to release of the funds by the government to the central universities and in return universities will have to state their way of fund generation such as fee hike and loan, which they wish to take from the Higher Education Funding Agency (HEFA). The MHRD letter said, “The MoUs prepared earlier were returned to the central universities concerned, with a request to re-send the same after the ECʼs approval. Since signing of MoU is linked to release of funds, it is requested that the MoU, duly approved by the EC, may be furnished within a week. In case there is any problem in convening the meeting, the same may be done through circulation.” The letter in this regard was sent to DU on June 1 and DU still has to send the MoU and the HRD and they haven’t hold the EC meeting yet. Teachers are also concerned as they believe that the funds of the universities will be affected. They are also not in the favor of MoU as they believe that in long term this will lead to fee hike. “This MoU is very problematic as it is a clear step towards privatization. When we have been getting funds for such a long time, why is the MHRD talking about loans? This is a very dangerous move,” said Rajesh Jha, DU EC member.
