UGC | 100 percent fee refund on withdrawal of admission
UGC has issued guidelines for the higher educational institutions regarding the fee refund in case the candidate chose to withdraw his admission from the institute. The rule is applicable to undergraduate, postgraduate, and research programs run by universities included under Section 2 (f) of UGC Act, together with all colleges under their affiliating domain and institutions declared as Deemed to be Universities under Section 3 of the UGC Act. The guidelines also cover the retention of original certificates by Higher Education Institutes at the time of admission. The decision about the fee refund was announced by the Union HRD Minister Prakash Javadekar on October 10, 2018. "Now no student will be required to submit any original academic and personal certificates at the time of submission of admission form and Students' will get refund of fee from the Institution if they withdraw their admission from the programme," the minister had said. The guidelines also state that Higher education institutions cannot force the students to purchase the institution’s prospectus. According to the Right to Information Act 2005, All the HEIs are required to disclose institution related information, i.e. course details, affiliation details, intake capacity etc. on its official website. Also, institutes cannot charge the fee for any other semester/year other than the current one. In case of the fee refund, the following rules are applicable 100 percent refund: In case the student decides to withdraw its admission 15 days before or more than the formally notified last date of admission. 90 percent refund: In case the student decides to withdraw its admission less than 15 days before the formally notified last date of admission. 80 percent fee refund: In case the student decides to withdraw its admission within 15 days or less after the formally notified last date of admission. 50 percent fee refund: In case the student decides to withdraw its admission within 16-30 days after the formally notified last date of admission. Nil: In case the student decides to withdraw after 30 days of the formally notified last date of admission.
