ESMA invokes on account of upcoming UP Board exams



On the account of upcoming board exams in Uttar Pradesh, the UP government has invoked the Essential Services Maintenance Act (ESMA) which bans all the strikes in all the services related to the secondary education board for the next six months. The government took the decision as the exams are approaching and strikes can affect its smooth functioning. Exams for class 10 and 12 will commence from February 7. The exams for class 12 will end on March 2, 2019 and for class 10 they will end on February 29. “In public interest, any strike in services related to secondary education board has been banned for six months,” an official release said. According to the reports, more than 58 lakh students will appear for the Uttar Pradesh Madhmik Shiksha Parishad (UPMSP) this year. Last year, the government had deployed the Special Task Force (STF) of UP to keep a check on education mafia in UP and prevent any malpractices during the exam. This year also, it is expected that the government will deploy CCTV cameras and mobile jammers at the exam centers to prevent cheating during the exams.

On Wednesday, Vice President M Venkaiah Naidu urged to re-orient the education system which can help the students learn to think in rational and independent terms. This will enable the students to face the challenges of the world which are getting complex day by day. "An education which balances the head, heart, body, and spirit alone can be called a truly holistic education. The child should not only be able to acquire and absorb knowledge but should also be able to apply the knowledge in real life situation," said Mr. Naidu. He interacted with the students of Kendriya Vidyalaya, and other schools from Tamil Nadu at Upa-Rashtrapati Bhavan and recalled that India has a great tradition of 'Guru Shishya Parampara' in which teachers and students used to engage in a constant dialogue. "Such great tradition should be reflected in our modern education system. These discussions were recorded and have been handed down to us from the ancient past in the form of Upanishads," he added. Mr.. Naidu said that schools’ learning system should allow students to enjoy the schooling and help them in making life-long learners. Mr.. Naidu said that real learning takes place only through "observation", "reading", "discussion", "reflection", "analysing" and "synthesizing”. Mr.. Naidu also urged that teachers should go beyond the teaching academics and help them develop skills which they can use to navigate through the complex modern world. He also urged parents to interact with their children and understand their issues as this will prevent them from falling into depression.

The Indian Institute of Technology Delhi (IIT-D) has decided to increase its seats by 12.5 percent this year and by the same percentage in the following year in order to implement the EWS quota for the Upper caste group of the society. The HRD ministry has already asked all the universities and institutes of the nation to implement the new EWS quota from the new academic session and finalize its implementation plan by the March 31. “We will increase seats by 12.5 per cent this year and the remaining the next year. We are supposed to submit our financial requirements regarding this to the government, which we are in the process of doing. The communication has to go to the central JEE coordinating office too, as they need to know the exact number of seats (which will increase),” IIT-D Director V Ramgopal Rao said. He said that funds will be required only to create additional hostel space for the students and classroom space is not an issue. “We roughly have 10,000 students and need to take in 2,500 more students. Our large hostels have a capacity for about 800 students. So we require at least three more hostels. But we don’t have space for new hostels, so we will need to demolish our 50-year-old hostels, which have about 300 seats and make larger hostels,” said Rao.

On Tuesday, Delhi’s Directorate of Education (DoE) inaugurated a state-level career conclave to provide career guidance to the students class 12. More than 70 organization participated in the conclave to help students become aware of the numberless opportunities in technical, higher education, vocational and skills sectors. Conclave provided a platform to public and private educational institutions, universities -- both government and semi-government -- along with defence and paramilitary forces where they could interact with the students about the career opportunities present in the sector. "The aim to disseminate information and create awareness among students about various opportunities available in the field of education and employment was fulfilled. The enthusiasm of the students to visit the Career Conclave was evident from the eagerness with which they visited each stall and participated in the discussion," said an official statement. More than 32000 students visited the Career conclave along with the teachers. Mr. Sisodia in his address said: "To improve the standard of education, the Delhi government is not only focusing on classroom teaching but also looking at holistic development of the students. The Career Conclave is one such attempt to provide a platform for the students to explore various career options." He motivates the students to dream beyond the obvious and asked them not only to explore the conventional sectors but also to take the road less travelled.

Delhi government has roped in a private agency which will train the students in the state-run schools for competitive exams such as NEET and JEE. According to the agreement, Career launcher will organize special crash courses for the students in the state-run schools for the exams such as JEE and NEET. Manish Sisodia, Deputy Chief Minister of Delhi, tweeted about the government’s initiative and acknowledged the special guidance given by the company to the schools. "Since 2015, the number of students getting selected in IIT-JEE have risen from 40-50 to over 300 selections today. This has been the result of constant hard work of the teachers and students of Delhi government schools. We thank Career Launcher and welcome them in building upon this success," said Mr. Sisodia. The students will be given 130 hours of training which will cover all four subjects namely -- Physics, Chemistry, Biology and Mathematics. The classes are held after school hours from 7pm to 10 pm and commenced from January 21. "It's unbelievable that 300-350 students of Delhi government schools got through IIT-JEE last year. I am from IIT, I know the hard work it takes," Mr. Kejriwal said.

The student or the school representative has to appear before the board,” said the board president. This year West Bengal Madhyamik examinations will commence from February 12 and will end on February 22, 2019. “Over two lakh candidates will appear for the examinations, and there is a significant rise in the number of girl candidates from last year,” said an official from WBBSE. The Central Board of Secondary Education (CBSE) has released the admit cards for the class 10th and 12th students both private and regular. In an official notice, the board has asked the schools to download the admit card by using their registration id from its official website -- cbse.nic.in. Candidates will receive the admit cards from their respective schools. Candidates who are enrolled for the exam as private candidates will have to download their admit cards from the official website of the board. Schools who have been selected as examination center will be able to download the center-specific material along with the admit cards of their students. The reporting time for the exam is 10 am and candidates will not be allowed to enter the examination hall without a valid admit card or post 10:00 am. The All India Institute of Medical Sciences (AIIMS) will commence the registrations for the M.Sc. Nursing, M.Sc. Courses and M. Biotechnology Courses from February 7 2019. According to the new norms for the registrations, the process will be carried out in two steps -- basic registration and final registration. The two-step registration process is to prevent the students from submitting incomplete application forms. The basic registration window will remain open until February 26, 2019 and candidates will be allowed to rectify the mistakes in the basic registration until March 6, 2019. AIIMS will release the status of basic registrations on March 11 and only students whose basic registrations have been accepted will be allowed to final registration to complete the form. M.Sc. Nursing exam is scheduled for June 1 and exams for other M.Sc. Courses and M.Biotechnology exam will be held on June 29, 2019. Admit cards for the exams will be released on March 16 on the official website of the AIIMS. Registrations for the AIIMS MBBS exam are still underway. The institute has opened the application correction window for the third and final time. "There shall be no such further opportunity in future. Hence, all applicants those have still deficiencies in their images are requested to use this facility," institute said in an official notice.

According to the reports, more than 58 lakh students have registered for the UP board exams this year. Deputy Chief Minister Dinesh Sharma said that a total of 8354 schools have been made exam centers this year in order to conduct the exams. Also, the UP government has taken stringent measures to ensure that exams are conducted in a cheating-free environment and for this CCTV cameras have been installed along with the voice recorders. According to the UP Board time table, the exams for class 10th and 12th will commence from February 7, 2019. Candidates can visit the official website -- upmsp.edu.in to check the time table. "As many as 1,314 examination centers have been categorized as sensitive, while 448 examination centers have been categorized as hyper-sensitive," he said. In a message to students, Sharma said, "The class 10th board examination is the first milestone in a student's life, while the class 12th board examination is the second one. Both these examinations decide the future, and hence they are extremely important." The exams for both the classes will be concluded within the time span of 16 days. The HRD ministry signed an agreement with the Organization for Economic Cooperation Development (OECD) on Monday and confirmed the participation of Indian in the Programme for International Student Assessment (PISA) in 2021. PISA was introduced in 2000 by the OECD and tests the learning levels of the students (15 years old) in reading, mathematics and science. The test is conducted by the OECD every three years. India opted to stay out of the competition in 2012 and 2015 on account of its poor performance in 2009 test in which it secured 72nd place among the 74 participating countries. Under the NDA government, the HRD Ministry revisited the decision in 2016 and committee was set up under Kendriya Vidyalaya Sangathan (KVS) to review the matter. A report was submitted in December 2016 which recommended that India should participate. A similar recommendation was made in 2017 by a group of secretaries on education. The group was constituted by PM Modi. “This will lead to improvement in learning levels of children and enhance quality of education in the country. The OECD has agreed to ask some questions based on Indian context. I am confident that our students will perform well,” HRD Minister Prakash Javadekar said on Monday.

In a letter to all the registrars of the universities, UGC said that the Honorarium for Guest Faculty be enhanced from INT 1500 per lecture subject to a maximum of INR 50,000 per month. UGC said “ the Commission in its 537thmeeting held on December 10, 2018 considered the issue ofenhancement of the rates of Honorarium of Guest Faculty in universitiesand colleges consequent upon the implementation of therecommendations of the 7th Pay Commission.” Prior to the increase, the honorarium for the guest lecture was INR 1000 subject to a maximum of INR 25,000 per month. According to the UGC, the guest faculty can be appointed only against the sanctioned post. "However, for the universities where the sanctioned posts are not adequate as per the teaching working load, the number of Guest Faculty to be appointed can be up to 20% over and above the sanctioned posts," the notification added. The notification further added that the qualification for the guest faculty has to be same as those prescribed for the regular Assistant Professors of Universities/Colleges in UGC Regulations. "The Selection procedure for appointing Guest Faculty shall be the same as those of regularly appointed Assistant Professors," it added. The commission also clarified that the guest teacher will not be treated like regular teachers for the purpose of voting rights and will not receive the benefits such as allowances, pension, gratuity and leave etc. "We are happy with the increase in total pay in a month thouour demand was 65,000 per month for a teacher. But, the per lecture Honorarium should have been more," said an office-bearer from a teacher organization.

On Monday, Chief Minister Arvind Kejriwal laid the foundation stone for the construction of 11,000 new classrooms. These classrooms will be constructed in more than 200 schools run by the government of Delhi. This is second phase of infrastructure expansion by the AAP government. The was phase was undertaken by the government during 2015-18. "Building infrastructure isn't rocket science, but the way how confidence has been instilled in the teachers of Delhi government schools, through exposures at the most reputed institutes of the world like Cambridge, Oxford and Harvard," Mr Kejriwal said. "It’s unbelievable that 300-350 students of Delhi government schools got through IIT-JEE last year. I am from IIT, I know the hard work it takes," he added. The foundation stone was laid at the Sarvodaya Kanya Vidyalaya situated in the New Friends Colony. "25 new schools have been built, 31 are under construction and the blueprints for 78 new schools have been decided," Deputy Chief Minister Manish Sisodia said at the event. "We have no illusion that having built the right infrastructure, the work on education is completed. Today Delhi government schools perform better than even private schools, selections in competitive exams from government schools have gone up from 40-50 to more than 250," he said.

Delhi High Court said that teachers and principals cannot be asked by the municipal corporation to perform the duties which are not related to imparting the education and lies outside the bounds of the Right of Children to Free and Compulsory Education (RTE) Act. Justice C Hari Shankar discarded several notifications which required principals and teachers to conduct a household survey and participate in the preparation of the Ward Education Register. The court clarified that seeking the assistance of teachers and principals in opening the bank accounts of school children and linking them with Aadhaar card is a justified cause but cannot be the cause of proceeding against them in case they do not cooperate adequately. "This court is constrained to take judicial notice of the fact that there is a prevalent practice, in recent times, of schools assigning to teachers duties and tasks not remotely connected to imparting of education. This, in the opinion of this court, is impermissible and unconscionable in equal measure," it said. The court added, "Education is a serious affair, and teachers are justifiably regarded as discharging divine duties, nourishing and nurturing the minds of tomorrow. Single-minded devotion, and blind pursuit of excellence must guide every educator. It is no less than an affront, therefore, to belabor teachers with tasks which deflect, detract and distract, from the noble task of imparting education." The court’s order came after hearing the plea filed by the Akhil Delhi Prathmik Shikshak Sangh, an organization comprising the teachers of schools run by the Municipal Corporation of Delhi. The plea challenged that the duties assigned to the teachers were not linked to imparting the education such as opening of bank accounts of children of their schools, linking the accounts with Aadhaar and conducting house to house survey to maintain the ward education register. Under the RTE act local authorities are required to maintain the ward education register. No doubt, the local authority could justifiably request for assistance from the principal and the teachers of the schools, so that the carrying out of the said exercise is facilitated, and so that the purpose thereof is contained. That would not, however, justify issuance by any of the Municipal Corporations, of directives, to the teachers and the principals to mandatorily carry out the said exercise, or even to assist or participate therein, under pain of punitive consequences for default, in any manner," the court said.

In an attempt to arm the children with the basic knowledge of primary health care, CBSE is likely to add this as a new subject in its existing curriculum. The syllabus has been framed by the Ministry of Health and Family Welfare in association with All India Institute of Medical Sciences (AIIMS). The new subject will be added to the existing curriculum of the CBSE for standards 9, 10, 11 and 12. "We had done a small survey prior to planning this course on awareness related to basic health relief like what needs to be immediately done if a dog bites before visiting a doctor. And we found that many are still not aware of basic primary healthcare needs," an official said, requesting anonymity. The new syllabus will teach students basic first aid steps which are essential in saving someone’s life when the person is in a critical condition. "Because of lack of basic knowledge related to curing, patients are often brought to hospitals when they are critical. Many lives can be saved if the basic steps are followed," the official added. As of now, HRD Ministry is reviewing the syllabus and the subject will be introduced in the new academic session which begins in April.

Pointing out the importance of such services he said that participation in these services during schooldays helps children in developing the feeling of oneness, develop empathy and compassion. Mr. Naidu also appreciated the commitment of the young students who participated in the parade for taking the community service at such a young age. "By doing this you are realizing the ideals of Mahatma Gandhi who had said "the best way to find oneself is to lose oneself in the service of others"," he said. He also said that true patriotism is when you serve the people in distress and asked the students to develop the habit of social from an early age. He also inspired the younger generation to live a life closer to nature. Talking about the growth of the nation he said that the participation of young minds in decision-making and development process is essential and inspired the children to become agents of change, economic growth and technological innovation.

A new time table for SSLC exams 2019 has been announced by the Kerala Education Department. Earlier, the exams were scheduled to continue until March 27, but according to the new time table the exams will continue until March 28. As per the new schedule, the dates of the last two exams has been changed. According to the new dates, Mathematics and Biology papers will be held on March 27 and 28 instead of March 26 and March 27. The exams will still commence on the same date March 13, 2019 with the first paper as the language paper. Delhi government constituted a high-level panel to tackle bullying in schools



To tackle the instances of bullying and raging in schools, the Delhi government has formed a high-level committee which will frame the anti-bullying and ragging policy for schools and will monitor its implementation in the schools. As of now, schools have been asked to circulate the message -- ‘bullying is strictly prohibited inside the premises and no such act will go unnoticed or unpunished' -- in school magazines and at all the prominent places in the schools. "In order to have an amiable and teaching-learning conducive environment in the school it is indispensable that they must be free from bullying and ragging. There must be a respectful relationship among students, school administration and families," an official order by the Directorate of Education (DoE) said. "A standing committee will be constituted at the headquarter-level comprising senior officers of the DoE to frame anti-bullying policy and monitor its implementation in the state at district-level and school-level," it added. The committee will see that all the bullying and ragging cases are brought to their logical conclusion. Apart from this, the committee will also receive and provide regular and periodic reports on the policy. "An anti-bullying helpline will be made operational on parallels of child helpline. It must operate confidentially, independently and remotely to help students in distress and also for reporting incidents of bullying. It can be a common toll-free phone number which can be operated centrally," the order said. A complaint or suggestion box must be implemented in the schools and feedback received must be monitored regularly. "There must be proper sensitization of community also regarding bullying and ragging through school management committee meetings, parent-teacher meeting and parents representing in other committees of the school and their support is to be availed in bullying prevention efforts," it added.

The admit cards for the Indian School Certificate Examination 2019 have been released by the Council for the Indian School Certificate Examinations. On Tuesday, KVS has informed that it has received several complaints from the candidates shortlisted for the interview that they have received unscrupulous calls which demanded money in exchange for facilitating the recruitment in the organization. A police complaint has been lodged in this regard. KVS has also urged all the candidates to be wary of such calls and emails and not to fall into their trap. As per a statement released by the KVS “complaints were received from candidates who were shortlisted for interviews for various posts viz. PGT, TGT, PRT (Music) and Librarian.” "The candidates are getting telephone calls from unscrupulous callers demanding money for facilitating in KVS recruitment. All candidates shortlisted for interview are therefore informed that they should remain alert and vigilant and not fall in the trap of such unscrupulous callers. In case the candidates receive any such call then they should immediately inform KVS and nearest Police Station," the release read. The statement also said that in case any candidate falls prey to such calls it will be the candidate’s responsibility. "Despite the Public Notice if any candidate falls prey to the fraud perpetrated by the unscrupulous elements, then he/she shall be responsible for his/her conduct," it reads. KVS has assured that its recruiting mechanism is transparent and stringent and leaves no scope for the manipulation of any kind. After releasing the admit cards for the intermediate practical exams 2019, the Bihar School Examination Board (BSEB) has released the admit cards for the class 10th and 12th mains exams on its official websites -- biharboardonline.bihar.gov.in and bsebregistration.com. School principals can now download the admit cards from the website by using their user ID and password. BSEB class 10th exams are scheduled to commence from February 21 and will conclude on February 28, 2019. Exams of class 12th are scheduled to commence from February 6, 2019 and will end on February 16, 2019. The exams of both the classes will be conducted in two shifts. The first shift will commence from 9:45 am and will end at 12:45 pm and the second shift will commence from 1:45 pm and will end at 5 pm. Candidates will be given 15 minutes to read the question paper and the duration of the exam will be 3 hours. According to the reports, this year more than 13 lakh students have registered for the intermediate exams and 15.57 lakh candidates have registered for the matric exams. In order to pass the intermediate exam, a candidate must obtain 30 percent of total marks in the theory portion of each subject and 40 per cent of total marks in practical of each subject.

On Monday, Education Minister Partha Chatterjee announced that the West Bengal government has decided to treat class 5 as a primary class and from now on will be considered under the primary level. Following the announcement of the CM Mamata Banerjee regarding the same, a meeting of the education department was held and it was decided to set up required infrastructure in the schools so that they can be brought under the primary level. "Rooms for class 5 are already there in integrated schools (those having both primary and secondary sections). In one year, we will have lots of time for the creation of rooms in other institutions which don't have similar facilities," the minister said. On January 14, the CM had announced two strategies to tackle the shortage of teachers in the state-run school. One was to bring class 5 under the primary level and the second was to hire graduates as interns in primary and secondary schools. Asked about recruiting graduates as interns, Mr Chatterjee said, "This is not recruitment. Interns are not recruited. We are evaluating the whole situation in different institutions and mulling over the scope to get interns." On the issue of pass-fail at classes five and eight, Mr Chatterjee said, "We are not against the pass-fail system. But it has to be seen that those who have failed should not be driven out of schools but instead are allowed to attend special classes."

On Sunday, the Kalinga Institute of Social Sciences (KISS) said that it would expand its reach to other including Bangladesh. KISS provides free education to the tribal students in Odisha from kindergarten to post-graduation. It's founder Achyuta Samanta said “A KISS centre for poor children is expected to start functioning at Kolkata from next year”. The institute has entered into an agreement with a Kolkata based NGO and will run a center for 1000 poor children in the metropolis from the session 2020. KISS was declared as a deemed to be university last year by the HRD ministry and will start a center in Jharkhand from 2020. The Jharkhand cabinet has already approved 20 acres of land for the institute. KISS also runs a center for 600 street children in Delhi and plans to do the same in the states of Bihar and Chhattisgarh. Along with this, it will also start two centers in Bangladesh. One for the girls from class 1 to 10 in Jassore and another for the boys in Dhaka. "The KISS provides poor tribal students free food,lodging and education from KG to PG. We also provide them jobs after completion of education," Mr Samanta said.

According to the reports, CBSE is expected to release the admit cards for the board exams during the second half of the February. The practical exams for the board will commence soon and will continue until February 15, 2019. In a notice published on CBSE’s website, CBSE said “Examination in the skill-based subjects and few other academic subjects which are being opted by small number of students will commence from later half of February, 2019, practical examination in all such subjects should be completed within first half of February, 2019”. Class 10 main exams will commence with Maths paper from March 7 and will conclude on March 29, 2019 with Social Science. In order to reimburse the fee of the SC/ST students under the SCSP/TSP scheme, IGNOU has decided to develop an online portal. Through the portal, students will be able to submit the claims for the reimbursement. However, till the portal gets fully functional the process will be managed offline by the IGNOU officials. Students falling under any one of the following categories will be able to avail the benefits of the SCSP/TSP scheme: Fresh admissions in BDP programs (B.A., B.Com and B.Sc.)Fresh admission in BPP programsRe-registration in BDP (B.A., B.Com, B.Sc.); BSW; and BTS for students registered from July, 2015 cycles The reimbursed fee will be transferred directly to the bank account of the student hence it is important that the students has a bank account in his/her name. The online application process for the National Aptitude Test in Architecture (NATA) will commence from January 24, 2019. This year, the exam will be conducted in two sessions, on April 14, and second on July 7, 2019. The exam is an entrance exam for the candidates who are interested in pursuing a five-year course as a Bachelor of Architecture (B Arch), for the academic session of 2019-20. The test measures the aptitude of the candidate for the architecture along with their drawing and observation skills, sense of proportion, aesthetic sensitivity and critical thinking ability. Candidates can now apply online for admission to the Atal Bihari Vajpayee School of Management and Entrepreneurship, Jawaharlal Nehru University (JNU). For getting admission, candidates are required to submit their CAT exam 2019 scores while filling the application form. The application fee for the candidates belonging to General category is INR 2000 and it is INR 1000 for the SC/ST/PwD applicants. Candidates can submit their online admission forms until March 1, 2019. Based on the performance in the CAT exam, JNU will shortlist the candidates for the interview process. Interviews are scheduled to be held on April 15, 16 and 18. The final list of the candidates for the courses will be released on April 26. JNU will use the CAT scores to shortlist the candidates for the interview process and select them for the program. IIMs have no role in the selection process of the JNU and since MBA is professional course no additional deprivation points will be taken into account for the admission purposes.

The second edition of the JEE mains 2019 exam is scheduled in April and registrations for the same will commence from February 8. The exam will be conducted under the supervision of National Testing Agency. Candidates can either choose to take the exam or can chose to take the admission on the basis of the scores obtained in JEE Mains (I) exam, the results of which have been declared by the NTA. Introducing the changes in the exam, students now have the two opportunities to appear for the exam and the best score will be considered for the admission purposes. The scores of the JEE Mains 2019 first exam were released on January 19. "The ranks of the candidates will be released taking into consideration better of the two NTA Scores of all candidates appeared in January 2019 and April 2019 examinations and in accordance with the policy already made available on the website," said the testing agency. Now that the results of the JEE Mains (I) paper have been announced candidates who had appeared for the architect test on January 8 are eagerly awaiting their results. The window for the JEE Mains (II) exam will remain open until March 7. The exam will be computer-based and is expected to be held between April 6 and 20. However, HED Minister Prakash Javadekar has said that the exam will be held between April 8 and April 12.

Faculty at Indian Institute of Technology has launched a start-up which will train the young minds of the nation for the advent of the Artificial Intelligence by training them at nominal costs. The course is open to all the students , faculty and professionals who have a basic background in mathematics and Python. The fee for the students and faculty is INR 1000 and for the professionals, it is INR 5000. The course will include monthly contests along with a capstone project which will train the participants to build an app which works like Google lens. The startup, One Fourth Labs, has an online school 'PadhAI' that will teach Artificial Intelligence in India at an affordable price. In an official statement IIT-Madras said “Every year, the top performing students from courses on PadhAI will be invited to a 'summer garage,' an AI residency program at IIT Madras Research Park where they can work on research, tackle problems of societal impact, or find solutions to commercial value”. The four-month course comprises 80 hours of lecture content and requires equivalent time in solving assignments. On Friday, a senior board official said that soon CBSE will issue a circular to discourage the students from cheating in the board exams. CBSE has been working on a module from quite sometime and it is now in its final form, the official added. "Cheating is an individual malpractice. This year we are doing something special to bring down the instances of cheating. We will be issuing a module to the schools by next week. It talks about why cheating is unethical and immoral. It will have case studies to that effect," the official said requesting anonymity. According to the reports from media, the number of cheating cases during the 2017 exams (119) were doubled from the previous year 2016 (56). The number of cheating cases in 2018 exams was similar to the numbers in 2017. The official also assured leak proof examination this year. In 2018 question papers of Mathematics and Economics for Class 10 and 12 respectively were leaked due to which CBSE’s image of being a formidable examiner suffered a heavy blow. "I cannot reveal the security mechanism we have brought in. But we have put in place a system which will help us identify any malpractice if it takes place. The system has been strengthened at all levels," said the official. "We are conducting exams a little early this year at the instruction of the Delhi High Court, which had said that the schools’ results should not coincide in anyway with the Delhi University admission. To that effect, the results this year will be announced early in May," the official added.

In its official memo, to the higher education regulator it has kept HRD Ministry institutions which have research, national and strategic importance out of the ambit of 10 percent reservation bill for the EWS category in general class. The memo also stated that the new law will not be applicable to the minority educational institutions manifested by the Constitution of India. Following are the specialized institutes which fall outside the bounds of the new 10 percent reservation: Homi Bhabha National Institute, Mumbai and its constituent unitsTata Institute of Fundamental Research, Mumbai.North-Eastern Indira Gandhi Regional Institute of Health and Medical Science, Shillong.National Brain Research Centre, Manesar, Gurgaon.Jawaharlal Nehru Centre for Advanced Scientific Research, Bangalore.Physical Research Laboratory, AhmedabadSpace Physics Laboratory, Thiruvananthapuram.Indian Institute of Remote Sensing, Dehradun. "The reservations shall be provided to EWSs for admission in Central Educational Institutions, (as defined in clause (d) of section (2) of The Central Educational Institutions (Reservation in Admission) Act, 2006) from the academic year 2019-20 onwards," the HRD memo said. "The above reservation would not be applicable to the 8 institutions of excellence, research institutions, institutions of national & strategic importance as specified in the Schedule to The Central Educational Institutions (Reservation in Admission) Act, 2006, as amended from time to time, and appended to this OM, and to the minority educational institutions referred to in clause (1) of article 30 of the Constitution," the memo said. In its recently concluded winter session, Parliament had passed the bill providing 10 percent reservation to the economically weaker sections in the general category in government jobs and educational institutions.

IIT-Hyderabad is all set to launch a full-fledged B.Tech program in Artificial Intelligence from the coming academic year (2019-20). With this, the institute has become the first Indian institute to offer full-time B.Tech course in Artificial Intelligence and third in the world after Carnegie Mellon University and Massachusetts Institute of Technology (MIT), both of which are in the U.S. Initially, the course will have an intake of 20 students. The institute also said that the mission of the Department of Artificial Intelligence, IIT Hyderabad, is to produce students who have a sound understanding of the fundamentals,theory and practical aspects of Artificial Intelligence and machine learning. The program will help the students in becoming leaders in industry and academia nationally and internationally and enable them to meet the pressing demands of the nation in the field of AI and machine learning. "The basic aim is to create a complete ecosystem for Artificial Intelligence Academics and Research at IIT Hyderabad. This involves B.Tech., M.Tech. and different Minor Programs in AI. Moreover, the R&D will be strongly entwined with academics," Prof U.B. Desai, Director, IIT Hyderabad, said. The institute is already offering M.Tech program in Artificial Intelligence- Machine Learning. "AI solutions are particularly promising for India (given the availability of a large corpus of data) where it can have a major positive impact on several critical domains such as healthcare, crop and soil management, weather prediction, surveillance and security, and defence. Long term and robust solutions to problems in these domains require a systematic and disciplined approach that is rooted in the fundamentals of AI. However, the demand for professionals trained in this area far exceeds the current supply. The BTech program in AI is a step in the direction of addressing this highly skewed demand-supply scenario," said Dr. Sumohana Channappayya, Dean (Research and Development)
