An act to replace UGC with New Regulator for the higher education



A new body might soon replace the UGC and take over the responsibility of regulating the higher education in the nation. The ‘Ministry of Human Resource Development’ has invited the comments and suggestions from educationists, stakeholders and the general public on the same. The new Act may be called the Higher Education Commission of India Act, 2018. The new body will solely focus on the academic matters and the grants will be given by the ministry. A sample draft is available on the MHED website, which states that the body will perform only regulatory functions which will provide “more autonomy and facilitate holistic growth of the education system and which provides greater opportunities to the Indian students at more affordable cost.” Responsibilities of the new body The new act will ensure that there is no interference in the management issues related to the educational institutes and the new body will focus only on matters which are academic in nature. HECI will be responsible for ensuring various standards related to the education and will regulate opening and closing of the new institutions. It will also inherit the power to call closure on the substandard and bogus institutes. The draft act is available on the MHRD official website (www.mhrd.in).
