DUTA: New Higher Education Commission is not in the best interest of the educational institutes



The Delhi University Teachers' Association (DUTA) is completely against the government’s idea of replacing the UGC with the Higher education commission. The DUTA condemned the government’s plan and said that this will only increase the government’s direct interference in the working of the educational institutes. “The present structure is being completely replaced without providing a detailed study of its founding goals, achievements, its shortcomings and their possible reasons and corrective measures taken or required to improve the health of the UGC. Even as the government had to shelve proposal of creating HEERA because of opposition received, dismantling of the UGC to create a new agency looks like a quick desperate step in the same direction,” DUTA said in a statement. "Under the leadership of PM @narendramodi has embarked on a process of reforms of the regulatory agencies for the better administration of the HE sector (sic). In a landmark decision, a draft Act for repeal of #UGC & setting up #HECI (Higher Education Commission of India) has been prepared," Union HRD Minister Prakash Javadekar tweeted today. According to the draft, the new commission will only focus on the academic matters. "Less government and more governance, separation of grant functions, end of inspection raj, focus on academic quality, powers to enforce compliance to the academic quality standards and to order the closure of sub-standard and bogus institutions are some of the highlights of the new act," the draft says. The DUTA opposed the government’s plan and said that how the shifting of the grants function to the Ministry will reduce government’s interference in the educational institutes in fact, we fear that this will further increase their interference. "There seems to be an attempt to corporatize education sector by focusing on homogeneous, one-size-fits-all administrative models and best practices rather than allowing institutions to evolve them over time, based on their specific needs," the statement said.
