Tripura IIIT to commence its functioning this academic year: Education Minister Ratan Lal Nath



Tripura Education Minister Ratan Lal Nath informed the Assembly the Indian Institute of Information Technology (IIIT) will commence its functioning from this academic year. Initially, IIIT will operate from the National Institute of Technology’s (NIT) campus in Agartala. The reply from the minister was a given to an attention notice moved by the Sushanta Chowdhury and Dilip Das on the progress of establishing the IIIT in the state. Nath said that the project was approved by the center in Public Private Partnership (PPP) model in July 2012 but was delayed substantially, six years, because of lack of initiative by the erstwhile Left Front government. “The construction for the IIIT will be made on a plot of 52.08 acres land at Bodhjungnagar. Meanwhile, we want to start the first academic session in NIT campus this year,” Nath said. He further told that the first batch would be of the computer science students with the intake capacity of 30 students initially. The batch for Electronics and Communication will commence from the next academic session.

On Friday, Kerala CM, Pinarayi Vijayan, state clearly that he is against the center’s decision to replace the University Grants Commission with the Higher Education Commission. He said that with this move center is trying to restrict the role of the states in matters related to the education. He said “the Center’s ‘unilateral’ decision to do away with the apex higher education regulator, University Grants Commission and replace it with the Higher Education Commission under the Human Resource Development Ministry, will lead to far-reaching repercussions in the field of higher education”. He further said that a similar move was tried by the first UPA government under which the government tried to constitute education commission which could replace the UGC. But their attempt to commercialize the education sector was met with strong opposition from the lest parties and the scheme could not be implemented. He also alleged “Besides commercialization, the BJP had another aim to implement thedecision — saffronization of the educational sector.” “ Those who are against the BJP’s proposed move to do away with the UGC, need to raise their voice,” the chief minister said.

In order to provide education to the jail inmates, the Indira Gandhi National Open University (IGNOU) has decided to open study centers at the 11 major jails of the Odisha state. The university is already providing this service at five jails in the state, said official sources. IGNOU Bhubaneswar regional center assistant director Santosh Kumar Panigrahi said that the education provided by the university will be free of cost. "We are planning to provide 18 certificate courses to the inmates," he added. The university will sign a memorandum of understanding (MoU) with the Odisha’s state government under which it will also provide add-on courses to the undergraduate and postgraduate students of the government aided and non-aided colleges of the state. The students studying in the colleges can enroll for the certificate courses which will add additional skills to the existing skill sets. At each college, the university is planning to provide five different certificate courses. The workers of the National health mission (NHM) will also receive training about food, nutrition, critical nursing, waste management and HIV AIDS and family therapy from the Open University. The University is also in-charge of providing the training to the students of the  Indian Oil Corporation's Mancheswar training center and after the successful completion of the training, it will give certificates to the students.

As President Kovind addressed the 51st convocation of the IIT Kanpur he laid stress on the importance of the technology which can help maximize the reach of the government initiatives to the general public. At the convocation, he gave away 1500 degrees to the students. The President told the students that their graduation is marked by excellent opportunities in the nation. "Today's India offers unprecedented hope and avenues. Our fast-growing economy offers you huge scope. With your talent, your education and your IIT degree, each of you can be a game-changer for India," he said. He also talked about the various initiatives which the government has taken in order to improve the life of the citizens and pointed out some of some schemes such as Atal Mission for Rejuvenation and Urban Transformation or AMRUT, the Deen Dayal Upadhyaya Gram Jyoti Yojna, Digital India, Make in India, Start-up India, and the Swachh Bharat Abhiyan. "Technology can be a force multiplier for all these programs. As you build your careers, please attempt to contribute to such national missions," he told the students. He also asked the students to use their talents to upgrade and re-imagine the Kanpur as industrial and commercial hub of the nation. He also talked about how the city was central in the government’s ambitious program to clean the Gange river. "The city is also critical to the success of Namami Gange. This is a program to not merely depollute the Ganga and conserve it from industrial effluents. It goes further. It seeks to rationalize the allocation and usage of the river's waters as well as to develop the Ganga basin," he said. He presented medals and degrees to the meritorious students at the ceremony. "IIT Kanpur started its first batch with just 100 students in 1960 and now 6,500 students are currently studying here. 5,000 students have completed their engineering from IIT Kanpur and they are illuminating the name of India in the world," the President said.

State Minister Ratan Lal Nath said “An expert panel has recommended that the Tripura government should adopt National Council of Educational Research and Training (NCERT) curriculum for schools in Tripura”. The panel also suggested to implementing Central Board of Secondary Education (CBSE) syllabus across all government and government-aided schools. The recommendation was given by a six-member expert committee and suggested to implement CBSE syllabus in schools in order to ease down the burden of books on the children. The committee was headed by Tripura University Vice-Chancellor Professor Arunoday Saha. Arunoday Saha said “we have collected inputs from fifty headmasters and from students of different schools for one month, and after analyzing the data, we have come to the inference that the CBSE syllabus could be implemented from the first to eighth standard from January 2019 as books were already translated in Bengali. For the implementation of the new course from classes 8 to 12, we have to wait for one more year (2020) for two reasons. One is that, the CBSE has decided to revise their syllabus next year (2019), and the books need to be translated into Bengali and local tribal language Kokbarak.” Ratan Lal Nath said that the final decision whether to implement the suggestions of the committee or not will be in the hands of the government. The bad performance of the schools in the Madhyamik examinations conducted by Tripura Board of Secondary Examination (TBSE) this year is another reason why the committee has recommended NCERT syllabus in the schools, Saha said. This year, the pass percentage of the students in the Madhyamik exams were only 59.59 percent.

Health and Family Welfare Department, Government of Tamil Nadu has released the rank list of the NEET 2018 exam on its official website -- www.tnhealth.org. The lists for the management quota and government quota seats have been released separately. In the government quota list, a total of 25417 students have been included from the state and the first phase of the counseling is expected to begin from July 1 and will end on July 5, 2018. For taking the admission under the state quota seats, students will require to produce their nativity certificate. Candidates who have applied for the NEET UG from other states will not be considered as a native of the state. Candidates who have completed their education from 6th till 12th from Tamil Nadu are not required to produce nativity certificate. Candidates who natives of the state but have studied in class 6th till 12th in other states will be required to produce original certificates of their parents. The Delhi University Teachers' Association (DUTA) is completely against the government’s idea of replacing the UGC with the Higher education commission. The DUTA condemned the government’s plan and said that this will only increase the government’s direct interference in the working of the educational institutes. “The present structure is being completely replaced without providing a detailed study of its founding goals, achievements, its shortcomings and their possible reasons and corrective measures taken or required to improve the health of the UGC. Even as the government had to shelve proposal of creating HEERA because of opposition received, dismantling of the UGC to create a new agency looks like a quick desperate step in the same direction,” DUTA said in a statement. "Under the leadership of PM @narendramodi has embarked on a process of reforms of the regulatory agencies for the better administration of the HE sector (sic). In a landmark decision, a draft Act for repeal of #UGC & setting up #HECI (Higher Education Commission of India) has been prepared," Union HRD Minister Prakash Javadekar tweeted today. According to the draft, the new commission will only focus on the academic matters. "Less government and more governance, separation of grant functions, end of inspection raj, focus on academic quality, powers to enforce compliance to the academic quality standards and to order the closure of sub-standard and bogus institutions are some of the highlights of the new act," the draft says. The DUTA opposed the government’s plan and said that how the shifting of the grants function to the Ministry will reduce government’s interference in the educational institutes in fact, we fear that this will further increase their interference. "There seems to be an attempt to corporatize education sector by focusing on homogeneous, one-size-fits-all administrative models and best practices rather than allowing institutions to evolve them over time, based on their specific needs," the statement said.

The Supreme Court has directed a medical college based in Maharashtra to pay penalty on INR 20 lac. to the students for denying admissions. These students were denied admission to the college "illegally" and "wrongly" six years ago. The court has directed the college to deposit the money within three months with the Pravesh Niyantran Samiti (PNS). PNS is a government body which oversees and regulates admissions in medical colleges. These students were denied admissions in the 2012-13 academic year in MBBS and BDS courses. A bench of justices Arun Mishra and U U Lalit spared the college, Dr. Ulhas Patil Medical College and Hospital, Jalgaon, Maharashtra from derecognition as the college agreed to pay the fine. "As the college has shown the gesture of making payment of penalty to the 19 students, who were deprived of admission, considering the fact that several years have passed and a large number of students have passed out and are undertaking instructions in the college, it would not be appropriate in the facts of the case that once monetary penalty has been imposed to withdraw the recognition... And to dis-affiliate the appellant college," the bench said. The court also directed PNS to send a compliance to the apex court. The court also provided the relief to the less meritorious students by not canceling their admissions. These students were admitted to the college instead of the deserving candidates for the sheer purpose of profit.

A new body might soon replace the UGC and take over the responsibility of regulating the higher education in the nation. The ‘Ministry of Human Resource Development’ has invited the comments and suggestions from educationists, stakeholders and the general public on the same. The new Act may be called the Higher Education Commission of India Act, 2018. The new body will solely focus on the academic matters and the grants will be given by the ministry. A sample draft is available on the MHED website, which states that the body will perform only regulatory functions which will provide “more autonomy and facilitate holistic growth of the education system and which provides greater opportunities to the Indian students at more affordable cost.” Responsibilities of the new body The new act will ensure that there is no interference in the management issues related to the educational institutes and the new body will focus only on matters which are academic in nature. HECI will be responsible for ensuring various standards related to the education and will regulate opening and closing of the new institutions. It will also inherit the power to call closure on the substandard and bogus institutes. The draft act is available on the MHRD official website (www.mhrd.in). The Health Ministry and Indira Gandhi National Open University (IGNOU) signed a memorandum of understanding (MoU) to bring short term health courses and train 14 lakh manpower in the same field by 2025. The documents were inked in the presence of Union Health Minister of Health J P Nadda, Union HRD Minister Prakash Javadekar, and Union Minister for Skill Development Dharmendra Pradhan. Speaking on the occasion, JP Nadda said “Under this MoU, curriculum for 10 courses especially designed for the health sector, will provide more than 14 lakh trained manpower by 2025.” He further said that the government has undertaken the task of screening non-communicable diseases such as diabetes, hypertension and common cancers along with tuberculosis and leprosy, which will require trained manpower and government is taking necessary steps to ensure this. He further added that by 2022, there will be 1.5 lakh new health and wellness centers (HWCs) and there will be need for such health-care  service providers. "The potential for skilled healthcare workers and professionals will increase immensely in the health sector. Such courses will ensure that the health sector gets adequate skilled health workers," he said. Prakash Javadekar said “this is a historic moment as three ministries of health, education and skill are coming together to meet the large manpower requirements in the burgeoning health-care sector. A robust monitoring and assessment framework will be established under the MoU to ensure that Health Ministry standards are followed stringently.”

In a shocking incident, all the girls students from one of the Government Girls Secondary School in Kabrel village of Hisar district failed to clear the class 10 exams this year. The class 10 results were declared by the  Haryana Board of School Education, Bhiwani last month. All the 24 girls of the above mentioned school failed in the exam and according to the education officials, this is the only school from the district, which has such a poor result. After the results, the villagers of the Kabrel were angry and held the government of Haryana and school administration responsible for the poor performance of the girls. "While on the one hand, the government is laying so much emphasis on the 'Beti Bachao-Beti Padhao' programme, on the other hand authorities have done nothing to solve the problem of shortage of staff in the school," a villager said today. He further said “the Panchayat of the village met the district administration several times demanding adequate number of teachers in the school but the administration failed to fulfill the demands.” Dharam Singh, sarpanch of the village, said “The school had no teachers for Sanskrit, Hindi, science and mathematics during the last academic session. The girl students complained a number of times about the shortage of staff.” The villagers cam in the support of the Sarpanch and said that he met concerned officers a number of times and brought the mater to their attention but all his efforts failed. There is no teacher in the school for various subjects in the school, the villagers said. The post of headmaster is also lying vacant for four years.

Delhi University offers candidates an option to cancel their first admission and chose a new college or seat of their choice. According to the guidelines set by the UGC, a candidate can only be enrolled in one UG course. In case, the candidate wishes to change the college, he/she will have to collect original documents from the college where they have taken the admission. Candidates who wish to do so can check the blew mentioned steps: Cancel the admission After the second cut-off list is out, make sure that you qualify the criteria. After that visit the official DU portal and cancel the first admission. Fill the cancellation form, pay the cancellation fee and take the print out of the slip. If it is higher then the candidate will have to pay the balance and if it is lower than the balance will be refunded to candidate’s bank account after few weeks. After the release of the first cut-off list on June 19, students frantically started applying for the courses. “Even though students are aware that once the server is active, it will be in service 24×7, they feel that it is a case of first come, first served basis. With so many students logging in at the same time, the server is bound to be under pressure,” said the official. The real problem is that candidates generate applications in excessive numbers despite aware of the fact that they can take admission in one course only, the official added. The official also told “According to admission rules, applicants need to study the cut-off list,select courses and colleges on the university website, take the printout ofthe admission slip and finally approach respective colleges with the slipand required documents. However, candidates, who are probably undecided or unsure, generate more than one admission slip, thereby putting severe pressure on the server”. Centralized allotment process for KEAM 2018 counseling has begun and in the first phase, options are invited for engineering, architecture, pharmacy, medical and allied courses. Candidates can register their options by visiting the website -- www.cee.kerala.gov.in until 10 am of June 29. Candidates who will fail to register their options by the given time will not be considered for the allotment under any circumstances. The 'facilitation centers' having internet facility will provide all the necessary help to the candidates related to filling their counseling options. The first allotment list will be made public at 8am on June 30. "Candidates allotted to MBBS/BDS courses shall have to join the allotted college after the first phase allotment. Candidates allotted to courses other than MBBS/BDS need not join the colleges after the first allotment. Candidates allotted to MBBS/BDS courses and who do not join the college allotted within the stipulated time will lose their allotment as well as all the existing options in the stream to which the allotment belongs. The options once lost will not be available in subsequent phases" commissioner for entrance examinations said. After the release of the list, complaints if any, with the supporting documents should be sent to the commissioner before 5 pm on 26.06.2018. Despite the Supreme Court’s order in March 2018 that Aadhaar card is not mandatory for the NEET registration process, Madras HC yesterday made it compulsory for the candidates to have aadhaar card and its copies if they wish to appear for the medical counseling in Tamil Nadu. The interim order was passed by Justice N Kirubakaran after petitioners alleged that many students from the other states have been given fraudulent certificates of nativity which will affect the scope of the students from TN to get admission into the course/s. As a result, the court has directed the authorities in charge of the counseling process to ask the candidates to produce their Aadhaar cards. Earlier, according to Press Trust of India, a committee of advocates and government officials have informed the court that last year 296 students admitted in the NEET have their native certificated issued without any inquiry or scrutiny. G Karthikeyan, assistant solicitor general (ASG) has asked for some time to get the details of the person/s who have applied in Tamil Nadu as well as in other states. "It is stated that in all other states Aadhaar number of the student has to be provided in the application itself," the judge said after hearing the ASG and counsel for petitioners. The court further said “To confirm that the genuine state candidates are benefited under the state quota, it is appropriate to make the production of Aadhaar card and a photocopy of it compulsory at the time of counseling. By this method, students from other states could be prevented from getting the benefit under the state quota.”

Around 40,244 students successfully passed the exams of the commerce stream of which 6,127 passed with the first division, 18,266 students passed with the second division and 2,770 students passed with the third division.

With weather conditions improving in West Bengal a little, ICSE affiliated schools will resume their normal classes for the students from June 25, 2018, a senior member of the Association of Head of ICSE Schools said. The association's general secretary of Bengal Chapter, Nabarun Dey, said “As the issue came up during the meeting that was held on a different issue yesterday, it was decided that in view of improvement in weather conditions, the schools can resume classes from Monday, and most of them are expected to do so.” West Bengal Education Minister Partha Chatterjee said that the state government has not received any appeal from the schools for resuming the classes from June 25 instead of June 30. The heat has gone down a bit. But, no school has approached us to reduce the number of heat holidays. If any school makes such a request, we will consider it," Mr. Chatterjee told reporters. On June 19, the CISCE has called upon the principals of the affiliated schools in WB and asked them to comply with the order of the state government to suspend the classes. "The government of West Bengal has decided to suspend classes in government, government-sponsored and non-government aided schools in West Bengal from June 20 to 30, 2018 due to extremely hot weather conditions," the CISCE had referred to the state government's June 19 notification, in its letter.

On Saturday, Bihar police arrested a scrap dealer after they found one of the missing 42,400 missing class X answer sheets of the Bihar School Examination Board (BSEB) exams from his shop. The exams sheets went missing from SS Girls High School in Gopalganj and belong to the students from the Nawada district. The arrested scrap dealer was identified as Pappu Gupta. Pappu told that police that he bought all the missing answer sheets from the office attendant of the school. The police have already arrested the office attendant. Pappu further told the police that it may be impossible to find the answer sheets as he has already sold them to another wholesale scrap dealer. Gopalganj Superintendent of Police Rashid Zama said: “We conducted raids at local scrap dealer Pappu Guptaʼs shop and recovered one answer sheet. Gupta said he had purchased answer sheets in bulk from SS Girls Schoolʼs office attendant Chhatu Singh. He said he has been buying scrap from the school since 2014.” SP Zama said “Besides Gupta and Chhatu Singh, one Santosh Kumar, an auto-rickshaw driver who had ferried the answer scripts from the evaluation center to Guptaʼs shop, and the school’s night guard Aashpujan Singh have been arrested”. He also said that police is also questioning some of the ragpickers who move around the school area. Earlier BSEB has said that the missing answer sheets will have no effect on the results as they have already received the marks but if the students whose answer sheets are missing apply for re-evaluation this will be a problem situation for them.

This year, for the NEET exam, more than 2000 candidates have to travel outside of their respective states in order to appear for the exams as NEET authorities failed to provide adequate number of exam centers in Tamil Nadu. Most of the students have to travel to Kerala or Karnataka but some unfortunate ones have to travel to Rajasthan, which leads to confusion and chaos and parents and students expressed their anger on social media after the exam. Keeping the comfort of the students in mind, Human Resources Development (HRD) Minister Prakash Javadekar said that from 2019 students will be given exam centers in their respective states and will not have to travel outside the state. “Next year, students traveling to other parts of the country would not happen. This year the number of cities were increased to 150 from 107 in the previous years for the exam. Now apart from those, any district which has more than 4,000 students will be made a center. It will accommodate all students from that district and surrounding districts” he told reporters. When asked about the errors in the questions in the Tamil version of the exam, the minister said that he is not aware of it and assured that to avoid future complaints, steps such as engaging good translators will be taken.

"Technology can be a force multiplier for all these programs. As you build your careers, please attempt to contribute to such national missions," he told the students. He also asked the students to use their talents to upgrade and re-imagine the Kanpur as industrial and commercial hub of the nation. He also talked about how the city was central in the government’s ambitious program to clean the Gange river. "The city is also critical to the success of Namami Gange. This is a program to not merely depollute the Ganga and conserve it from industrial effluents. It goes further. It seeks to rationalize the allocation and usage of the river's waters as well as to develop the Ganga basin," he said. He presented medals and degrees to the meritorious students at the ceremony. "IIT Kanpur started its first batch with just 100 students in 1960 and now 6,500 students are currently studying here. 5,000 students have completed their engineering from IIT Kanpur and they are illuminating the name of India in the world," the President said.

State Minister Ratan Lal Nath said “An expert panel has recommended that the Tripura government should adopt National Council of Educational Research and Training (NCERT) curriculum for schools in Tripura”. The panel also suggested to implementing Central Board of Secondary Education (CBSE) syllabus across all government and government-aided schools. The recommendation was given by a six-member expert committee and suggested to implement CBSE syllabus in schools in order to ease down the burden of books on the children. The committee was headed by Tripura University Vice-Chancellor Professor Arunoday Saha. Arunoday Saha said “we have collected inputs from fifty headmasters and from students of different schools for one month, and after analyzing the data, we have come to the inference that the CBSE syllabus could be implemented from the first to eighth standard from January 2019 as books were already translated in Bengali. For the implementation of the new course from classes 8 to 12, we have to wait for one more year (2020) for two reasons. One is that, the CBSE has decided to revise their syllabus next year (2019), and the books need to be translated into Bengali and local tribal language Kokbarak.” Ratan Lal Nath said that the final decision whether to implement the suggestions of the committee or not will be in the hands of the government. The bad performance of the schools in the Madhyamik examinations conducted by Tripura Board of Secondary Examination (TBSE) this year is another reason why the committee has recommended NCERT syllabus in the schools, Saha said. This year, the pass percentage of the students in the Madhyamik exams were only 59.59 percent.

Health and Family Welfare Department, Government of Tamil Nadu has released the rank list of the NEET 2018 exam on its official website -- www.tnhealth.org. The lists for the management quota and government quota seats have been released separately. In the government quota list, a total of 25417 students have been included from the state and the first phase of the counseling is expected to begin from July 1 and will end on July 5, 2018. For taking the admission under the state quota seats, students will require to produce their nativity certificate. Candidates who have applied for the NEET UG from other states will not be considered as a native of the state. Candidates who have completed their education from 6th till 12th from Tamil Nadu are not required to produce nativity certificate. Candidates who natives of the state but have studied in class 6th till 12th in other states will be required to produce original certificates of their parents. The certificates needed would be Birth Certificate/ SSLC/ 10th/ 12th/ Degree/ Diploma/ Professional Course, and Ration Card/ Passport to ascertain the candidate's parents' nativity.

The Delhi University Teachers' Association (DUTA) is completely against the government’s idea of replacing the UGC with the Higher education commission. The DUTA condemned the government’s plan and said that this will only increase the government’s direct interference in the working of the educational institutes. “The present structure is being completely replaced without providing a detailed study of its founding goals, achievements, its shortcomings and their possible reasons and corrective measures taken or required to improve the health of the UGC. Even as the government had to shelve proposal of creating HEERA because of opposition received, dismantling of the UGC to create a new agency looks like a quick desperate step in the same direction,” DUTA said in a statement. "Under the leadership of PM @narendramodi has embarked on a process of reforms of the regulatory agencies for the better administration of the HE sector (sic). In a landmark decision, a draft Act for repeal of #UGC & setting up #HECI (Higher Education Commission of India) has been prepared," Union HRD Minister Prakash Javadekar tweeted today. According to the draft, the new commission will only focus on the academic matters. "Less government and more governance, separation of grant functions, end of inspection raj, focus on academic quality, powers to enforce compliance to the academic quality standards and to order the closure of sub-standard and bogus institutions are some of the highlights of the new act," the draft says. The DUTA opposed the government’s plan and said that how the shifting of the grants function to the Ministry will reduce government’s interference in the educational institutes in fact, we fear that this will further increase their interference. "There seems to be an attempt to corporatize education sector by focusing on homogeneous, one-size-fits-all administrative models and best practices rather than allowing institutions to evolve them over time, based on their specific needs," the statement said.

Health Ministry and IGNOU inks MoU to bring the short term health care courses



The Health Ministry and Indira Gandhi National Open University (IGNOU) signed a memorandum of understanding (MoU) to bring short term health courses and train 14 lakh manpower in the same field by 2025. The documents were inked in the presence of Union Health Minister of Health J P Nadda, Union HRD Minister Prakash Javadekar, and Union Minister for Skill Development Dharmendra Pradhan. Speaking on the occasion, JP Nadda said “Under this MoU, curriculum for 10 courses especially designed for the health sector, will provide more than 14 lakh trained manpower by 2025.” He further said that the government has undertaken the task of screening non-communicable diseases such as diabetes, hypertension and common cancers along with tuberculosis and leprosy, which will require trained manpower and government is taking necessary steps to ensure this. He further added that by 2022, there will be 1.5 lakh new health and wellness centers (HWCs) and there will be need for such health-care  service providers. "The potential for skilled healthcare workers and professionals will increase immensely in the health sector. Such courses will ensure that the health sector gets adequate skilled health workers," he said. Prakash Javadekar said “this is a historic moment as three ministries of health, education and skill are coming together to meet the large manpower requirements in the burgeoning health-care sector. In a shocking incident, all the girls students from one of the Government Girls Secondary School in Kabrel village of Hisar district failed to clear the class 10 exams this year. The class 10 results were declared by the  Haryana Board of School Education, Bhiwani last month. All the 24 girls of the above mentioned school failed in the exam and according to the education officials, this is the only school from the district, which has such a poor result. After the results, the villagers of the Kabrel were angry and held the government of Haryana and school administration responsible for the poor performance of the girls. "While on the one hand, the government is laying so much emphasis on the 'Beti Bachao-Beti Padhao' programme, on the other hand authorities have done nothing to solve the problem of shortage of staff in the school," a villager said today. He further said “the Panchayat of the village met the district administration several times demanding adequate number of teachers in the school but the administration failed to fulfill the demands.” Dharam Singh, sarpanch of the village, said “The school had no teachers for Sanskrit, Hindi, science and mathematics during the last academic session. The girl students complained a number of times about the shortage of staff.” The villagers cam in the support of the Sarpanch and said that he met concerned officers a number of times and brought the mater to their attention but all his efforts failed. There is no teacher in the school for various subjects in the school, the villagers said. The post of headmaster is also lying vacant for four years.

After the release of the first cut-off, many students took admissions in various colleges under the DU and many could not get or have to settle with the second option because of the high cut-offs. The university on Sunday released its second cut-off list and students who could not make it to the first cut-off list can check the second list to see if they fit the criteria. Delhi University offers candidates an option to cancel their first admission and chose a new college or seat of their choice. According to the guidelines set by the UGC, a candidate can only be enrolled in one UG course. In case, the candidate wishes to change the college, he/she will have to collect original documents from the college where they have taken the admission. Candidates who wish to do so can check the blew mentioned steps: Cancel the admission After the second cut-off list is out, make sure that you qualify the criteria. After that visit the official DU portal and cancel the first admission. Fill the cancellation form, pay the cancellation fee and take the print out of the slip. If the admission fee at the second college is same as that of the former then it will be adjusted. If it is higher then the candidate will have to pay the balance and if it is lower than the balance will be refunded to candidate’s bank account after few weeks. Obtain the original documents Once you have the cancellation slip, visit the college with the same and obtain all the original documents so you can deposit them in the new college. Servers at the Delhi University are undergoing severe stress as anxious students are generating multiple applications in order to a secure seat in the university after the announcements of first cut-offs. Aspirants can only study for one course but this is not stopping them from generating multiple applications, which is the main cause of the load on the servers in the university. After the release of the first cut-off list on June 19, students frantically started applying for the courses. “Even though students are aware that once the server is active, it will be in service 24×7, they feel that it is a case of first come, first served basis. With so many students logging in at the same time, the server is bound to be under pressure,” said the official. The real problem is that candidates generate applications in excessive numbers despite aware of the fact that they can take admission in one course only, the official added. The official also told “According to admission rules, applicants need to study the cut-off list,select courses and colleges on the university website, take the printout ofthe admission slip and finally approach respective colleges with the slipand required documents. However, candidates, who are probably undecided or unsure, generate more than one admission slip, thereby putting severe pressure on the server”. Centralized allotment process for KEAM 2018 counseling has begun and in the first phase, options are invited for engineering, architecture, pharmacy, medical and allied courses. Candidates can register their options by visiting the website -- www.cee.kerala.gov.in until 10 am of June 29. Candidates who will fail to register their options by the given time will not be considered for the allotment under any circumstances. The 'facilitation centers' having internet facility will provide all the necessary help to the candidates related to filling their counseling options. The first allotment list will be made public at 8am on June 30. "Candidates allotted to MBBS/BDS courses shall have to join the allotted college after the first phase allotment. Despite the Supreme Court’s order in March 2018 that Aadhaar card is not mandatory for the NEET registration process, Madras HC yesterday made it compulsory for the candidates to have aadhaar card and its copies if they wish to appear for the medical counseling in Tamil Nadu. The interim order was passed by Justice N Kirubakaran after petitioners alleged that many students from the other states have been given fraudulent certificates of nativity which will affect the scope of the students from TN to get admission into the course/s. As a result, the court has directed the authorities in charge of the counseling process to ask the candidates to produce their Aadhaar cards. Earlier, according to Press Trust of India, a committee of advocates and government officials have informed the court that last year 296 students admitted in the NEET have their native certificated issued without any inquiry or scrutiny. G Karthikeyan, assistant solicitor general (ASG) has asked for some time to get the details of the person/s who have applied in Tamil Nadu as well as in other states. "It is stated that in all other states Aadhaar number of the student has to be provided in the application itself," the judge said after hearing the ASG and counsel for petitioners. The court further said “To confirm that the genuine state candidates are benefited under the state quota, it is appropriate to make the production of Aadhaar card and a photocopy of it compulsory at the time of counseling. By this method, students from other states could be prevented from getting the benefit under the state quota.”

With weather conditions improving in West Bengal a little, ICSE affiliated schools will resume their normal classes for the students from June 25, 2018, a senior member of the Association of Head of ICSE Schools said. The association's general secretary of Bengal Chapter, Nabarun Dey, said “As the issue came up during the meeting that was held on a different issue yesterday, it was decided that in view of improvement in weather conditions, the schools can resume classes from Monday, and most of them are expected to do so.” West Bengal Education Minister Partha Chatterjee said that the state government has not received any appeal from the schools for resuming the classes from June 25 instead of June 30. The heat has gone down a bit. But, no school has approached us to reduce the number of heat holidays. If any school makes such a request, we will consider it," Mr. Chatterjee told reporters. On June 19, the CISCE has called upon the principals of the affiliated schools in WB and asked them to comply with the order of the state government to suspend the classes. "The government of West Bengal has decided to suspend classes in government, government-sponsored and non-government aided schools in West Bengal from June 20 to 30, 2018 due to extremely hot weather conditions," the CISCE had referred to the state government's June 19 notification, in its letter.

On Saturday, Bihar police arrested a scrap dealer after they found one of the missing 42,400 missing class X answer sheets of the Bihar School Examination Board (BSEB) exams from his shop. The exams sheets went missing from SS Girls High School in Gopalganj and belong to the students from the Nawada district. The arrested scrap dealer was identified as Pappu Gupta. Pappu told that police that he bought all the missing answer sheets from the office attendant of the school. The police have already arrested the office attendant. Pappu further told the police that it may be impossible to find the answer sheets as he has already sold them to another wholesale scrap dealer. Gopalganj Superintendent of Police Rashid Zama said: “We conducted raids at local scrap dealer Pappu Guptaʼs shop and recovered one answer sheet. Gupta said he had purchased answer sheets in bulk from SS Girls Schoolʼs office attendant Chhatu Singh. He said he has been buying scrap from the school since 2014.” SP Zama said “Besides Gupta and Chhatu Singh, one Santosh Kumar, an auto-rickshaw driver who had ferried the answer scripts from the evaluation center to Guptaʼs shop, and the school’s night guard Aashpujan Singh have been arrested”. He also said that police is also questioning some of the ragpickers who move around the school area. Earlier BSEB has said that the missing answer sheets will have no effect on the results as they have already received the marks but if the students whose answer sheets are missing apply for re-evaluation this will be a problem situation for them.

This year, for the NEET exam, more than 2000 candidates have to travel outside of their respective states in order to appear for the exams as NEET authorities failed to provide adequate number of exam centers in Tamil Nadu. Most of the students have to travel to Kerala or Karnataka but some unfortunate ones have to travel to Rajasthan, which leads to confusion and chaos and parents and students expressed their anger on social media after the exam. Keeping the comfort of the students in mind, Human Resources Development (HRD) Minister Prakash Javadekar said that from 2019 students will be given exam centers in their respective states and will not have to travel outside the state. “Next year, students traveling to other parts of the country would not happen. This year the number of cities were increased to 150 from 107 in the previous years for the exam. Now apart from those, any district which has more than 4,000 students will be made a center. It will accommodate all students from that district and surrounding districts” he told reporters. When asked about the errors in the questions in the Tamil version of the exam, the minister said that he is not aware of it and assured that to avoid future complaints, steps such as engaging good translators will be taken.
