On Saturday, Vice President M. Venkaiah Naidu said that should spent 50 percent of their schooling hours in outside activities and parents and teachers should give equal importance to sports education as well. Mr. Naidu was addressing the students of Jubilee Hills Public School on the occasion of their annual day function and said, " Studies are important but equally important are sports, fine arts, dance, music, art and culture. In fact, I have been advocating that students should spend 50 per cent of their schooling hours outside classrooms and that sports education should be accorded greater importance by educationists and parents." The Vice President said that school curriculum should inculcate rational and independent thinking among the students. He also urged to revamp the school education system completely so that students enjoy going to school and become life long learners. "The education system needs to focus on making a child curious, creative, caring, communicative, confident and capable. It should prepare each child to be an active, caring citizen ready to participate in the world of today and capable of shaping the world of tomorrow. Such an environment will instill confidence in children, apart from inculcating a spirit of tolerance and accommodation in them," the Vice President said. Pointing out that education was the foundation for all efforts to improve the quality of our lives, Mr Naidu said, "Our life is multi-faceted and so must education be."

Union Public Service Commission (UPSC) is expected to release the official notification for the NDA & NA exams in the second week of January and the exam is expected to held on April 21, 2019. Candidates who are interested in appearing for the exam can register for the exam by visiting the official website of the UPSC -- upsc.gov.in. The last to register for the exam is February 4, 2019. The exam is conducted for admissions in Army, Navy and Air Force wings of the National Defence Academy (NDA) and Indian Naval Academy Course (INAC). Students who have passed 10+2 exams are eligible to appear for the exam and candidates who are appearing for the class 12th exam under the 10+2 pattern or equivalent are also eligible to appear for the exam. Candidates will have to appear for the written exam which is conducted by the UPSC. Candidates who will qualify the written exam will have to appear for the interview. The interview is conducted by the Services Selection Board of the Ministry of Defence. The final result of NDA & NA (I) 2018 exam was declared on November 27. A total of 379 have been declared qualified for admission to the Army, Navy and Air Force wings of NDA for the 141th Course and Naval Academy for the 103rd INAC.

The fourth edition of the Diploma in Elementary Education (D.El.Ed) exam will be held in February by the National Institute of Open Schooling (NIOS). The exams will be conducted for three subject modules: Learning in Art, Health, Physical and Work Education at Elementary Level (508), Learning Social Science at Upper Primary Level (509) and Learning Science at Upper Primary Level (510). The exams are scheduled on February 14 and 15 in the afternoon shift (2.30 pm to 5.30 pm) and the hall tickets for the same will be released one week before the exam. The D.El.Ed program was launched by the HRD Ministry in October 2017 to train the in-service untrained teachers working in primary and upper primary schools. All the teachers, who have enrolled for the program were given the deadline of March 2019 to complete the program and considering the objective of the NIOS-D.El.Ed program this might be the last exam. A special public exam will be held for the teachers who could not qualify the previous exams. The exam will be conducted in 5 subject modules and teachers can register for the exam till until January 10.

The date sheets for class 10th and 12th board exams have been released by the Central Board of Secondary Education (CBSE). According to the date sheet, class 12 board exams will be held from February 15 to April 3 and Class 10 board exams from February 21 to March 29. This year, the board has taken special care of the fact that none of the exam dates coincides with the dates of the various competitive exams. And to provide students with the sufficient time, CBSE has released the time table seven weeks before the commencement of the exams. “Now the state-run government schools will also offer English based education from the next academic year starting March/ April 2019,” West Bengal Education Minister Partha Chatterjee told indianexpress.com. Chatterjee said that the initiative was taken by the government two years ago to benefit the students from the lower income background. “The English medium education will start in fifty to sixty state-run schools initially in Kolkata and other districts of West Bengal. The government will introduce in other schools gradually,” Chatterjee said. An official from the West Bengal board of secondary education said that the government has already made the list of the schools where English medium will be introduced. “The list has been prepared on the basis of the Madhyamik (Class 10) and Uchha Madhyamik (Class 12) results of the previous years. The government has given preference to the best performing schools,” said the official. The names of the schools will be announced by the board in January. Some of the top state-run schools such as Ballygunge government school, Hare school, Hindu school in Kolkata, Barasat government school in North 24 Parganas, Raiganj Coronation High schools are expected to be on the list.

Students at IIT-Bombay demonstrated a protest at the Institute on Friday as they alleged that there has been a drastic increase in the living expense and fees of the institute while the fellowship amount for the research scholars has remained the same. Hundreds of Ph.D. and masters students participated in the rally, which began from the hostel 12 and concluded at the main gate. “We had sent a letter to the MHRD and the department of science and technology. We also sent representations, including 2,000 signatures, with a cover letter. But there was no response or acknowledgment… forcing us to protest,” said a research scholar. Some of the demands of the scholars were “timely disbursement of fellowship through the portal, simpler process to avail fellowship, HRA money to be at par with the actual expense of living in a modest accommodation in Mumbai, a proportional increase in contingency grant and a centralized regulatory body for evaluation of fellowships.” “The scholars have to pay a semester fee of around Rs 17,000, along with mess fees of Rs 27,000, which have been raised by Rs 7,000 in the past one year. This high lump sum payment of around Rs 45,000 every semester often becomes troublesome when the fellowship is minimal and paid very irregularly (except institute fellowship). There are instances when CSIR fellows do not receive their fellowship for six to 12 months,” the research scholars said in a statement.

Himachal Pradesh Technical University has postponed its MBA and MCA exams scheduled for December 27 as PM Narendra Modi will address a rally in Dharamshala to mark the first anniversary of Jai Ram Thakur government in the state. HPTU assistant registrar said “the MBA examinations will now be held on January 9, while the MCA exam on January 4.” He said that the examination dates have been revised due to administrative reasons. In addition to this, all the educational institutions in Dharamshala block will remain closed on Thursday. Kangra District Magistrate Sandeep Kumar said “the decision to keep the schools and colleges closed on December 27 has been taken to avoid inconveniences to the students on the day due to possible traffic snarls due to the security arrangement for the prime minister’s rally.”

The Delhi Police has filed its charge-sheet into the CBSE’s class X and XII board examination paper leak case this year. Police claimed that the leak originated from Himachal Pradesh, where two students wrote class X mathematics and class XII economics question paper after receiving the instructions from the accused and later leak them on WhatsApp. According to the police, the leaked papers were handwritten by a female Class XII student and a male Class X student. “The accused chose the two because he favoured them… the male Class X student was given the question paper by the main accused, Rakesh, who was at the time employed as a Trained Graduate Teacher (TGT) at DAV Public school,” said Deputy Commissioner of Police (crime) Dr Ram Gopal Naik. Police further said “the son of Rakesh’s relative had also appeared for the Class X exam that time, adding that both the papers were written in his private residence in Himachal Pradesh”. The charge-sheet is 482 pages long and was submitted by the police on Thursday at Karkardooma court. In the charge-sheet, the police have named ten people as accused. “Four of the accused are from the convent school in the capital, while other six are from Himachal Pradesh,” said Naik.

HRD Minister denied any reports of DU conducting online entrance exam for the 2019 session and said that admissions in the university will be done as usual. He also added that it is not final yet if JNU will hold an online admission test in collaboration with NTA for the 2019 academic year. “There will be no entrance examinations in Delhi University. It will be as usual in 2019-20, meaning based on marks secured in class 12,” Javadekar told reporters. However, JNU is a press released on December 7 said “the Vice Chancellor informed the members of the (Academic) Council that the NTA has agreed to conduct the Computer-based JNU Entrance Examinations.” When reporters asked about the same from Mr. Javadekar, he said “This hasn’t been decided.” When told that the university has made an announcement regarding the same on its website, he said they have decided but the university is still in talks with the NTA regarding the feasibility of the same. Noting is final yet. Reacting to Javadekar’s comments, JNU Rector I Chintamani Mahapatra said, “The minister is right that the agreement is in process. We have already spoken to them (NTA) and they have agreed. It’s all in the pipeline, it will be done. He (Javadekar) didn’t say that nothing is going to happen.”

NTA started conducting UGC NET exam on December 18 and the schedule for the same will end today with the last exam shift ending on 6:00pm. According to the reports, more than 9 lakh candidates registered for the NET exam this year and the exam was held for a total of 85 subjects. To make the exam fair and transparent and the curb the elements of cheating NTA used CCTV cameras for the live streaming of exam halls from the exam centers. To prevent any unauthorized use of mobile phones during the exam, the agency used 40,000 mobile phone jammers. The agency is expected to declare the results of the exam on or before January 10, 2019. On several occasions, UGC NET exam has been questioned by the candidates as the right criteria to judge the ability of a candidate to teach in the university classroom. It was argued that because of the objective nature, the exam fails short in testing the aptitude for the subjects such as Humanities and Arts which require subjective approach. In the past the exam has also been criticized for its arbitrary time limits and patterns. For the first time, the UGC NET exam is conducted online and the reaction of the aspiring teachers of the nation remains to be seen.

The online application process for Himachal Pradesh Public Service Commission (HPPSC) is now open. Candidates who want to appear for the exam can now visit the official website -- hppsc.hp.gov.in and register for the exam. The last date for the registration is January 10, 2019 at midnight. State Eligibility Test (SET) is a qualifying test for the candidates who want to be Assistant professor at the institutions and universities located in Himachal Pradesh. The exam centers for the exam are located in Shimla, Solan, Mandi, Dharamshala, Bilaspur, Hamirpur, Nahan, Una, Kullu and Chamba. Eligibility criteria Candidates interested in appearing for the exam must have secured 55 percent marks in their Master’s degree or equivalent from a recognized university in Humanities (including languages) and Social Sciences, Computer Science and Applications. Minimum marks criterion for the candidates from backward classes is 50 percent. Candidates are required to appear in the subject of their post-graduation only during the exam. Exam pattern The exam is divided into two exams. Paper 1: Paper 1 will be of 100 marks and will have 50 questions in it from the field of teaching and research aptitude. The timing for paper 1 will be from 10:30 am to 11:30 am Paper 2: Paper 2 will have 100 subject-specific questions and will carry 200 marks. Candidates will get 2 hours' time to solve paper II. The session timing for paper II will be from 2:00 pm to 4:00 pm.

On Thursday, the government of Maharashtra approved the formation of the Homi Jehangir Bhabha University which will allow the students to opt for a "choice-based credit system" and study the subjects of their choice. The approval for setting the university was given at a meeting by the State Cabinet. Education Minister Vinod Tawde, addressing reporters at Mantralaya, said “the university will consist of the Institute of Science, the SydenhamCollege of Commerce and Economics, the Elphinstone College andGovernment College of Education (BEd College).” "Once this university is established, students will have the option of studying through a choice-based credit system. For instance, a student studying commerce in Sydenham College will have the option of studying arts as well in Elphinstone College," the education minister said. He also said that the students will gain educational benefits from the collaboration of the colleges and this will provide them with the better employment opportunities in the modern day. Mr. Tawde further added “In another decision, the Cabinet approved amendments in the clauses of Maharashtra self-financed universities guidelines. The government has approved the recommendations of the Bongirwar Commission and accordingly, such universities will now be able to introduce courses of different subjects”.

The revised result for the Uttar Pradesh Teacher Eligibility Test (UPTET) 2018 Primary Level has been released by the Uttar Pradesh Basic Education Board (UPBEB). The results are available on the official website of the UPBEB. After the revision of the results, more than 20,000 more have qualified the teacher’s eligibility exam conducted by the education board. The result was revised after Allahabad High Court instructed the board to grant same marks to all the candidates for the three faulty questions in the question paper. After the release of the UPTET 2018 results (Primary level) several candidates had raised the objections regarding the marks allotted in the three faulty questions in the question paper. After listening to the plea of the candidates, the court gave the verdict of allotting the same marks to all the candidates for the faulty questions in the exam. An official from the DU said that the university is planning to introduce online entrance exams from the next session. Earlier, the admission committee of the varsity had met and decided to hold the online entrance exam so that the students who do not get high marks in the board exams also stand a chance to study in the Delhi University. "The proposal to have online entrance examinations was made by the Department of Commerce. Some members said the online mode would be difficult for students from far-flung areas who are not well-versed with computers," said an official. The official further added that the university had decided to hold the online as well as an offline entrance exam. The University is also mulling over the idea of outsourcing the entrance test to the National Testing Agency. "It is yet to be decided whether it can be done. The varsity will bring out a notification and subsequently the process will begin," he added. The Jawaharlal Nehru University has introduced the online entrance exams and the move the students' union of the University has criticized the move highly. The union said that this will put an unnecessary burden on the university as it is already dealing with the shortage of funds.

NITI Aayog asked the government to spend more on the education



NITI Aayog in its 'Strategy for New India @ 75' report has asked the government to spend more on the education domain as it addressed the issue of quality of education in the nation. In the report, the advisory body highlighted the fact that India is spending less than the world’s average on the education. Government spending on education (both central and state governments) is close to 3 percent of the GDP which is less than the world’s average which is close to 4.5 percent of the GDP. The advisory body also suggested that India should increase its spending on education to at least 6 percent of the GDP. NITI Aayog also addressed some of the key areas in the education such as School education, Higher education, Vocational education etc. and made recommendations to improve the enrollment, learning, outcome, employability, and reduce stress on school children. It also highlighted the current situation of school education in the country and said that although the enrolment at the primary level has improved there is still need to improve the learning outcomes of those enrolled in the schools. A National Assessment Survey (NAS) conducted by National Council for Educational Research and Training (NCERT) showed that more than 60 percent of the class 5 students score below 50 percent marks across the subjects. The report also highlighted that parents are giving preference to the private schools over the government schools. This is due to the general perception that private schools deliver better education than the government schools, the report said. While the report does take cognizance of the government's efforts to improve the quality of the education, the report says that one of the constraints to improving education quality is 'inadequate public funding in the sector'.

Class 12 MP Board exams will commence with Special Language Hindi Paper and will conclude on April 2 with the Informatics Practices. Both class 10 and 12 exams will be conducted in two shifts: Morning shift (9am to 12 pm) and afternoon shift (1pm to 4pm). The morning shift is held for the general candidates and afternoon shift will be held for the "Divyang" candidates.

On Wednesday, state Health Minister Himanta Biswa Sarma said that the state of Assam will have three new medical colleges. Addressing the media he said that the three new colleges will be established in Kokrajhar, Nalbari and Tinsukia in the coming three years time. Talking about the new medical colleges he said that each college will have 100 seats for the education along with the capacity of 500 beds. The foundation stone for the new colleges will be laid in the month of January by the Assam Chief Minister Sarbananda Sonowal. At present the state has six medical colleges located in Gauhati Medical College, Assam Medical College, Silchar Medical College, Tezpur Medical College, Jorhat Medical College and Barpeta Medical College. These six colleges together have 726 MBBS seats. Apart from the proposed medical colleges, four new medical colleges are under construction at Dhubri, Lakhimpur, Nagaon and at Diphu. Combined together these colleges have the capacity of 400 students. Once the construction for all the medical colleges in finished, the state will have a total of 1426 seats for the medical students.

JMI’s department of Tourism and Hospitality Management is training unemployed youth in the 18-28 years of age group and will help them in getting jobs under 'Hunar Se Rozgar Tak' (HSRT), a scheme run by Ministry of Tourism, Government of India. Under the scheme, the unemployed youth is being trained in two courses namely Front Office Associate (12 weeks) and Skill Testing and Certification (6 weeks). The Jamia Millia Islamia (JMI) has been assigned a target of training 360 youth in the age group of 18-28 years and 440 persons under the skill testing and certification program of Ministry of Tourism. In a statement, the university said “since there is a great demand for skilled manpower in the hospitality sector, Department of Tourism and Hospitality Management, Jamia Millia Islamia is also contributing towards this”. Till date, the university has trained 120 youngsters under the HSRT scheme and the Central Reserve Police Force is keen on getting their 400 employees trained of which the university has trained 50 employees already. The Minister of Tourism has started the HSRT initiative with the aim of providing employable skills to unemployed youth. The main aim of the scheme is to increase the skilled manpower in the hospitality sector and is a part of Ministry of Tourism’s scheme -- Capacity Building for Service Providers (CBSP).

Director of the state’s higher education department, A Sreenivas, said that the app will bring greater transparency in the department and college administration, while ensuring better connectivity betweem students, parents, teachers and officials. “The app will provide instant updates of important notices, circulars and other programs to students and teachers, while allowing the former to pay their fee online,” said the director. The app will also provide information on status of seats in every college along with the courses, scholarships and eligibility conditions, he further added. Students will also get information on assignment and important notifications from the colleges and universities., he told the reporters.

Yesterday, Union Cabinet has approved the signing of a Memorandum of Understanding (MoU) between India and Afghanistan. Both countries will now co-operate in the field of Human Resource Development. The MoU will also allow the students and faculty members of universities from Afghanistan to register for the courses on SWAYAM educational portal, which is India’s own platform for Massive Open Online Courses (MOOCs) and offers about 2000 courses from class 9 until Post Graduation. Under the MoU, faculty from Afghanistan can also develop the courses and share them on the Swayam Platform. The training required for creating and uploading the courses will be provided by the MHRD, Government of India. Through the MoU, the government of India will also share the access to other technologies and initiatives by the ICT such as National Digital Library of India (NDLI), Virtual Labs, Spoken Tutorials. A joint Master’s Degree program between Indian and Afghanistan universities in also under consideration and MHRD will assist the Ministry of Higher Education, Afghanistan in the areas of Curriculum Development and Capacity Development of Teaching Staff.

On Monday, the Cabinet Committee on Economic Affairs (CCEA), chaired by PM Narendra Modi has given it approval for setting up Eklavya Model Residential Schools (EMRSs) in every block with more than 50 percent Scheduled Tribes population and at least 20,000 tribal persons. The CCEA has also approved the budget of INR 2242 crores for the scheme. In an official released, the government said “there will be an Autonomous Society under the Ministry of Tribal Affairs similar to Navodaya Vidyalaya Samiti to run the EMRSs”. “As many as 102 such blocks are already having EMRSs. Thus, 462 new EMRSs will be established in these blocks across the country. The new scheme envisages increase in construction cost of EMRS from current Rs. 12 crore to Rs. 20 crore to improve the construction quality and ensure better facilities for the students.” the release added. Provision for sports facilities in 163 tribal dominated districts have also been set up with a unit cost of INR 5 crores for each such facilities. "EMRS is an excellent approach for imparting quality education to ST children. Apart from school building including hostels and staff quarters, provision for a playground, students' computer lab, teacher resource room, etc are also included in the EMRSs. This initiative will benefit ST students immensely," it said. "By focusing on specific intervention to cater to the educational needs of STs, the quality of life of STs is expected to improve to the level of rest of the social groups and a visible impact by 2021 Census," it added.

The schools in East Godavari district will remain shut for two days because Cyclone Phethai is expected to arrive on the coastal regions of Andhra Pradesh on Monday. The announcement was made by the East Godavari district collector Kartikeya Misra. According to the reports, the cyclone is likely to cross the coast between Ongole and Kakinada on Monday and can cause heavy rainfall in the region. With the anticipation of the storm, the National Disaster Response Force (NDRF) has been put on high alert. According to the Met department, the cyclone is expected to bring heavy rainfall in several parts of Odisha. The Meteorological Centre said in a bulletin “the sky remained overcast in many parts of the state Sunday, districts like Gajapati, Ganjam, Rayagada and Kalahandi are expected to be lashed by heavy rain under the impact of the cyclonic storm”. Many places in Rayagada, Koraput, Malkangiri, Nabarangpur, Kalahandi, Kandhamal, Nuapada, Baragarh, Balangir, Jharsuguda and Sambalpur districts can experience heavy rainfall. The MeT center said that light to moderate rainfall and thundershowers are expected in many places mainly in south Odisha districts, till December 18. Fishermen have also been warned about going into the deep sea areas of west-central and adjoining the southwest Bay of Bengal till Monday.

On Sunday, Nitish Kumar, Bihar Chief Minister said that the number of beneficiaries under the Student Credit Card (SCC) scheme in the state has gone up to 25,000. “The number of beneficiaries under SCC scheme has gone up to 25,000 within three-four months of Bihar State Education Finance Corporation (BSEFC) taking up the job to disburse soft loans to students to pursue higher education,” he said. “I am happy to say that BSEFC has started functioning for past three-four months (for disbursing loans under SCC scheme). The scheme has become popular among students. I am told the number of beneficiaries under SCC scheme has gone up to 25,000 within three-four months of BSEFC starting its work,” Kumar said. The scheme was launched by the Bihar government on October 3, 2016. Earlier, the number of beneficiaries under the scheme could barely reach to 9,000 when the scheme was routed through banks, he said. Soft education loans under the SSC scheme are given to the students by the BSEFC who are willing to pursue higher education within the state or outside the state. The students can get a loan up to INR 4 lakhs at the low interest rate of 4 percent while the interest rate for the girls, specially abled and transgenders is merely 1 percent. The state’s gross enrollment is 13.4 against the national average of 24 percent, Kumar said and asserted that he intends to take this ratio to 30 percent within next few years to surpass the national average. Kumar re-iterated that the government will waive off the loans of the students who are unable to get a job after education and their families are also unable to return the money.

“The Centre has accorded approval for the establishment of one more Sainik School in Haryana, fulfilling a long-standing demand of the people of the state,” an office release said. In a press release, the government of Haryana said that a Memorandum of Agreement will soon be signed between the state government and the Ministry of Defence for setting the school. The state government will provide INR 50 crores for the construction of the school and a land measuring 38 acres has been provided by the Gram Panchayat, Matenhail, the government further added. Earlier, Chief Minister Manohar Lal Khattar had written a letter to the defense minister, Manohar Parrikar and requested setting a Sainik school at the Matenhail village to enable the youth to pursue their desire to join the defense forces. The entire capital expenditure on the land, building, furniture, transport and educational equipment along with the major portion of running expenditure will be provided by the state government. The existing land for the school will be given on lease to the Sainik Schools Society and the lease will be renewed from time to time as per instructions of the Ministry of Defence.

Javadekar also pointed to the lack of research and innovation in the nation and said, "due to which, many things that are used in the country are foreign-made". "Indian researchers are everywhere in almost all innovations like iphone, Facebook, Twitter and even Whatsapp kind of Apps. But despite all this, we are just the contributor for innovation. We are not the owners of innovation which should change", he said. The minister said that the culture of innovation should be introduced at the level of schools. "That is the reason we have created 'Atal Tinkering Lab '(Under Atal Innovation Mission) in more than 3,000 schools", he added. "Under this project, students from class 6 to class 12 can work on 3-D printing, robotics, artificial intelligence and others", he said.

On Saturday, DoE published a list of 105 schools which had failed to upload the admission criteria on their official websites and ordered to halt the admission process temporarily at these schools. As of now, the list has been trimmed down to 44 schools. On November 26, 2018, all the private schools in Delhi were directed to upload the admission criteria on their respective official websites latest by December 14. The former date was also the last date to publish the admission criteria for the entry-level classes such -- nursery, kindergarten or Class I. On December 15, 2018, DoE announced that 105 schools have not uploaded the admission criteria on their websites and directed them to do the same latest by 9pm on December 15, 2018. It also said that schools who will fail to comply with the DoE directives, action against them will be taken under the Section 24(4) of the Delhi Education Act, 1973, which states “if a school’s management fails to comply with directions from DoE, the Director may consider —after taking into account the school’s report — stopping the school’s aid, withdrawing recognition or, except in the case of a minority school, taking over the school.” As of now, most of the schools have complied with the directive and the list now only contain names of 44 defaulter schools. For the schools who failed to comply with the orders, DoE has ordered these schools to put on their admission process on hold until they follow the directions in the interest of ‘transparency, reasonability and uniformity in admissions’. It is advised to the parents not to approach the schools mentioned in the list for admission purposes.

On Saturday, Union HRD Minister Prakash Javadekar said that in near future there will be a separate process for ranking small universities of the nation. He further said that since ‘no detention policy’ can spoil the educational outcomes, the government will soon switch to outcome-based learning modules in the primary education to map the learning process of each child. The minister was speaking at the convocation function of the Goa University. The Governor and Chancellor of the University, Mridula Sinha, was also present on the occasion. University’s vice-chancellor said that it is not fair that all the universities of the nation, irrespective of their size, are ranked through a common ranking process. In his response, Mr Javadekar said, "There would be a separate ranking process for smaller universities in future." The minister also said that the Modi government is trying hard to give new directions to the education system. "For the last four years, we have been trying to give proper direction to education. (Former RBI governor) Raghuram Rajan and twelve economists have given a 40-page paper on critical analysis of Indian economy. In that paper, importance of education has also been stressed," he said during his address to students. Mr. Javadekar said that the education standard should not be measured from the inputs but from the outputs. "Only infrastructure in educational institutions is not important...What is critical is how much is the outcome. Students are the barometer of the outcome of the educational institutes," he said. "We can judge it by sensing whether the students, who have passed, think only of themselves or whether they think of the society also...whether they are good citizens and whether they are inculcating values to make society better," he added. On the Right to Education (RTE) and the 'no detention policy', Mr Javadekar said, "We need to check whether we are providing outcome- based education right from the primary education." "We have seen that the examinations are cancelled till Class VIII. Such a system might spoil the education, that is why we created learning outcome, which lists what should be learnt by students in each standard," the minister said. "It would be monitored whether the learning outcome of each of the student is completed or not. That is the basic of our education," he said. He also pointed to the fact that out of 10,000 graduates of Goa University, who were given certificates, 52 percent were the girls, Mr Javadekar said “the essence of 'Beti Bachao,Beti Padhao' campaign lies in this phenomenon.”

The exam dates for the Class 12 and Class 10 exams have been released by the Board of Secondary Education, Odisha. The exams for the class 10 will commence from February 22, 2019 and will continue until March 8, 2019 and the exams for class 12 will commence from March 7, 2019. Practical exams for both the classes will be conducted between February 11 and February 16. Exams equivalent to the Matriculation such as Madhyama for Sanskrit students and State Open School certificate examinations (for dropouts) will also be conducted during the same period. According to the reports, more than 6 lakh students will appear for the exams next year. The board has also introduced some changes in the paper pattern. From now, the exams will have four parallel sets of questions instead of three objective sets of question and minimum qualifying marks will be 15. Candidates are required to obtain this minimum qualifying marks in both subjective and objective paper separately. It is possible that schools run by the government of Delhi will soon impart lessons in entrepreneurship to the students of classes 9 to 12, according to the Deputy Chief Minister Manish Sisodia. He said that the main of the initiative is to make the students future ready. "We plan to introduce entrepreneurship curriculum in our schools for class 9 to 12 students. Entrepreneurship does not necessarily mean business, we plan to develop life skills, behavioral skills and to impart proper etiquette into the minds of children in order to de-condition them and make them future ready," Sisodia, who is also Delhi's Education Minister, said. "We need to teach them to dream by sharing real life stories so that their mind can be evolved, and by doing this, we can build a better nation" he said. During the panel discussion, he also pointed out the importance of "Living Mindfully: Initiatives and Learnings" at New Delhi Institute of Management (NDIM). He said that the biggest reason for India to be a developing country is because "we focus on schooling, not education". "We only study to get a degree but not adapt those lessons in our daily life," the Deputy chief minister said. On Wednesday, the Delhi government has also announced the cleanliness curriculum in schools.

Speaking at the fifth convocation of the Delhi Technological University, Manish Sisodia encouraged the students to be job providers instead of job seekers. During the convocation, a total of 2099 degrees were conferred including 2 chancellor medals and 43 vice-chancellor medals. “The nation expects you to be job providers, that’s the greatest need of the country today,” Sisodia said, as he addressed the students. He stressed that top education providers of the nations such as IITs and DTU should strive to encourage the spirit of entrepreneurship among the students so that they can provide jobs instead of seeking them. Yogesh Singh, DTU’s vice-chancellor, urged the students to remember their duties towards the nation and refrain from indulging in activities which are not in favor of the nation. Earlier, this week students who enrolled in DTU’s B.Tech evening shift course demanded that the course be converted to full-time. They alleged that they were not informed about the part-time nature of the course and they took admission thinking it as a full-time curriculum. An official from the university said “the evening shift course was earlier open to only diploma holders and candidates having work experience. It has been running for the last 40 years. However, the norms were changed in 2017 after it was found that some candidates were furnishing fake work experience certificates or false documents.” Students said that they discovered the part-time nature of the course only after filing a couple of RTIs. According to the official website of the WBJEE -- wbjee.in, the West Bengal Joint Entrance Examination (WBJEE) is scheduled to be held on May 19 and the application process for the same will commence from December 26. Once started, the window for registration will remain open until January 22, 2019. The exam will be of four hours duration and will be divided into two parts. Paper 1 will be of mathematics and will be conducted from 11 am to 1 pm and paper 2 will be of chemistry and physics combined from 2 pm to 4 pm. The results for the same are expected to be released on June 25. The lower age limit for registering for the exam is 17 years however; there is no upper age limit. The official race among the parents for the nursery seats will begin from December 15 and the eligibility criteria for the same will be released tomorrow. Private schools in the national capital have been instructed by the Directorate of Education to released the eligibility criteria for the nursery, kindergarten and class 1 admission tomorrow. There are about 1600 private schools in the capital and they will release their criteria and point systems tomorrow which will decide the final admission list. The enrollment process will end in March. Application submission will continue until January 7, 2019, and the first admission list is expected on February 4, 2019. Following the orders of the Delhi High Court, the government has put an age cap on the nursery admissions this year. Children below the age of 4 years will be eligible for the admission in the nursery class and less than six years for admission to class 1. 25 percent of the total seats will be available for the children belonging to economically weaker sections/ disadvantaged groups (EWS/ DG) category. “No deviation from the above schedule shall be permitted. Each school shall display the aforesaid admission schedule on its notice board and website,” the Directorate has said. “Each school shall ensure that application forms for admission are made available to all applicants till the last date of submission of admission,” it further added.

On Wednesday, Deputy Chief Minister Manish Sisodia announced that after the success of Happiness Curriculum in the schools, Delhi government has decided to launch cleanliness curriculum in the schools to promote habits of cleanliness and hygiene among the students. In preparing the 'cleanliness curriculum' the government has sought suggestions from the stakeholders such as teachers and principals of government as well as private schools in the capital region. "While students are contributors of garbage in schools they have no role in cleaning it or maintaining the cleanliness. We want that students should develop these habits and take responsibility for cleanliness in schools," Mr. Sisodia said at an award function for clean schools. "In other countries, students are even responsible for mopping their classes, dusting the desks and watering plants. Students should have a sense of belongingness for their classrooms and school," he added. Mr.Sisodia, who is also Delhi's Education minister said, "The cleanliness curriculum will be activity based. Neither there will be any book for it nor a separate period will be allocated. I have asked for suggestions from teachers and principals about what activities can be included in the curriculum."

On Wednesday, the Center released INR 260 crores to the Jammu and Kashmir Health and Medical Education department for setting five new medical colleges in the state. Atal Dullo, Principal Secretary, Health and Medical Education said “with the latest release of funds by the Center, the cumulative release of central share for these colleges at Anantnag, Baramulla, Doda, Kathua and Rajouri, till date has reached Rs. 765 crore”. He further said that the Union ministry of Health and Family Welfare has sanctioned INR 189 crores for each medical college of which INR 139 crore will be used for the civil works and INR 50 crore will be used for the machinery and equipment. He said “the civil works in all these medical colleges are at different levels of progress and have been expedited of late to put the requisite infrastructure in place at the earliest”. He further said that the department is taking steps to provide infrastructure, equipment and human resource as per the guidelines of Medical Council of India (MCI) and the first batch of MBBS will commence from next year. He said that with the new medical colleges in the state, each year, 500 additional MBBS students will be able to graduate from the state.

This year, more than 58 lakh students have registered for the UP board exams which are scheduled to be held in February next week. Deputy Chief Minister Dinesh Sharma said that exams will commence on February 7 and will be conducted in the 16 working days. He also said that the government has taken a lot of measures to prevent cheating during the exams. Minister told that a new software has been designed to check the menace of copying in UP board class 10th and 12th exams. He also said that the exam centers which had reported the maximum cases of cheating in year’s exam will be monitored more strictly. "At sensitive exam centers, Aadhaar of students has been linked with registration. However, not every centre across the state has been linked to Aadhaar. A district-wise list of suspicious centres has also been prepared," he said. Talking about the incidents of copying, Mr. Sharma said that in past years copying was so rampant in the state that students from specific states were kept at one exam center. "At these centers, stringent measures have been initiated to ensure that use of unfair means does not take place. Last year, a strict vigil was maintained on suspicious centers. As a result, 67 persons were arrested from a place. A press printing answer sheets were unearthed in Jaunpur, while a gang involved in the leakage of question paper was busted in Hardoi. Impersonators were caught in Kaushambi and Aligarh," he said. "There were large-scale irregularities involved in setting up of an examination centre. Now schools desirous of becoming exam centers have to apply online and submit details of facilities. The software will choose the centre while keeping in mind laid down parameters and criteria,” said Sharma. "Owing to efforts of the UP government", Mr Sharma also said, "use of unfair means has stopped, and the number of students studying in government schools has increased by 18-20 per cent".

Kerala’s Directorate of Higher Secondary Education (DHSE) has postponed the exams which were scheduled to be held from December 11, 2018. In a new notification released by the DHSE, it has mentioned that the exams will now be held from December 21, 2018. With this, the Plus one exam for subjects -- Chemistry, History, Islamic History and Culture, Business Studies and Communicative English and Plus two exam for subjects -- Languages and Computer Information Technology will be held on December 21, 2018. The rest of the examination schedule will remain as it is, said the notification. The notification further said that the schools will observe regular classes tomorrow instead of second terminal exams. Talking about the IGNOU’s paper leak incident, an officer on Monday said that the Delhi Police has registered an FIR in the case and has also interrogated around 20 students from the university. On the complaint of IGNOU Registrar, S.G. Swami, the police had registered an FIR on charges of cheating and criminal conspiracy after university’s C++ question paper was leaked in Dabri Police Station of Dwarka district in New Delhi. Deputy Commissioner of Police (DCP) Anto Alphonse told IANS: "We are investigating the case of IGNOU question paper leak and trying to locate the starting point from where it originated on WhatsApp." The news of the question paper leak first reached the Registrar of IGNOU on December 5 after the paper was sent to him on WhatsApp. He confirmed the fact and came to know that the origin of the question paper leak was the exam center in Dwarka which falls under Dabri Police station. "Since the matter was highly sensitive, we informed the Chairman about the leak. During the inquiry, we found the same question paper on mobile phones of several candidates," said Vijay Pal, the observer of Dwarka center. During the investigation, it was found that a group of students studying in a coaching center in Dwarka, shared the paper on Whats App from where it spread among other students and eventually reached the registrar of the university.

Tamil Nadu government has launched an attendance system for the schools that is powered by the artificial intelligence and soon attendance on registers will be a thing of past in Tamil Nadu. As of now, the government has launched the face reading based attendance system in a government high school for girls. Soon, the system will be implemented in all the schools in the rest of the state. School Education Minister K A Sengottaiyan said that it is a first time in the country that such an attendance system has been introduced in the schools that was vogue in nations like USA and Japan. "The newly launched Artificial Intelligence-enabled attendance system through face reading is being implemented for the first time in India," he told reporters here. According to the details, the facial recognition-based attendance will be done with the help of an application that will have photos of students and other relevant details of the students stored in the database. The teacher will click the picture of the students in a group and the app will automatically recognize the students that are present in the class and will store the details in the server.

Names of 24 more higher education institutes have been recommended by the Empowered Expert Committee (EEC) for the 'Institute Of Eminence' Tag. The EEC committee is headed by the former election commissioner N Gopalaswami and consists of names 12 from each public and the private sector. If granted the tag then these institutes will receive a government grant of INR 1000 crore for the next five years. Along with the money, these institutions will be given greater autonomy in comparison to the other higher education institutes. The public institutes recommended by the committee include IIT Madras, IIT Kharagpur, Delhi University, Jadavpur University, Anna University, Banaras Hindu University, Tezpur University, Savithribai Phule Pune University, University of Hyderabad, Aligarh Muslim University, Panjab University and Andhra University. The private institutions include VIT Vellore (Tamilnadu), Jamia Hamdard University (Delhi), Shiv Nadar University (Uttar Pradesh), Azim Premji University (Karnataka), and Ashoka University (Haryana) among others. In the first list, the EEC committee recommended 8 public sector institutes of which three were given the IoE tag. The government also approved 3 private sector institutes for the same. On Friday, EEC submitted its second report in which it recommended 2 more institutions from the public category and 7 from the private category. EEC has identified 5 more institutions from each category which for now have been kept in the reserve list. A statement from Ministry of Human Resources Development said that EEC has recommended that all the 15 institutions from each category should be approved for the IoE status.
