National Education Policy dilutes the provision of RTE up to class 12
The HRD Ministry has tweaked the National Education Policy and diluted the provision of extending RTE (Right to Education) up to class 12. The final document states that the RTE Act will be considered for extension.The final NEP has also tweaked the suggestion on starting a National Tutors Programme (NTP) and Remedial Instructional Aides Programme (RIAP). Both programs were meant to improve the basic math and reading skills of the students. Under RIAP it was suggested to rope in best performers from each school for five hours a week as a tutor. As a tutor they will help fellow students who need help. The project was supposed to run on a pilot basis for 10 years. Final NEP has endorsed only one-to-one peer tutoring. “Peer tutoring can be taken up as a voluntary and joyful activity for fellow students under the supervision of trained teachers and by taking due care of safety aspects… it will be made far easier for trained volunteers — from both the local community and beyond — to participate in this large-scale mission of the schooling system,” the final NEP states.The draft has also proposed a new three-tier institutional system under which by 2030 all the institutions will either be categorized as research universities or teaching universities or colleges running undergraduate programs.
