Kashmir University and University of Sydney signs MoU

Kashmir University and University of Sydney signs MoU



Centre of Central Asian Studies (CCAS), University of Kashmir and School of Philosophical and Historical Enquiry (SOPHE), University of Sydney, Australia has signed a memorandum of understanding (MoU). The MoU has been signed to initiate a new collaborative research project (Prehistoric Mining and Metallurgy in Kashmir) and to enhance the higher education learning initiatives between the two universities. The MoU was signed by the Vice Chancellor KU Prof. Talat Ahmad in his secretariat and Prof. Alison V.G. Betts (Chair of the Department of Archaeology) from the University of Sydney, Australia last week. Prof Tareak A Rather Director CCAS KU and Dr. Mumtaz A.Yatoo Assistant Professor and Principal Research Investigator CCAS KU were also present during the signing of the MoU. Under the MoU both universities will participate in the collaborative research, training, teaching and other agreed activities. The main aim of the MoU is to collaborate and understand the important facets of the prehistory of Kashmir.

"The real seat allotment result of the Karnataka Common Entrance Test will be released on June 30 after 6 pm," reads the update given by Karnataka Examinations Authority (KEA) on June 19. The results of the mock seat allotment procedure were released on June 27. The allotment list would be for the candidates who are looking forward to pursue courses such as Engineering, Architecture, Farm Sciences (Agriculture, Veterinary) etc. Through the mock allotment, the KEA gave the students an idea about the total number of seats available but the main aim of the mock allotment was to familiarize the students with the concept of allotment and how courses and colleges are allotted on the basis of marks scored by the students. Karnataka Common Entrance Test or the KCET was held in April and is held on an annual basis for shortlisting the students for admission to courses such as Engineering, Technology, Farm Science courses [i.e. Bachelor of Veterinary Science and Animal Husbandry (B,V,Sc, & A.H.), B.Sc. (Hons) Agriculture, B.Sc. (Hons) Sericulture, B.Sc. Delhi University released admit cards for the Delhi University Entrance Test 2019



The admit cards for the Delhi University Entrance Test 2019 exam have been released. The entrance test will be conducted by the National Testing Agency (NTA) on behalf of Delhi University. The exams will be held from July 3 to July 8 and will be conducted to shortlist the candidates for admissions to various undergraduate and postgraduate courses. Candidates who had registered for the exam can visit the official website of the NTA and download the admit card using their form number and date of birth. On the day of the exam, candidates are required to carry their admit card as without it they will not be permitted inside the examination hall. Candidates are also advised to check their admit card for their name, subject group, date of birth, gender, examination centre name, city, and category etc. In case, the particulars on the admit card are not correct, candidates are advised to contact the DU helpline number between 10:00 am and 5:00 pm. The exam will be held at various exam centers which are located at Ahmedabad, Bangalore, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Delhi (NCR), Guwahati, Hyderabad, Jaipur, Jammu, Kolkata, Mumbai, Nagpur, Patna, Ranchi, Trivandrum, and Varanasi. The University has also begun its merit-based admission process for the other undergraduate courses. In few colleges such as Miranda House and Hindu college, there may not be a second cut-off list as the seats may get filled by the students shortlisted in the first list.

National Testing Agency has released the UGC NET 2019 question papers and response sheet on the official website and official answer key for the JUNE 2019 exam will released shortly. NTA has released the response-sheets of the participating candidates and candidates can access their response-sheet by logging into the website using their login credentials. The facility is available only until July 3, 2019. The UGC NET June 2019 exam was conducted from June 20 to June 26, 2019 and more than 9 lakh candidates had registered for the exam this year. Candidates who had appeared for the June exam must download the question paper along with their original response sheet as this will be required when raising the objections once NTA releases the official answer key. UGC NET exam was conducted by the NTA in two shifts. The first shift was scheduled from 9:30 am to 12:30 pm and the second shift was scheduled from 2:30 pm to 5:30 pm. The NTA exam was conducted for two papers. Paper one had 50 questions which focused primarily on teaching and research aptitude, general awareness and knowledge etc. Paper two had 100 questions which were subject specific. The composite time to complete two papers were 3 hours and there was no time gap between two papers.

The online registrations for the seat allotment and choice locking will begin on July 1, 2019 and will conclude on July 7, 2019. In a reply to JNUSU allegations, UGC said that the universities are autonomous bodies and they can teach and they can teach any subject and there is no compulsion on teaching any particular subject. Earlier, JNUSU had alleged that JNU is forcing the students to study Hindi by making it a compulsory subject. Amid all the allegations, JNU said that all such allegations are false and misinformation is being circulated in order to defame the name of the university. JNU also said that such statements are "undesirable and condemnable" and clarified that university has not taken any such decision. "Universities are autonomous bodies and any decision to teach any particular subject is up to them. There is no compulsion," said UGC Secretary Rajnish Jain. "The idea behind the letter sent to universities in October 2018 was to seek suggestions about the teaching of Hindi in universities and not to mandate it," Jain said. CPI(M) allegations on the UGC The CPI(M) has also alleged that efforts to push Hindi as a compulsory subject will create problems among the other linguistic groups and can affect the unity of the country. Earlier, through the New Education Policy, the government has tried to make Hindi as a compulsory subject in non-Hindi speaking states but the same was strongly opposed by the southern states and a result government issued a revised draft of the New Education Policy.

After the extension of the registration dates of the NEET counseling, the Medical Counseling Committee has released the complete schedule of the NEET counseling. The registration and the choice-locking process is over and the committee will process the seat allotment until June 30 and will release the first allotment list on July 1, 2019. Students who are allotted seats on July 1 will have to report for the admission between July 1 and July 6, 2019. The registration process for the second round of the NEET counseling will begin on July 9 and will continue until July 11. The payment facility for the same will remain available until 12 noon of July 11. Choice locking facility for the second counseling will be available from July 13 to July 15 and the results of the seat allotment of the second round of counseling will be declared on July 15. Based on the results of the second counseling, the admission process will be open from July 15 to July 22. Seats which will remain vacant after the counseling will be transferred to the state quota on July 23. State authorities will conduct the counseling for these seats and if seats still remain vacant then MCC will conduct mop-up counseling for such seats.

All the school students of the previous generations have grown reading the textbooks which shown mother washing the vegetables and father reading the newspaper. But all this gender biased content is about to be removed. Keeping with the changes in modern society, Balbharti, the state curriculum board, has changed most of the illustrations in the textbooks to present women in more progressive light of the present day. The official said that the new textbooks aim to do away with the gender biased content. An official from the board said “The Maharashtra State Bureau of Textbook Production and Curriculum Research wants to break the stereotypes and has incorporated illustrations and stories of men and women sharing household chores in the revised textbooks of Class II”. In one of the illustrations, both men and women are showing cleaning the vegetables while in another a woman is shown doctor and in one more such illustration, a woman has been depicted as traffic cop managing the traffic. On one page a male chef has been shown and students have been asked to write a few lines about it. Through several such illustrations, students and teachers have been asked to take note of the changes such as women as a doctor and pilot and a male chef and discuss them in the class. Sunil Magar, Director at Balbharati, said that the pictures depict that both men and women are equal and both can do any work. "We here at Balbharati give emphasis on experiments.While drafting the new textbooks, especially for the young ones, we need to see that the content in the textbooks is abreast with structures and changes in the society," he said.

UK universities are being less preferred by the Indian students



Due to the withdrawal of post-work visa, tightening of English proficiency requirements and higher cost of studies, Indian students are preferring other countries for studies over UK universities, the government informed Rajya Sabha. In a response to a question which asked if there has been a steep decline in Indian students seeking admissions in the UK universities, Minister of State for External Affairs V Muraleedharan said according to the UK official source - the Higher Education Statistics Agency (HESA), the number of Indian students in UK Universities has decreased from 40,470 in 2009-10 to 16,559 in 2016-17. The decline in the number of Indian students in UK universities can be attributed to many factors and some of them are withdrawal of post-study work visa, tightening of English proficiency requirements, comparatively costlier higher education in the UK, opening up of new opportunities in countries like Canada, Australia and New Zealand as well as the opening of new global universities in India which are now attracting Indian talent which earlier used to go abroad. Mr Muraleedharan said “Issues relating to Indian students have been consistently raised by India in all bilateral discussions with the UK at various levels”. The issue was raised by the MEA with the UK Home Office in a meeting on January 16, 2019. It was again raised by the foreign secretary on May 10, 2019 with the British counterpart during India-UK Foreign Office Consultations, he said. The same issue was raised again during the meeting between secretary (CPV&OIA), MEA and the second permanent secretary in the UK Home Office on May 14, 2019.

Deadline to submit comments on the National Education Policy extended



The Ministry of Human Resources Development (MHRD) has extended the deadline for the public comments on the National Education Policy (NEP) draft. According to the HRD Minister Ramesh Pokhriyal, public and the stakeholders will now have until July 31, 2019, to present their suggestions on the NEP. Earlier, the deadline to submit the reviews was June 30, 2019. "The report (on the draft NEP) has been put on a public domain for suggestions. The draft has been prepared after discussions at all levels. And the date for submitting comments will be extended by a month," Mr Pokhriyal said during the Question Hour in the Upper House. The minister was responding to a question asked by the Trinamool Congress member Derek O' Brien that if the committee prepared the draft of the NEP without holding any meetings and discussions. Meanwhile, the Student Federation of India (SFI), a left-wing student body, has said that the policy is against the provisions of the Constitution of India. SFI also said that the NEP fails to recognize the educational backwardness of a large section of the Indian society. Replying to another query about the implementation of the 25 percent reservation for the EWS in private schools, the minister said that the provision was placed in 2009 but was implemented effectively from 2014 onwards. As a result, the enrolment under the private schools have gone up from 18 lakh children in 2014 to 41 lakh children in 2018.

The Government has decided to do away with the requirement of minimum educational qualification which is required for obtaining driver’s licence. The main aim of the dropping the qualification clause is to give a boost to the employment opportunities among the people who rely on a driver’s job for their daily livings, said the road transport ministry. At present according to the Central Motor Vehicle Rules, 1989, a transport vehicle driver must have studied up to class 8. "In a move to benefit skilled persons from economically underprivileged sections of the society, the ministry of road transport and highways has decided to remove the requirement of minimum educational qualification for driving a transport vehicle," according to an official statement. UGC has asked the academic community to refrain from publishing articles and research in Predatory and Dubious Journals. UGC issued the directions after the commission observed that “unethical/deceptive practices in publishing are leading to an increased number of dubious/predatory journals worldwide”. The commission also said that it has observed that the percentage of research articles published in the predatory journals is high in India. The commission also advised the stakeholders not to get associated as Editors /Advisors or in any other capacity with journals / publishers / conferences involved in fraudulent/ dubious / deceptive practices and must uphold the academic integrity to the highest. "Any publications in predatory / dubious journals or presentations in predatory / dubious conferences should not be considered for academic credit for selection, confirmation, promotion, performance appraisal, award of scholarship or academic degrees or credits in any form," UGC notification said. It also asked the academia to refer to the journals indexed in the UGC-CARE List. UGC-CARE (Consortium for Academic and Research Ethics) is a set up whose sole purpose is to maintain a reference list of quality journals across various disciplines.

On Thursday, the government introduced a bill which seeks to fill the 7000 existing vacancies through direct recruitment in accordance with the new quota system in the Lok Sabha. A similar bill was passed during the tenure of the previous Lok Sabha which has now lapsed. Under the new bill, University/College will be considered as a one unit and government plans to revive the old reservation system based on the 200-point roster. Under this, the unit for reservation of posts in direct recruitment in teachers’ cadre will be the university and not the department. In March, last year, UGC had said that an individual department should be considered as a basis of unit for the calculating the reserved posts in teaching , following an order by the Allahabad HC in April 2017. According to the HRD Ministry, the new reservation law in the teaching will improve the standard of the education in the higher educational institutions by attracting all eligible talented candidates belonging to SCs/STs/SEBCs/EWS.

The Ministry of Human Resources Development (MHRD) has extended the deadline for the public comments on the National Education Policy (NEP) draft. According to the HRD Minister Ramesh Pokhriyal, public and the stakeholders will now have until July 31, 2019, to present their suggestions on the NEP. Earlier, the deadline to submit the reviews was June 30, 2019. "The report (on the draft NEP) has been put on a public domain for suggestions. The draft has been prepared after discussions at all levels. And the date for submitting comments will be extended by a month," Mr Pokhriyal said during the Question Hour in the Upper House. The minister was responding to a question asked by the Trinamool Congress member Derek O' Brien that if the committee prepared the draft of the NEP without holding any meetings and discussions. Meanwhile, the Student Federation of India (SFI), a left-wing student body, has said that the policy is against the provisions of the Constitution of India. SFI also said that the NEP fails to recognize the educational backwardness of a large section of the Indian society. Replying to another query about the implementation of the 25 percent reservation for the EWS in private schools, the minister said that the provision was placed in 2009 but was implemented effectively from 2014 onwards. As a result, the enrolment under the private schools have gone up from 18 lakh children in 2014 to 41 lakh children in 2018.

On Tuesday, Punjab Chief Minister Amrainder Singh ordered the state’s Finance Department to release funds worth INR 118.42 crores to clear the backlog of the scholarship funds for the SC students studying in various colleges. The backlog goes back as far as 2015-16 and 2016-17, said the official spokesperson after the announcement was made by the Punjab CM. The decision to release the funds was taken after CM’s meeting with the Social Justice and Empowerment Minister Sadhu Singh Dharamsot, along with MLA Jalandhar West Sushil Kumar Rinku. Giving the break-up of the funds, the spokesperson said “of Rs. 118.42 crore, Rs. 67.42 crore would be released for the students studying in 312 colleges, including degree colleges, technical and medical education institutes.” The remaining funds of INR 51 crore will go to the students of 322 colleges in the same stream as well as students studying in School Council of Education Research and Training (SCERT) institutes. Reiterating the commitment of the government towards the welfare of the SC students, Punjab CM has directed the finance department to make the release of the scholarship funds the top priority so the SC students can complete their education seamlessly.

Students of the JNU has alleged that the university is trying to impose Hindi on the students by making it a compulsory subject at the undergraduate BA and BTech courses. The students’ body, JNUSU (Jawaharlal Nehru University Students' Union), that one of the agenda of the 151st meeting of the academic council was to "make Hindi a compulsory subject at undergraduate level for BA and BTech courses". According to the JNUSU, making Hindi compulsory is a response to a letter received last October from the Ministry of Human Resource Development, "in which it has been requested that along with making Hindi a compulsory subject in all the schools and universities of India, appropriate and necessary action should be taken to encourage the usage of Hindi in the government offices as well". "Many of the students come from non-Hindi speaking states with no prior experience in Hindi. Hindi, however, is an optional subject at the BA level. There is already enough opportunity for students who wish to learn Hindi," it said. They added that the "fallacy" of making Hindi a compulsory subject for B.Tech do not even demand much explanation. "This move by the JNU administration is nothing but part and parcel of the concerted plan by the ruling Sangh Parivar to forcefully impose Hindi in educational institutions and disregard the linguistic diversity in these institutions and our country," the JNUSU said. Chintamani Mahapatra, rector-I of the JNU said: "No decision has been taken that may be considered imposition of Hindi."

Medical Counselling Committee (MCC) has extended the dates for the NEET counseling registrations until further orders. According to the official notification available on the official website of the MCC, the registration dates have been extended until further orders. The same news has been confirmed by an MCC official, who is the overseers of the entire counseling process. He also said that the new schedule will be announced soon. "The New Registration and Choice Filling has been extended till further orders," said the notification posted on the official website. The results of the first round of counseling were expected on July 27, 2019 but now that the dates have been postponed the results are expected to be postponed. MCC did not quote any official reason for providing the extension. The registration for the All India Seats Quota is done on the basis of marks scored by the candidates in the National Eligibility cum Entrance Test (NEET). Candidates can still access the seat matrix and the institutes from the official website of the MCC -- mcc.nic.in. After the completion of the first round of the NEET UG counseling, the counseling for the second round will begin. For the second round, new registration facility will be made available to the candidates who did not register for the first round of counseling. Apart from the new candidates, candidates who were not allotted seats in the first round of counseling and candidates who gave up their seats for an upgrade during the second round will be eligible for the second round of counseling. All the candidates who registered for the first round but were not allotted seat will be required to submit their choices again for the second round of counseling.

The letter also mentioned about a study according to which the network of fake degrees is being run by a syndicate and a shocking fact among all this is many of the people who hold the fake degrees are at highly influential positions. The letter said that the fake degrees earned by certain practitioners and academicians are being used to make a fool out of the general public and are used for cheating purposes and all these fake degree holder are publicizing their degrees and fake merits in leading newspapers and other media platforms. The students’ body also wrote about the growth of the fake admission racket in the nation.

Amidst uproar from the students who were facing difficulties in the registration process and document verification process for the MHT CET counseling, the Maharashtra State Common Entrance Test Cell has canceled all the registrations done so far. In an official notice, available on the official website of the CET, students have been informed that all the registration is done so far for the Professional Technical undergraduate courses in Engineering, Pharmacy, Architecture and, Hotel Management and Catering Technology for the academic year 2019-20 through SAAR portal have been canceled. The results of the West Bengal Joint Entrance Exam (WBJEE) was released by the West Bengal Joint Entrance Exam Board (WBJEEB) on June 20, 2019. The exam was conducted in May. The education department of Goa has urged schools to discourage the use of apps Tik-Tok and PUBG among the students. The department said that these apps have already created safety and security issues among the children on the state. The education department also said that in time the action may of great value as it may help in saving someone’s life. The directions were issued following recommendations of the Goa State Commission for Protection of Child Rights. The circular also mentioned about calling Parents Teachers Associations meeting and warn the parents about the dangers of using these apps. Apart from the concerns raised about the addictive nature of the Tik Tok and PUBG apps, earlier in May, the Madras High Court had imposed a ban on the video sharing app in response to a petition. The petition has alleged that with the help of video sharing app Tik Tok it is easy to share pornographic content with the users. The ban, however, was later lifted.

Beginning Thursday, a three-day comprehensive training for all the heads namely principals, and vice-principals of the schools was organized at the Vigyan Bhavan. The main aim of the training is to build the administrative capacity of the school teachers, said a press note issued from the office of Deputy Chief Minister Manish Sisodia. "The government is conducting a comprehensive training module for more than 1,000 heads of schools," said the statement. Deputy Chief Minister Sisodia said: "The focus of the government has been to reduce non-academic burdens from and provide academic assistance to Principals, so as to promote an environment of learning. Principals are now free to innovate, experiment in their schools to improve the quality of education provided to children. We are institutionalizing innovation." "In five years, we started from the minus levels and reached the ground level. On this foundation, we now have to build upwards. Five years from now, when I stand here again before you as your Education Minister, we should no longer be talking about infrastructure and teacher availability," he said. Stating the purpose of reforms, Mr Sisodia said: "We all read newspapers and the distressing, disappointing headlines. The power to alter these headlines lies in our hands as educators. Only we are capable of changing these headlines."

On Friday, Vice-President M Venkaiah Naidu urged that yoga be made a compulsory part of the school curriculum. He said so because of the fast-paced and changing lifestyle of the modern society and the growing incidence of non-communicable diseases. He was present at a special event organized by the Ministry of Ayush and Brahma Kumaris at the iconic Red Fort to mark the celebration of International Day of Yoga. "At a time when people are encountering tremendous pressures in daily lives, there is a great need to introduce the subtle science of yoga, which everyone can use not just to achieve physical well-being, but also to lead a better life by making enlightened choices," he said. "Yoga is an ancient physical, mental and spiritual practice that originated in India possibly around the fifth century. We need to propagate and preserve this holistic practice by making it a part of the school curriculum as it not only ensures physical fitness and mental equilibrium but also inculcates discipline," he said. "The time has come that we must go back to the old ways of living. These lifestyle changes are damaging our younger generation. There's no physical activity, no spiritual activity. We are all craving for prosperity and temporary pleasure," he said. Mr. Naidu also appeared to the people to understand that it is not a program of government or PM Narendra Modi. "We should all see that it becomes a people's movement. Modi took initiative and propagated yoga across the world. But, we need to understand that yoga is for body and not because of Modi," he said. Mr. Naidu appeared for the program in a simple white t-shirt with a monogram of the Ayush Ministry, pajamas and slippers and performed some light exercises. He also appealed to the participants not to get carried away by western food practices. "We all have a fascination with western food. Some people call it instant food. I would like to caution... instant food means constant disease. Our forefathers gave us good food practices according to seasons and regions. We must get back to our old food habits and not get carried away by burgers or pizzas. Unfortunately, our children are getting swayed away by propaganda and branding by some icons," he said.

Tamil Nadu Engineering Admission (TNEA) rank list is expected to be released today. On the list is released, candidates will be able to check their ranks by visiting one of the following websites: tndte.gov.intneaonline.in "Separate announcement will not be given in Newspapers. The college and the branch will be provisionally allotted through online counselling only, as per their choice, based on their overall rank and community rank," reads the exam notice. According to the official schedule, the rank list was expected to be released on June 17. According to the reports, more than 1.6 lakh students participated in the TNEA counseling process. Once the results are released, TNDTE will open a link to the grievance window for a week. The counseling will be done for the engineering seats available in Anna University, Government or Government Aided Colleges along with the seats which have been surrendered by the engineering colleges in Tamil Nadu. The applicants will be grouped on the basis of their rank and each group will be allowed to participate in the counseling process on the basis of their rank. TNEA 2019 will conduct four to five rounds of counseling. Applicants will only be allowed to participate in the counseling process once they have made the initial deposit which is INR 5000 for the candidates from general category and INR 1000 for the candidates belonging to the reserved category. After the payment, applicants will be allowed add choices to their list in the order of preference and from on the third day from the commencement of the counseling, candidates can their choices and upon the allotment of the college should give their final consent.

All the school students of the previous generations have grown reading the textbooks which shown mother washing the vegetables and father reading the newspaper. But all this gender biased content is about to be removed. Keeping with the changes in modern society, Balbharti, the state curriculum board, has changed most of the illustrations in the textbooks to present women in more progressive light of the present day. The official said that the new textbooks aim to do away with the gender biased content. An official from the board said “The Maharashtra State Bureau of Textbook Production and Curriculum Research wants to break the stereotypes and has incorporated illustrations and stories of men and women sharing household chores in the revised textbooks of Class II”. In one of the illustrations, both men and women are showing cleaning the vegetables while in another a woman is shown doctor and in one more such illustration, a woman has been depicted as traffic cop managing the traffic. On one page a male chef has been shown and students have been asked to write a few lines about it. Through several such illustrations, students and teachers have been asked to take note of the changes such as women as a doctor and pilot and a male chef and discuss them in the class. Sunil Magar, Director at Balbharati, said that the pictures depict that both men and women are equal and both can do any work. "We here at Balbharati give emphasis on experiments.While drafting the new textbooks, especially for the young ones, we need to see that the content in the textbooks is abreast with structures and changes in the society," he said.
