UGC unrecognized the Mumbai University’s distance education program

UGC unrecognized the Mumbai University’s distance education program

Several students who enrolled in the distance education program of the Mumbai University have been left abandoned as the UGC unrecognized the entire program. A list of approved Distance education institutes along with their courses has been released by the UGC and Mumbai University is not on the list. By the time the list was released, many open universities and distance education departments had already completed the admission process. Students enrolled in such programs and universities are now stranded. “The Mumbai University’s Distance Education Programme lost its recognition because of the University's lack of a NAAC grade,” reported Mumbai Mirror. It further reported that the university has completed the admission process for the courses on October 30 which raises the question that why did university proceeded with the admission process when its distance education program was unrecognized by the UGC. It’s not just the Mumbai University that has lost its distance education program recognition. In 2017, there were 118 Open Schools and Universities recognized by the UGC however; in 2018 the number has shrunk down to only 75. As of now, UGC has not said anything about addressing the plight of the students and what corrective measures these universities can take to prevent the entire academic year of such students.

There is a need to review MBBS curriculum on a periodic basis

There is a need to review MBBS curriculum on a periodic basis

“Though the Medical Council of India (MCI) has revised the MBBS syllabus after 21 years, however, there is still a room for more changes”, said Dr.. VK Paul of the NITI Aayaog as he highlighted the lacunae in the system that completely overlook the formal teaching part (ethics, soft skills, patient confidentiality and more) in the current medical education curriculum. "Even in contemporary times, doctors serve their duties on the basis of centuries-old Hippocratic Oath, but there has been no formal setup to teach the students about concepts like medical confidentiality and non- maleficence," says Dr. Paul. Law and social acceptance are the two crucial aspects that students find most difficult to prioritize. For instance, if a malformed child is born and parents force the doctor to stop the medical treatment then doctor have no option but to discharge them but this does not align with the legal responsibilities of a doctor. "Earlier, such concepts were implied but now, MCI is working towards making them explicit regulation with a pragmatic approach," adds Dr. Paul. About the recent reforms in the medical syllabus at the undergraduate level, Dr. Paul says, "21 years is a long time for the medical education system to go on without major changes. Curriculum should be dynamic enough to incorporate new topics and discard obsolete courses." As of now teachers will be given introductory pieces of training in the next 100 days via nodal centers and colleges' medical education units. "By March 31, 2019, dissemination, diffusion and capacity building training will be completed. The curriculum will be in full-fledged implementation by the next academic session," says Dr. Paul.

Arvind Kejriwal promised the potential roll back of increased school fee in Haryana

Arvind Kejriwal promised the potential roll back of increased school fee in Haryana

To woo the voters of the Haryana state, Arvind Kejriwal on Saturday promised people roll back of the increased school fee if his party wins in the next year’s state assembly elections. “I want to tell the people of Haryana that if the fee gets hiked, the Aam Aadmi Party is coming in Haryana in one year. After forming the government here, we will roll back increased fee by private schools and give it back to the people of Haryana with due interest,” Kejriwal said. He was addressing the gathering at the “school-hospital rally” and was accompanied by his deputy and Education Minister of Delhi Manish Sisodia. Kejriwal said that just like people of Delhi people of Haryana also wishes for better schools and better education and “the Aam Aadmi Party will be the catalyst to that change”. “We are not saying this without proof. In Delhi, private schools arbitrarily hiked their fee but we ordered them to roll back the hike. In the last 3 years, we have not let them increase their fees,” he said. He further added that in the past few months, the Directorate of Education has ordered 191 private schools to roll back their “arbitrary fee hike”. “Every government, from Bhupinder Singh Hooda, Om Prakash Chautala to Manohar Lal Khattar, instead of developing schools and hospitals in Haryana, only indulged in corruption,” the AAP convenor claimed.

Delhi government working on a new way for teachers to learn

Delhi government working on a new way for teachers to learn

The Directorate of Education is working on a project under which it has proposed to upload the videos of the teachers who have devised the best methodologies of study. These videos will then be used as reference material for other teachers to learn from. A committee of ten members has been constituted for the task. The main aim of the committee is to identify the topics and teachers which will feature in these videos. According to an official, in its initial stage, the project will cover the syllabus and teachers from classes VI to XII. “The project is under the Science and TV branch. The aim is to identify the best teaching methodologies currently being employed by teachers and making these available as a resource. Once the teachers are identified, the videos will be shot and uploaded on YouTube. While the videos can be used by students, it is primarily for the reference of other teachers,” said Director of Education Sanjay Goel. Goel further said that the videos will start getting uploaded by the end of December or beginning of January. He also added that the committee will decide whether the videos will focus on chapters or on particular concepts. “Currently this is not being envisioned as a chapter-by-chapter exercise. How it will be taken forward depends on the response to the initial phase and the resources we have,” said Goel. The mentor teacher program had been initiated by the Delhi government under which selected government school teachers to train their counterparts in teaching methodologies and pedagogy.

Soon engineering students will be allowed books in the exam hall

Soon engineering students will be allowed books in the exam hall

There is a good news for the engineering students. A proposal to allow engineering students to carry books in the exam hall is under consideration and soon students may get permission for the same. However, if approved, will only be valid for the students who are studying in the All India Council of Technical Education (AICTE) approved colleges. In its latest exam reform policy, the body is considering various ways to set question papers which will help in assessing the students better and open book examination is one of the suggested ways as it is expected to improve the quality of education in India. Ashok Shettar, chairperson AICTE committee on examination reform and vice chancellor KLE Technological University said “The way we conduct exams traditionally only assesses students based on their ability to reproduce knowledge. Through these guidelines, we aim to reform the way we assess our students. We are aiming to match the assessment system with the outcome-based framework our education and industry has adopted based on performance indicators.” AICTE has advised the colleges to either reduce the number of questions in the exams or allocate more time to the students under open book exams. According to the policy, open book exams will be less stressful for the students as they would focus less on the memorizing aspect and more on the application aspect of the concepts. “If we have to say 12 indicators for our engineering graduates,” said Shettar, “half of them do not belong to technical traits. Our traditional system is unable to access students based on these soft skills including teamwork, communication skills, et al.” The policy also advises the academicians to “set the question paper in a way that requires students to do things with information available to them, rather than merely locate the correct information from the book”. Shettar said, “Open book exams will be allowed in designed and systemic manner. It will not be allowed in all the exams.” The official guidelines for the open book exams are expected to be implemented from the next academic year.

Teachers at JNU denied leave requests for not marking the attendance

Teachers at JNU denied leave requests for not marking the attendance

The JNU administration has denied the leave requests of several teachers as they failed to mark their own attendance or did not submit the attendance records of the students. The university is facing the backlash from the students and teachers alike as it has made 75 percent attendance compulsory for the students and teachers. The students from the University has also filed the petition in Delhi High Court against the mandatory attendance rule. On November 13, Registrar Pramod Kumar made the attendance rule official. “All proposals/requests of faculty members, including leave requests, should be forwarded by the Deans and Chairpersons of the School/Centre/Special Centre concerned for consideration of competent authority, only after confirming that the faculty member concerned has adhered to the attendance rules of the university and has been marking his/her attendance. While forwarding request/ paper/proposal of faculties, it has to be ensured by the Deans of Schools/ Chairperson of Centers/Special Centers that the faculty concerned has been taking attendance of students as well. As desired by the competent authority, no request/paper/proposal of faculty will be entertained/considered if he/she has not adhered to the above decisions of statutory bodies,” the official notification said. Professor Archana Prasad from the Centre for Informal Sector and Labour Studies was to attend the conference in South Africa from December 6-16 and sent a leave application regarding the same on October 9. After sending two reminders she received an e-mail from the Academic branch saying “ the request may be considered only after the faculty member confirms that he/she is signing the attendance register and taking attendance of students in the courses he/she is teaching”. The JNU’s Teachers Association is calling the decision as ‘irrational and arbitrary’ as it is not drawn from any provision of the JNU Act, statutes and ordinances.

JNU Administration is not releasing the pending scholarship funds: Claims JNU students

JNU Administration is not releasing the pending scholarship funds: Claims JNU students

Jawaharlal Nehru University Students Union (JNUSU) has alleged that the administration of the university has not released the merit-cum-means (MCM) scholarship to BA-MA students from the past eight months. According to the JNUSU, the administration is sitting on the scholarship funds worth INR 50 lakh and it is making difficult for the students to meet their education and daily expenses. “The money for MCM is allocated from university’s funds and if the administration does not have money to release to students, it only means the money is being illegally diverted for other purposes,” the JNUSU told PTI. JNUSU has also asked the administration of the university to release the detailed and transparent account sheet of the allocated funds on an ASAP basis. The union wants to know if UGC or HRD Ministry has asked the university not to disburse the fellowship amount. “JNUSU condemns this delay of MCM disbursal and demands JNU administration to release the amount and stop committing financial frauds that have reached its apex under the present JNU VC,” the students’ union said. When asked the JNU administration about the same they denied having any knowledge of the issue.

IIT-H scientists developed sensor to detect milk adulteration; Works on smart phone

IIT-H scientists developed sensor to detect milk adulteration; Works on smart phone

Scientists at the IIT-Hyderabad are working on developing a Smart-phone based sensor which can detect the adulteration level in milk. As a first step, the scientists have successfully developed a detector system to measure the acidity of the milk. The detector is a special paper which changes its colors according to the acidity of the milk. They have also developed an algorithm that can be incorporated into smart phones to detect the color change. The study was published in the November 2018 issue of Food Analytical Methods journal. The research was undertaken by a team led by Prof Shiv Govind Singh, Department of Electrical Engineering, IIT Hyderabad. Other members of the team include Dr Soumya Jana and Dr Siva Rama Krishna Vanjari, Associate Professors in the Department of Electrical Engineering, IIT Hyderabad and others. "While techniques such as chromatography and spectroscopy can be used to detect adulteration, such techniques generally require expensive setup and are not amenable to miniaturization into low-cost easy-to-use devices. Hence, they do not appeal to the vast majority of milk consumers in the developing world," Prof Singh talked about the study. Further, Prof Singh added, "We need to develop simple devices that the consumer can use to detect milk contamination. It should be possible to make milk adulteration detection failsafe by monitoring all of these parameters at the same time, without the need for expensive equipment." As of now, the researchers are testing a prototype smart-phone based algorithm in which the colors of the sensor strips are captured using the camera on the phone and the data is then transferred into pH (acidity) ranges.

SC, ST and Minority researchers are facing the lack of scholarships

SC, ST and Minority researchers are facing the lack of scholarships

In the last two year, the University Grants Commission and concerned ministries have failed to release the Maulana Azad National Fellowship (MANF) and the Rajiv Gandhi National Fellowship (RGNF) for minority students. Responding to the allegations, an official from Minority Affairs Ministry said that UGC had completed the selections for the 2016-17 and 2017-18 academic years and under the renewed guidelines the commission is expected to release the 2018-19 notification soon. "Selection process for two years was done in 2016-17 academic year. Later, the ministry had issued new guidelines for the selection process. Now, we have sent the minutes and guidelines to the UGC and a notification expected in two weeks," said the official. The official further told that the scholarship slots have been increased from 756 to 1000 now. An official from the UGC also confirmed that the process for the notification for the SC/ST students is in the pipeline and new notifications will be released soon. "In 2017, Ministry of Minority Affairs came up with a notification for using NET as criteria for Moulana Aazad National Fellowship. The UGC stopped notifying the call for application for the fellowship for the past 2 years as they do not know how to go about this new criterion suggested by Ministry," a student activist from JNU told. "For the past 2 years, 1500 scholarships have lapsed and if this continues another 1000 scholarship will also get lapsed in this academic year," he alleged. "It's very unfortunate that applications for research fellowships such as MANF, RJNF, and OBC Fellowship were not called for the last two years," complained a minority student who is pursuing research studies. The students also complained that the only notification regarding these fellowships was about the new criteria to be followed such requirement of NET for MANF scholarship.

Young minds should be encouraged to think freely: Venkaiah Naidu

Young minds should be encouraged to think freely: Venkaiah Naidu

Addressing the 95th annual convocation of the Delhi University, Vice President Venkaiah Naidu encouraged the young minds to think freely. “We need to re-engineer our education system. ‘One size fits allʼ approach will not take us anywhere. We have to encourage our young people to think freely. We cannot keep forcing the same syllabus on a student who excels in science and a student who is a savant in music,” said Naidu. “Only half the time of a student should be spent in classrooms, the other half should be spent in the playground, in the society, in nature and in the open air. Only then will his or her education be complete,” the Vice President said. Addressing the convocation Naidu said “I urge students  to not let your degrees and mark lists limit you. This is just yourfoundation. What you build from here, what you choose to be and do inlife is totally upto you. Let nothing curb your dreams or restrict your thirstfor excellence.” “India has undertaken a long journey in the field ofeducation, from the Guru–Shishya Parampara of learning under theshadow of a tree to becoming the third largest in the world in the field ofhigher education, next to the US and China,” Naidu said. Naidu praised the university’s efforts for encouraging education among women and its commitment towards nation building. “It is truly noteworthy that the vision and mission of Delhi university reflect its long-term commitment to nation-building and universal human values. The values of the university are reflected in its motto: ‘Nishtha Dhriti Satyamʼ, Dedication, Steadfastness and Truth,” Vice President said. “I am happy to know that Delhi university places great focus on educating young women. A number of brilliant young women won medals and prizes today. With universities like DU promoting women’s education, I am sure that the future of our country is secure,” said Naidu.

IISc and IIT - Delhi ranked among top 100 in the Global University rankings

IISc and IIT - Delhi ranked among top 100 in the Global University rankings

The Indian Institute of Science (IISc) in Bangalore, Indian Institute of Technology (IIT) Delhi and Bombay have made it to the list of top 150 institutions in the ‘Global University Employability Rankingʼ. The annual rankings is done by the French HR consultancy Emerging and is published by the ‘Times Higher Education’. The list is topped by Harvard University and is followed by California Institute of Technology and Massachusetts Institute of Technology. “India’s performance in the employability ranking has been somewhat inconsistent since the list was first launched in 2011. It still only counts three universities in the top 150, suggesting it’s struggling to make the reputational ground with employers that some other Asian nations have achieved,” said Simon Baker, Data Editor at ‘Times Higher Education’. The ranking shows the improvement in India’s institutional provisions but has not kept the pace with the progress made by the other countries in the region and globally. “There is some solid improvement this year for India, however. In the 2018 global listing, the Indian Institute of Science rises one position to 28th, while the Indian Institute of Technology Delhi soars this year to place global 53rd, from 145 last year,” notes the report. The report reveals that most countries value soft skills such as collaboration and communication - whereas harder, practical skills are valued most in China. “Today’s digital world makes for a constantly evolving workplace – the skills required in many roles will need regular updating and it has become impossible to determine which of them will change tomorrow, and how,” said Laurent Dupasquier, Managing Partner at Emerging. “While digital skills are increasingly valued by recruiters, more than anything, universities must instil in students the capacity to adapt and keep learning: these will be crucial skills for success not only to cope, but thrive in a transforming workplace. University-industry collaboration will also be of increasing value, in order provide students with the necessary on-the-ground experience,” he said.

Delhi government soon to test the learning levels of the students

Next month the Government of Delhi will test the comprehension abilities of the students in Hindi, English and Mathematics. Their comprehension abilities will be tested by their respective class teachers and the findings will be collected by the Directorate of Education (DoE). The exercise will take place between December 10-20. “The aim of the exercise is to identify where we stand after two years of government intervention in these areas. On the basis of the findings and the magnitude of needs that we will identify through it, we will take a call about the scale at which the interventions will have to be carried forward next year,” said Director of Education Sanjay Goel. In July 2016, the Delhi government, in a similar comprehension exercise, found that only 44 percent of the students of classes VI-VIII could read the test of their level. As a result, to improve the learning levels among the students ‘Chunauti 2018ʼ was launched. Under the scheme, the students were divided into two groups of readers and non-readers. For non-readers, the government has arranged an extra hour of classes between September 5 and November 14, 2016.
