Mental health problems among the students have become a norm



Engineering sucks -- read the message left by an 18-year-old IIT Guwahati student who recently committed suicide in her hostel room. The reason for the suicide can be anything but the two words clearly spoke about the pressure which the student must be facing during her first year as a student of the Mechanical Engineering. Students from the top professional colleges also top the list when it comes to cases like depression and mental ill-health. Some important reasons for the same are  Peer pressure, tough syllabus, parental expectations, etc. “Mental health issues manifested in young adults tend to be lifelong with issues ranging from depression, anxiety, obsessions, suicidal behavior to substance dependence, schizophrenia and bipolarity. Suicide is the second leading cause of death among college students,” says Abhiram Kumar Verma, associate professor, Mining Engineering, co-professor- in-charge, Counselling Centre, IIT Kharagpur. “Students who commit suicide do not necessarily have a mental illness. Their coping mechanism to deal with small frustrations, failure/loss is poor,” says Dr Harish Shetty, a psychiatrist at Dr. LH Hiranandani Hospital, Mumbai. He further adds “Any event — be it relationships, exams or issues relating to one’s immediate environment — affects students profoundly. That, and the apparent social disconnect with people who care compound their problem, making for a potent suicide cocktail.” Anand Prakash, head, Department of Psychology, Delhi University, said that some factors such as heightened aspirations, career uncertainties and financial constraints also act as stress boosters among the students. “Students from radically different backgrounds face problems ranging from language, gender and student diversity. They have no clue on seeking counseling which often leads to feelings of hopelessness,” adds Prakash. Most of the students who made it to the prestigious institutes spend most of their adolescence preparing for the exams which lead to a lack of social skills. “This poses another difficulty in the first few years of college unless they start acquiring social skills right from the beginning,” says SM Sivakumar, dean, IIT Madras. “After coming into IIT, students realize that the race is far from over and the pressure has multiplied,” he adds. In times of great stress and expectations it is important to empower parents and teachers to help students cope with the issues related to finance, career and family. It is imperative for the institutes to have special mental cells which can provide timely counseling to the high-risk students who are most vulnerable to failures.

The Academic Council of Jawaharlal Nehru University has decided to switch to online mode of entrance exams. The council has also decided to hire a private vendor to oversee the same but the students of the university are not too happy with the decision and alleged that administration is involved in a scam. The university’s entrance exam system is expected to go online this December. JNUSU president N Sai Balaji Monday claimed, “The administration pushed ‘online examinationʼ in the agenda of the last AC meeting (on July 13) and declared it to be ‘passedʼ unilaterally — ignoring the dissent of the majority of the house… It is important to note that it was this AC meeting that JNUSU was illegally debarred from attending, citing some proctorial notices which were… served to JNUSU weeks after the AC meet.” Acting Registrar Heeraman Tiwari claimed that all the allegations are false and a completely democratic process was followed to pass the decision. “The computer-based test has been adopted by several universities such as DU, IITs, AIIMS etc… After due deliberations with the deans and chairpersons (special centers), the matter was placed for discussion in the AC… Since this is a matter related to student selection and evaluation, it could not have been discussed with students….,” he said in a statement.

The online application window to register for the Common Admission Test (CAT) 2018 exam will close tomorrow. All the candidates who want to apply for the exam, can visit the official website -- iimcat.ac.in and can register for the exam. The last date to register for the exam is September 26, 2018 by 5:00 pm. Earlier, the last date to close the registrations were September 19 but, was extended until tomorrow. This year, the CAT exam will be conducted by the Indian Institute of Management-Calcutta. The exam is scheduled on November 25 and will be held at the 147 cities across the nation. The admit cards for the exam will be released on October 24 and candidates will be able to download the same from the official website as mentioned above. IIM Calcutta will also release a tutorial of the CAT exam on October 17 on the official website, which will help the students learn about the exam pattern. The website also contains a section on the Frequently Asked Questions (FAQ) which addressed the most common concerns of the students regarding the exam. CAT exam pattern The CAT exam is 180 minutes in duration and candidates are given sixty minutes to answer each section of the exam. 180 questions in the exam are divided into three sections namely -- Verbal Ability and Reading Comprehension, Data Interpretation and Logical Reasoning, Quantitative Ability Candidates who successfully clear the exam are eligible for the admission to the management courses such as PGP, PGDM, PGPEM, EPGP, PGPBM, PGPEX offered by the various IIMs. Other reputed B-Schools of the nation also consider CAT scores for the admission purposes.

The last date for the Graduate Aptitude Test in Engineering (GATE) 2019 exam has been extended. All the candidates, who want to apply for the exam can visit the official website -- gate.iitm.ac.in and register for the exam. The last date for the registration is October 1, 2019. The last date for submitting the application fee has also been extended and candidates who will register for the exam during the extended period will have to submit an extra fee of INR 500. The foreign nationals from the Addis Ababa, Colombo, Dhaka and Kathmadu will have to pay the application fee of $70 and candidates from Dubai and Singapore will have to pay $120 for the same. This year, the GATE exam will be conducted by IIT-Madras and is scheduled on February 2, 3, 9 and 10, 2019. GATE exam is conducted in 24 subjects including Aerospace Engineering, Agricultural Engineering, Architecture and Planning, Biotechnology, Civil Engineering, Chemical Engineering, Instrumentation Engineering, Mathematics and Mechanical Engineering among other subjects. A new paper on Statistics (ST) has also been added from 2019 in GATE. The GATE score has a validity of three year from the date of declaration. The scores of GATE are also used by several PSUs to shortlist the candidates for various positions and some of the PSUs are: Bharat Heavy Electricals Limite (BHEL), Gas Authority of India Limited (GAIL), Hindustan Aeronautics Limited (HAL), Indian Oil Corporation Limited (IOCL), National Thermal Power Corporation (NTPC), Nuclear Power Corporation of India Limited (NPCIL), Oil and Natural Gas Corporation (ONGC) and Power Grid Corporation of India (PGCI).

Earlier, HRD Ministry had decided that BITS Pilani will get the LoI only when UGC will regularize its Hyderabad and Goa campuses. However; the announcement regarding BITS Pilani ‘Eminence’ was made by the government. This week, the government has issued formal orders notifying the Institute of Eminence (IoE) status to the BITS Pilani. Earlier, this year, HRD Ministry had issued Letters of Intent (LoI) to five out of six IoEs. BITS was selected under the private institution category but was left out because of the standoff with the UGC regarding the legality of its campuses in Hyderabad and Goa. The Ministry had said that the institute will get the LoI only after its campuses in Hyderabad and Goa are regularized by the UGC. The engineering school then applied afresh and both of its campuses were approved by the UGC. The confrontation between the UGC and BITS dates back to November 9, 2015 when the regulator had issued notices to the 10 deemed universities and directed them to shut down their off-campuses as they were set up without UGC’s permission. BITS Pilani went to Delhi High Court, which directed the UGC not to take any coercive action as the institute had argued that both of its campuses in Goa and Hyderabad were established in 2004 and 2008 respectively and does not fall under the Deemed University regulations.

According to the circular, “various commercial websites have created look-alike pages with the logo of CBSE on social networking sites for registration of candidates.” In the circular, the board has mentioned that the only address to visit the official website of the CBSE is www.cbse.nic.in. For authentic and genuine information everyone should visit the above-mentioned URL only in order to  prevent themselves from getting cheated. The circular also stated that the board never ask students to give their personal information such as e-mail, Facebook, Twitter handle, phone number or any other source of contact. Maharashtra state is likely to get 550 new colleges



Maharashtra State Commission for Higher Education and Development (MAHED) has approved the plans for the non-agricultural state universities for 2019-20 and with this, the state is likely to see 550 new colleges. Of these 60 new colleges will be set up under the University of Mumbai. Officials said that apart from traditional courses such as Arts, Science, Law, Commerce and Engineering, the government has also approved setting the colleges for the skill-based courses. According to the Maharashtra Public Universities Act, universities are required to prepare an annual perspective plan and propose new slots for the colleges based on the needs of the respective areas. “The universities have to set up goals and gauge the demand for courses in their areas before proposing new colleges,” said an official. The officials also said that advertisement regarding the same will be released soon seeking applications from the candidates who are interested in setting the colleges. The plots for the same have been earmarked in Ratnagiri and Sindhudurg. “In the new perspective plan, there is an increased focus on skill development based on the demand in the industry. Apart from professional courses, there will be colleges offering courses like naval architecture and marine engineering,” said the official.

The Central Board of Secondary Education (CBSE) is mulling over the idea of introducing the subjects such as computer-based tests, attendance waivers along with the flexible section options for the students with the special needs. The board is in the process of formulating the comprehensive guidelines for the children with special needs and has already proposed that such students be given exemption from the two or one compulsory language board exams. “It has been proposed that Indian sign language or braille should be treated as a language to satisfy the formula prescribed by the board,” a senior official said. “For students with mobility issues, the CBSE has recommended the creation of online class content for children. Attendance requirements in cases of children with severe disabilities can be waived,” the official added. The board has already written to the stakeholders and states about the matter and has invited their feedback on the draft.

According to a new report, only a quarter of third grade students are able to read and understand simple short stories or subtract a two-digit number from another in India. A report by the Bill and Melinda Gates Foundation said that Indian government’s own survey shows that children in India have low levels of learning. “Only one quarter of third grade students can read and understand a short story with a few simple sentences or subtract one two-digit number from another,” the report said. Fortunately, as the outlines of the crisis have become clearer, learning has started to get the attention it requires from inside and outside India. “From Prime Minister (Narendra) Modi to the Ministry of Human Resource Development to pioneering state governments in Delhi and Rajasthan that are instituting reforms, Indian leaders are putting learning outcomes on the agenda. The World Bankʼs 2018 World Development Report focused entirely on the issue of educational quality,” it said. The foundation also released the second annual Goalkeepers Data Report which said that 1 billion people have lifted themselves out of poverty but the rapid population growth in Africa puts the future progress at risk. If current trends continue, then the number of poor people in the world can again go on the rise.

Following the orders of the Delhi High Court, the Medical Council of India in consultation with the Ministry of Health and Family Welfare has decided to grant the permission to study medicine abroad if students do not appear for the NEET exam. But, this is valid only for this academic year. In another scenario, if a candidate appeared for the NEET exam and could not clear it then he/she will not be granted the permission to study abroad. According to the official notification, only the students full-filling the below-mentioned conditions will be eligible to study abroad: They shall submit an undertaking that they had not registered or not appearing for the NEET exam.They should obtain an eligibility certificate from the council prior to admission or joining the foreign medical institutes.The council at its discretion can verify from the CBSE whether the undertaking submitted by the candidate is genuine or fake. In case undertaking is found to be false, appropriate action will be taken against the candidate. On March 8, the MCI had mentioned in a notice that NEET is compulsory for the students who wish to study medicine abroad and the result of the entrance exam will be treated as eligibility certificate.

The UP Board of Secondary Education has announced that it will conduct the board exams of classes X and XII from February 7, 2019. According to the announcement, the high school exams will conclude on February 28 and intermediate exams on March 2. Deputy CM Dinesh Sharma said that the board will also declare the results of the students before April 30, 2019. “It’s historic that the examination schedule has been announced five months in advance. Students will get enough time to prepare,” the minister said. Nitin Srivastava, the board secretary said that there are 36 question papers for the class X exams but there are more than 100 question papers for the class XII exams. When asked that how the board will conduct the exams in such a short span of time, Vinay Kumar Pandey, the board director, said, “The Allahabad office has been drafting the plan. They will soon come up with a blueprint.” This year, the board also took several measures to curb the cheating in the exams as it installed nearly 1.25 lakh CCTV cameras in 8,549 exam centers across the state.

Updating the curriculum, change in archaic regulations governing educational institutes, overhauling the examination system, upgrading pedagogy and focus on research are some of the reforms which need to be introduced in order to uplift the higher education in India, said panellists at the recently held Vice Chancellor Conference. "We are still following a dated curriculum. One of the immediate steps needed to improve the quality of higher education is to re-design the curriculum of all courses to teach students what is relevant in the present age," said Anil Sahasrabudhe, chairman, All India Council for Technical Education (AICTE). He further added that along with the curriculum, it is equally important to upgrade the pedagogy for which training the teachers is the first step. The needs of the education sector are highly evolving and for this one needs customized teaching solutions as one size cannot fit all. Delhi's deputy CM Manish Sisodia said that our education system is burdened by the marks where students remain anxious to get more marks. "This is the time when we should raise them to be fearless learners and be innovative," he said. "While everybody is stressing on improving higher education, it cannot be fixed until the foundations are strong. For that we need to instill a sense of curiosity, fearlessness to ask questions, out-of-the-box thinking instead of fear of scoring. We cannot have entrepreneurs and innovators if the students live in the constant fear of exams," said Sisodia. Raj Singh, vice chancellor, Ansal University said “evaluation system in the country is compliance and conformity-based, which is not sufficient measure of learning. With such an examination system, a high percentage of students fail.” While debating if reservations in educational institutes lead to brain drain, T D Dogra, chief technical officer, SGT University said, "There has been a paradigm shift in aspirations of the students and brain drain was a problem when only limited number of students had access to quality higher education. Today we have highly qualified engineers and doctors in large numbers."

‘Exam Warrior’ penned by PM Modi was launched in the URDU language on Saturday at a function organized by the India Islamic Cultural Center. The event was attended by the three cabinet ministers, film actors and hundreds of school children. The book was launched earlier this year is already available in 14 other languages and URDU is 15th language in which it has been released. The launch event was attended by the Union Human Resource Development (HRD) Minister Prakash Javadekar, Minority Affairs Minister Mukhtar Abbas Naqvi, and MoS for PMO Personnel Jitendra Singh along with the film actors Rishi Kapoor, Annu Kapoor and filmmaker Muzaffar Ali. "No one else could have written this book. Narendra Modi is the first Prime Minister to have come from the ground-level after many years...We have spent many decades in a feudal hangover," Jitendra Singh said at the event. In praise of Urdu, he said that there are many people who are not able to read the Urdu script but want to read it so, it is possible near future to launch an Urdu version of the book in Hindi script. Prakash Javadekar also said that the book is not only for the children but also for the parents who pressurize their children during the exams. The book, which has 25 chapters in all with lessons on how to beat stress during examinations, was distributed to all school children present there.

“No homework for students of Classes I and II,” the Directorate of Education (DoE) has told all schools in the capital. The order came from the DoE in compliance with the order of the Madras High Court. In a circular dated September 14, the DoE said, “The heads of government, government- aided, recognized unaided schools are hereby directed to ensure that no homework is prescribed to students of Classes I and II. Non-compliance will be viewed seriously.” The court’s decision came in response to a plea filed by Mr. M Purushothaman. In the plea Purushothaman has sought the directions for the CBSE to adhere to the syllabus prescribed by the NCERT. On May 29, the court had said that schools affiliated to the CSBE should not give homework to the students of classes 1 and 2 and also directed the CBSE to conduct surprise checks on the schools using flying squads. It also directed the schools to refrain from using the textbooks which are not in line with the syllabus as prescribed by the NCERT. The order, parents say, is good for the children. “When it is time for children to enjoy, schools give them loads of homework. I hope the schools abide by this order. The education department has to go check, so that rules are not violated,” said Samarth Bansal, a parent whose child studies in a private school.

After all the 48 courses of the Madras University failed to get UGC’s approval, the university’s Institute of Distance Education (IDE) has clarified that it has rectified all the errors and defects and is expecting the approval of the UGC within one week for all the courses. The University also clarified that it is one of the few Universities of the nation which is qualified to offer UG and PG programs through Distance education as per the guidelines of the UGC. Last month, the university face allegations that is running distance education courses without the prescribed number of faculties as mentioned in the UGC distance education regulations. It was also reported that if the UGC had closed all the courses then the university would have lost 7 percent of its total revenue. According to the reports from the Deccan Chronicles, in order to overcome the shortage of the faculty members, the syndicate of the university decided to transfer the faculty members from the regular department to the IDE in order to get the UGC approval for the courses. The official from the Madras University said “the University has rectified the defects and awaiting for the UGC approval for the remaining UG and PG programs. Despite the government making several policies to keep tabs on the schools’ fees of private schools, a class 9th school student was harassed and asked to return home because of fees overdue. The incident took place in the Brilliant Grammar School of Hyderabad. “We are not against schools collecting fees, but that should purely be between parents and school management. Under no circumstances, should the child be involved. The same thing happened in this incident, where the class 9 student was sent back on the pretext that he did not pay the fees,” said Achyuta Rao, honorary president, Balala Hakula Sangham. “Unfortunately, despite a number of cases being reported every month, the school education department has no concrete plan to deal with such issues... We feel that unless they are directly made accountable and action is initiated against the district or Mandal education officer concerned along with erring teacher and school management, the situation is going to remain the same,” Rao added. Meanwhile, the school education department officials who are on a fly to investigate the schools since the first week of the August have not taken any action. “I have had directed the deputy inspection officers and deputy education officers to visit at least 20 private schools every month and interact with students to know about issues bothering them. However, we havenʼt issued any show-cause notices yet,” said B Venkata Narassama, Hyderabad district education officer. Parents are also blaming the education officials and said that they are not working sincerely and only conducting the inquiries for the sake of it.

According to a research from the UK spending extra time studying is worsening our shortsightedness. The researchers from the Bristol and Cardiff Universities said “the difference is so great that if the average person who leaves school at 16 has 20/20 vision, the average university graduate would legally need glasses to drive.” According to the researchers, myopia is the leading cause of the visual disability around the world and its rate is increasing rapidly. By 2050, it is estimated that half of the world’s population will be suffering from myopia (five billion people) as compared to the 1.4 billion people today. Professor Jez Guggenheim and colleagues from the School of Optometryand Vision Sciences at Cardiff University studied 68,000 British men and women for the study. In high-income Asian countries such as Singapore, South Korea and China where education pressure is intense as many 90 percent of the children are reported to be suffering myopia by the time they leave the school at 18 and half of these children became myopic by the time they finished their primary education. "Our study provides strong evidence that length of time spent in education is a causal risk factor for myopia," said Prof Guggenheim. "Policymakers should be aware that the educational practices used to teach children and to promote personal and economic health may have the unintended consequence of causing increasing levels of myopia and later visual disability as a result."

The Indian Institute of Technology, Bombay has joined hands with the tech giant International Business Machines with a purpose of carrying out advanced researches in the field of Artificial Intelligence. With the collaboration, the institute has become the ninth institute to join AI horizon networks -- a research collaborative of the IBM. Under the new partnership, the department of Computer Science and Engineering at IIT-B will select the students and pair them up with the scientists from the IBM Research India which will help accelerate and discover new applications of AI, machine learning, natural learning process and related technologies. Teams will investigate the new techniques of representing the knowledge on graphs, documents, charts and other multi-media devices and will built applications in retail and health-care industries. Devang Khakhar, the director, IIT-B, said: “The partnership will enable the IIT Bombay faculty to work in collaboration with researchers around the world on the frontiers of Artificial Intelligence focusing on industrially relevant problems and provide access to large data sets. We look forward to a fruitful collaboration, which will make a significant impact on the field.” IIT-B is the only network outside North America to be included in the AI horizons network.

Pankaj Rai, SHO of Police Station Sector-58 said that students have reported their complaint against the agency and soon the police will start their job after submitting an FIR. Sudhanshu, one of the victim students of the agency, told that the owner of the agency called him and told that the agency has a tie-up with the Medical Council of India and can get him admitted into any medical college of the nation and asked him to meet at the Noida office. At the Noida office, they demanded 10-20 lakh in the name of MCI letter, token money and complete one-year fees of the college admission. When he reached the college with the letter from MCI he came to know about the scam of the company.

The field of engineering education in Rajasthan is going through the worst phase of its time. Once the most sought-after field of education is now witnessing more than 25000 vacant seats. The state has around 39000 seats combined from the various fields of engineering and this year only 14000 seats were filled by the students and rest are lying empty in search of new students. Rajasthan is witnessing continues decline in the admissions of the students in engineering field since the year 2012. Once on the boom, the state had a total of 65000 seats to offer alone in the engineering but, the downward trends in hiring and recession in the engineering field forced many students to think of alternative degrees. The above-mentioned causes lead to the shut down of 40 engineering colleges in Rajasthan in the last year alone. In an attempt to fill the seats, the state organized various rounds of counseling but was only able to fill 12000 seats. The rest 2000 seats were filled under the management quota by the colleges only after the government gave them the permission to admit the students directly. Engineering aspirants from Rajasthan have always focused more on getting admissions in the government engineering colleges but this year almost 50 percent of the seats under 13 government colleges are still vacant. 13 government colleges in Rajasthan have a total of 5996 seats to offer of which 2569 seats were filled by the students through counseling and 538 more were filled only through admissions. 25 private engineering colleges have declared zero session this year and many others have requested the government to permit them to open a school in the college premises. Sridhar Singh, Secretary of Rajasthan Engineering College Association said that a large number of students are still interested in pursuing engineering as a career but the government’s decision to give approval to a large number of private players in the field has come to bite them.

HRD Ministry suggested setting up National Madarsa Board



In an attempt to capture the details of the unregistered Madarsas in the nation and to bring under the same system to ensure their academic standards, HRD Ministry’s NMCME has suggested setting up a national level Madarsa board. The idea to capture the unregistered Madarsa was suggested by the member of National Monitoring Committee for Minoritiesʼ Education (NCME) Afzar Shamsi. “There are two types of Madarsas, one which is ‘registeredʼ which are roughly 20 percent and the other one are ‘unregisteredʼ which are around 80 percent. All the data which the government is having is based on registered Madarsas,” Shamsi said, as quoted by the minutes of the meeting. “There is a need to capture the details of the unregistered Madarsas and bring them within the ambit of registration so that a clear picture is available,” he added. Another member Jamshid Khan said, “Madarsa boards in some states are defunct. While some states have these boards, some like Maharashtra do not have any Madarsa board”. “It is suggested that there should be an all-India level Madarsa board with a suitable system for accreditation to ensure academic standards,” Jamshid added. “Madarsa should be linked with skill development council. In order to facilitate the spread of information amongst the Madarsas besides making it available on the website, there should also be a move to spread an awareness campaign in their areas in which we members can contribute,” another panel member Suman Kumar said. The NCME meeting was chaired by the Union Human Resource Development Minister Prakash Javadekar. The main function of the NCME is to monitor the schemes aimed for the welfare of the minority community.

The Rajasthan government has introduced ‘Joyful Saturday’ initiative under which recreational activities will be held in the schools on every second and fourth Saturday of each month and students will not be required to bring their bags to the schools. The initiative has been named as ‘Joyful Saturday’. Activities to improve the communication skills, creativity, critical and logical thinking would be held for the students from classes 1 to 12. A circular was also issued by the Rajasthan School Education Council regarding the same in which to all the district education officers and district coordinators of Samagra Shiksha Abhiyan. The letter informed the concerned authorities about the ‘Joyful Saturday program. In the program, activities such as debate, poetry recitation, storytelling, puzzle solving, display of scientific magic tricks, toy making, arts and crafts, communicating with police, doctors, nurses, bank staffers, plantation works, road safety, child rightsʼ club activities, display of motivational videos, gender-based videos (good touch, bad touch), games, etc. will be conducted. A provision of 1000 has also been made by the government for each school in order to purchase the items needed to organize the activities. Sandeep Joshi, lecturer of a government senior secondary school, Revat in Jalore district, said “we werealready doing activities like classroom debate, speech and physicalactivities, but we will get more time now because the government hasissued orders. Students are excited about ‘Joyful Saturdayʼ which willstart very soon”.
