DoE extended the last date of application for the disabled kids



There is a good news for the children with disabilities who did not secure admissions as Directorate of Education (DoE) is inviting the fresh applications under the category. The move came after the Delhi High Court ordered the department to reserve 3% of the 25% EWS/DG category seats for the differently-abled under the Rights of Persons with Disability Act, 2016. The orders were issued after a PIL was filed by the father of a differently-abled child. The plea claimed that the guidelines issued under the RTE Act completely ignored the interests of the children with special needs. The court then asked that why there is no reservation for the differently abled students and was issued on court’s order. According to the courts orders, those who had applied under the mentally and physically disabled qualities are required to apply again and the neighborhood criteria will not apply to these admissions. The last date to submit the application is August 13.

On Monday, AIADMK opposed the JEE and NEET exam and demanded that state governments should be given authority to hold such exams. The AIADMK member M Thambui Durai said “the National Testing Agency will hold entrance tests twice a year, students would spend more time preparing for it than concentrate on their Class 12 syllabus. Such joint or combined tests only help elites get through”. He also mentioned the fact that the shortage of the doctors in the rural areas is because states are not allowed to hold the tests. Meanwhile, HRD minister Prakash Jvadekar said that JEE and NEET will be held in the computer based mode. Also due to lack of internet everywhere, these tests will not be in online mode and government is also considering the option of paper-pen exam during the first transitional year. He also said that students can take training to appear for the computer-based test.

Amid the controversy of granting the ‘Eminence’ tag to the Jio Institute of the Reliance Foundation, the HRD Minister Prakash Javadekar clearly stated that the funds of INR 1000 crores are meant only for the public sector institutes, who have received eminence tag. He also clarified that only letter of intent was issued to the proposed institute of the Reliance foundation. Javadekar argued that before giving the tag of ‘Institute of Eminence’ several factors such as - 15-year vision and five-year implementation, academic, recruitment, research, and administrative plans, etc were comprehensively considered by the committee. “Let me once again clarify that no greenfield university, which is not in existence but has a plan to come up in future, has been given the status of Institution of Eminence. They have been only issued Letter of Intent with a clear guideline of what they should do for three years, complete the process, and then only they will be granted status after verification and inspection,” Javadekar said in Lok Sabha in reply to a question raised by the TMCʼs Prasun Banerjee. The minister said that 114 applications were received for the ‘Institution of Eminence’ tag - 74 from public institutions, 29 private universities, and 11 in greenfield category. He also replied to TMC’s Saugata Roy question by saying that LoIs have been issued to Jio Institute and Manipal Academy of Higher Education with the condition that they will submit their report indicating their readiness under the IoE tag within three years of getting the LoI. “The government is giving Rs 1,000 crore only to public institutes – that is, the IITs (Delhi and Bombay) and the IISc (Bengaluru). Not a paisa is given to private institutes,” Javadekar said.

On Sunday, police arrested 51 people who were trying to rig the UPSC exam scheduled to held on the same day. Police cleared that the question papers recovered from the accused were fake and their attempt to derail the exam was failed. An STF official said “34 persons were arrested from Lucknow, 12 from Allahabad, four from Kanpur and rest from Agra. Among the arrested persons are 11 solvers, nine candidates, 31 middlemen and gang leaders which includes two private doctors, two pharmacists of a government hospital, a teacher and a police constable”. STF SSP Abhishek Singh said that the accused are in judicial custody as of now and police are on the lookout for the other three. Police also claimed to have recovered the following: 63 cellphonesOver Rs 1 lakhSeveral Adhaar cards and ATM cards among others “During questioning, accused told police that candidates who were interested to use solvers were asked to pay hefty amounts. Other candidates who asked for question paper had to pay lesser,” said Abhishek. “Om Sahay, who was arrested in Allahabad, was leading the gang who had arranged solvers for the candidates. Om Sahay had called solvers from Bihar,” said Singh.

The date for the Common Admission Test (CAT) 2018 has been released and this year the exam is scheduled for November 25, 2018. IIM Calcutta will conduct the exam this year across 147 cities of the nation in two shifts. The online registration process for the same will begin on August 8 and the last date for registering for the exam is September 19, 2018. The admit cards for the same will be available from October 24 on the official website, iimcat.ac.in. Exam pattern The exam will be 180 minutes long and candidates will be allotted sixty minutes for answering each section. Candidates will not be able to switch from one section to another. India gave its best performance ever at the 49th International Physics Olympiad (IPhO 2018) in Lisbon, where it bagged five gold medals. The Olympiad was held in Portugal, between July 21 and 28 and this was India’s best performance ever at the IPHO in 21 years. A total of 86 countries participated in the event and India and China each won five gold medals in the Olympiad. According to a statement from Homi Bhabha Centre for Science Education (HBCSE), the national center of the Tata Institute of Fundamental Research (TIFR) and the nodal center in the country for all science Olympiads a total of 396 students took part in the event from around the world. HBCSE, which selects the teams and train them for the Olympics said that Two boys from Kota (Lay Jain and Pawan Goyal), one from Mumbai (Bhaskar Gupta), one from Rajkot (Nishant Abhangi) and one from Kolkata (Siddharth Tiwary) bagged the gold medals. During the 7th convocation of Indian Institute of Technology, Gandhinagar (IIT-Gn) more than 320 students graduated from the institute and 47 of them were given awards for excellence in various categories. The chief guest of the convocation was Anu Aga, chairperson of the non- profit organization Teach for India (TFI) and she stressed on the need to invest in the teacher’s training for improving the quality of education in India. She said, “The RTE Act focuses on inputs — having buildings, toilets — which is essential but that is not education. Quality of education does not depend on infrastructure. You can have a good school under a tree and learn a lot. At the same time, the quality of the education at a very fancy school can be bad. Focussing only on good infrastructure will not improve the quality of education.” “The enrollment, thanks to RTE, has gone up a lot but quality of education has not improved because our teachers’ training institutes churn out really bad teachers. Teaching is not an aspirational profession. The majority of teachers are those who can not do anything better,” she said. She further said that once a teacher joins the school, the schools do not invest further in the teachers to improve their skills and knowledge. “We have programs like District Institute of Education and Training (DIETs) but they are defunct. There are some good teachers in the system but nobody is investing in them. Training them is equally important. We do not make learning fun. If you make learning fun, children would love to come to municipal schools, where at present, students only come for midday meals,” Aga said. She also spoke about the majority of parents sending their children to the English medium schools. She said that this is happening due to the government’s ignorance. “Parents want their children to be taught English so they spend a lot of money in sending their children to horrible private schools. These schools teach them neither Marathi, Hindi or English properly.” She also urged the graduating students not to settle for the mediocrity in their education and careers.

In an attempt to help the other colleges of the state perform better, IIT-Gn has decided to increase its association with the other colleges of the state. The decision was taken after the institute got the nod for the same during a meeting. So far, the college had associations with only Vishwakarma Government Engineering College in Ahmedabad. “Yesterday (Friday), the board decided to increase association with other engineering colleges. If there is a good institute then there should be talks between the institutes. Education institutes grow when they talk to each other. As of now, we have decided to call principals of all engineering colleges and conduct workshops for them,” said IIT-Gn Director Prof Sudhir Jain. The state has total 16 government, three grant-in-aid and 121 self-financed engineering colleges. Private engineering colleges of the state are having 55 percent of the seats empty. Denying any instructions being given by the state government in this regard, the director said, “We have a small corpus of Rs 50 lakh but we want to spend more (in this regard) and have been assured by the government that we can have more funds if we want.” The institute is also planning on increasing its students by 200 from next year onward. Jain also said that the intake of the students from the foreign countries is less but we are doing more efforts to increase the number. “Talks on this have been going on in the country and deliberations are on that if India needs to become a world leader then people from outside should come and study here. Even in Takshila and Nalanda people would come from outside and study. There are students from four countries (Nepal, Sri Lanka, Papua New Guinea and Turkey) who have come to IIT-Gn to study. We are gradually working on this and increasing this intake,” he said.

West Bengal’s education minister told that the government is waiting to inform the center about the recent amendments in the Right to Education Act (RTE) and is seeking the termination of the ‘No Detention’ policy in the schools. As soon as the Center send any orders in connection with the ‘No detention’ policy, the state will take its decision on the matter, he added. “We are ready with our idea. Once the central government sends any directive to us, we will hold a discussion with the Chief Minister and decide on our move,” Chatterjee told reporters at the state secretariat. The existing policy prohibits the schools from detaining the students until they complete their elementary education. Moving the “The Right of Children to Free and Compulsory Education (Second Amendment) Bill, 2017”, HRD Minister Prakash Javadekar is seeking regular exams for class V and VIII students. “It is a very important legislation and a majority of state governments supported this Center’s proposal. It brings accountability in our elementary education system,” he said. “After the committee submits its report, it will be discussed with Chief Minister Mamta Banerjee and a final decision will be taken in the matter,” he had said.

On Friday, HRD Minister, Prakash Javadekar said that lack of innovation and quality research are two biggest roadblocks which Indian education system is facing. “Lack of innovation and quality research is the foremost challenge before the country. Quality expansion and teaching reform is the need of the hour,” the minister said. The minister also emphasized the need and importance of creating a positive and lively environment for the students and to enhance the quality of education in all central and private universities. “It is time to show India’s prowess to the world in the field of education. The country hosts many world-class educators who are working in silos and they need to break walls and come forward to share their knowledge,” Javadekar said. “It has been found that many Indians, including few parliamentarians, are among the world’s top teachers and the country should make the best use of such resources,” he added. Flagging the issue of plagiarism in PhD thesis, Javadekar said, “A software has been developed which will be made available to all universities to stop plagiarism and will be available free of cost on the UGC website”. Javadekar was addressing a three-day national conference of the vice-chancellors and other renowned educationists of the country also attended the meeting.

According to the survey reports of the All India Survey of Higher Education (AISHE), the enrollment of the female students remains the lowest in the institutes of national importance. The report was released by the Prakash Javadekar and said that the Gross Enrollment Ratio (GER) in higher education in the country is 25.8 percent. “Share of female students is lowest in Institutions of National Importance, followed by state private open universities and deemed universities (government). The total enrollment in higher education has been estimated to be 36.6 million with 19.2 million boys and 17.4 million girls. The girls constitute 47.6 percent of the enrollment,” the survey report for 2017-18 said. The GER for the male population is 26.3 percent and for the females is 25.4 percent. “34000 students were awarded PhD-level degrees during 2017, with 20,179 males and 14,221 females. At PhD-level, the maximum number of students turn out is in the science stream, followed by Engineering and Technology. On the other hand, at PG-level maximum students turn out is observed in social science followed by management stream,” the survey report said. UP tops the list with the highest students enrollment and is followed by the Maharashtra.

Javadekar further said that the committee of experts has made the decision of selecting the institutes after a thorough scrutiny. The Odisha government has entered into an agreement with the ‘Sightsavers’ in order to strengthen the education opportunities for the blind and low vision students, said a state government official. ‘Sightsavers’ is a global organization which is working to prevent the avoidable blindness and to bring new opportunities for inclusive education for the blind students and students with the low vision. The Odisha Primary Education Program Authority (OPEPA) signed MoU with the Sightsavers on behalf of the Department of School & Mass Education. “As part of the MoU, Sightsavers will provide technical support to OPEPA in strengthening the mainstream education of the blind and low vision children studying in general schools across the state,” an official said. The organization will also provide support in disability management, low vision assessment, curriculum and special skill development among visually impaired students added the official. The project will target 25,000 visually challenged students and will also work to promote the enabling environment at the schools for the children with special needs. In the initiative, the Sightsavers will demonstrate the applications of Information and Communication Technology (ICT) based education, low vision devices, daisy players, tablets, accessible education materials, disabled friendly Teaching Learning Materials (TLM) and how they can contribute to the learning experience of the visually impaired students.

For the students who are yet to join will b given the facility of the extra classes so that they can catch up with their peers. “We are also considering postponing the exams by a week or so but we haven’t decided yet,” said Bagla. Classes in the NM colleges begin on Wednesday. “We usually conduct the first unit test in the last week of August. But we might have to postpone that because at least a month’s teaching time is required. Once the entire admission process is over, we will take a call,” said Parag Ajgaonkar, the principal of N M College.

In order to ensure the safety of the school children, the Delhi government has issued fresh guidelines to the schools with special focus on the children traveling to schools in the private vans. Earlier, the government has also urged the parents from hiring private vans for their children claiming that these vehicles are illegal and are a threat to the safety of the children. “Female teaching or non-teaching staff should be deployed in every vehicle ferrying girl students. In case of private vehicles hired by the parents, the cab drivers’ character and antecedent verification should be provided to the school by the parents,” the guidelines issued by the Directorate of Education (DoE) said. The government also asked the schools to maintain a register about the students who come to schools in private vans and conduct meeting with the parents every six months to discuss the safety of the children in private vehicles. “There should be active participation of School Management Committees (SMCs) to persuade parents to use only legal means of transport for their school-going children and follow adequate safeguards for ferrying school students. There must be no use of illegal or over loaded vehicle for transportation of school-going children,” the guidelines read. “Accompanying teachers must have a contact number of the parents of all the students in case they are going outside the city from their schools. There must be at least one teacher for every 20 students for outside visits. The vehicle carrying girl students must have the requisite number of female staff as per the strength of the students,” the guidelines further said.

The government of Maharashtra has issued a circular in which it has directed the college not to charge the full fees from the students of Maratha community under the Chhatrapati Shahu Maharaj scholarship. The move from the government is also a bid to calm down the protesters as they are demanding reservation in the government jobs under the OBC quota. The protests from the community turned violent when a member of their community jumped into the Godavari river. “The government will reimburse 50 percent fees of those students whose parents’ annual income is less than Rs 8 lakh under the scholarship scheme,” Tawde said. He also said that colleges charging the full fees will face legal action in case they fail to meet the directives of the government. Tawde also urged the students to lodge a complaint with Joint Director, Education, and nodal officers appointed for the purpose. Tawde also said that the present government has done more for the Maratha community than Congress and NCP governments in the past. A handful of Maratha families in the Congress and NCP have been controlling the power from the past 45 years and the anger of the Maratha community is against these families.

In a couple of cases, we have already got a response.Ram Matta, from the 1976 batch, said he initially thought of leavingsomething in his will for the Stanford University, but has nowdecided to contribute the amount to IIT-D. However, he hasn’tmentioned how much,” said Sanjeev Sanghi, Dean, Alumni Affairs. “Another alumnus, Ramesh Kapur from the 1968 batch, has said hewould leave one million dollars. Both of them are NRIs living in theUS. It probably works out better for them because according to theirinheritance rules, after a particular amount, if you give your moneyto your children, it’s taxed at 80 percent,” he said. Alumni also contribute to the institutes by making the donations. For example, Kapur has pledged a scholarship of INR 2.4 crores for the students who are coming from a financially challenged background. Delhi University has directed the colleges to mark the attendance of the students using the new online system. Under the system, the teachers will be able to mark the attendance of the students in real time instead of uploading it later. In an email to colleges, the university said, “… Your admission portal will also serve academic and student life cycle management. Use the system after going to the new section on the dashboard called ‘Attendance Management System (AMS)ʼ.” The AMS system was added to the university to help students track their attendance but since its addition, it has attracted criticism from the academic council and executive council members. In DU, 66 percent attendance is compulsory and students who failed to meet the criteria are not allowed to sit in the exams. On July 16, the system was launched and the training of the teachers were held at the DU Computer Center. At that time staff was told that the system was not mandatory.

The Central Board of Secondary Education (CBSE) has released the answer keys for the UGC National Eligibility Test (NET) on the official website -- cbsenet.nic.in. The exam was conducted by the CBSE on July 8 and the re-exam was conducted on July 22. Candidates who had appeared for the exam, can now visit the official website and download the answer key for the exam. Candidates who will successfully clear the exam will be eligible for the junior research fellowship or can be considered for the post of assistant professors. Candidates also have the facility to challenge the recorded responses and answer keys and through the official website. Scholarship amount increased by 15 percent for the minority communities girls



The Ministry of Minority Affairs has increased the scholarship amount for the girls belonging to the minority communities by 15 percent. The name of the scholarship is ‘Begum Hazrat Mahal National Scholarship Schemeʼ and is maintained by the Maulana Azad Education Foundation (MAEF), a subordinate organization of the ministry. The foundation has also decided to start aggressive campaigning about the scholarship to increase awareness about the scheme. During 2017-18, more than 115,000 girls are given the scholarship under the program. For the scholarship INR 78 crores were allocated by the government. “This year, we are planning to have a budget of Rs 90 crore. We have also informed the ministry about it,” said MAEF Secretary Rizwanur Rahman. “There is still a need to increase awareness about this scheme. We are trying to start aggressive campaign to spread awareness,” he said. Under the scheme, the girl students of class 9 and 10 are given INR 5000 each per year and students of Class 11 and 12 Rs 6,000 each per year.

The National Council of Educational Research and Training (NCERT) is all set to include QR codes in their respective textbooks. The main aim of the codes will be to provide access to the students to the additional study material (digital) associated with a particular subject. Quick Response (QR) Code is a machine-readable code which consists of an array of black and white squares, which is used to store the web-links or other information. The code is readable by the camera on the smartphone. “We have started the process of identifying relevant supplementary material including videos, animations, powerpoint presentations, maps and e-content,” a senior NCERT official said. “These will be mapped with the content of each textbook from class 1 to 12 and will be linked with QR code, which will be printed in the textbooks,” the official added. The codes will be introduced with the commencement of the academic session 2019.

The program is available in the Korean and English language. Eligibility criteria In order to be eligible for the course, the candidate must have passed class 12  and should have a basic understanding of the English language. The age of the applicant must be minimum 18 years. “The relation between India and the Republic of Korea is unique in nature. The relations which are more than 2 millennia old, provides both India and Korea an opportunity to reach new heights in social, economic and political spheres. Yesterday, Union Home Minister, Rajnath Singh launched the ‘StudentPolice Cadetʼ program on the national level. The main idea of the program is to build the bridge between the police and students through education and classes. The program will focus on the students studying in classes VIII and IX. The initial phase of the program will be implemented in all the government schools in urban and rural areas, said the official statement. Speaking to the reporter on the launch of the program, Singh expressed the hope that the program will focus on the character building and imparting moral values to the mind. Each school will receive a sum on INR 50,000 for organizing the educational assistance, training and contingencies under the program. Singh further elaborated on the program details and said that a sum on INR 67 crore for the same has already been disbursed to the states. Singh said that the schools are creating tremendous pressure on the students days and promoting the cut-throat competition. “While the dawn of new technologies, internet and social media have helped children keep pace with the changing times, it has also adversely impacted our society as we witness the breakdown of the traditional family system, and worrying rise in the incidents of crimes and rapes,” he added.

Professor Raj Kumar is the new vice-chancellor of Panjab University and he also holds the position of dean and head of the Institute of Management Studies at Banaras Hindu University. Kumar will replace the current VC of the university, Arun Grover, and will become the 14th VC of the university. Kumar has been appointed for a period of three years and will commence his term from July 23, 2018. Kumar has 35 years of teaching experience in insurance, capital markets and entrepreneurship and holds DLitt, Ph.D., MBA and MCom degrees. He is also the author of the four books and has completed six major research projects. Along with the Kumar, the selection committee also referred the names of the Professor Raj Kumar Kohli, vice-chancellor of Central University of Punjab, Bathinda and one other person and in the end the name of the Kumar was chosen for the post. “Besides academic strength, we were looking for somebody with human resource management skills and a research background,” Dr. Kapil Kapoor, chairman of Indian Institute of Advanced Studies at Shimla, who was part of the search panel told TOI. “The selection panel was unanimous in sending the three names.” Sources further added that they were looking for some with ample administrative skills who can handle big and complex educational institute such as Panjab University and other applicants for the post have been VC earlier at some point in their career. Kumar is comparatively younger than the other applicants and has served as coordinator of the technical cell in the office of the vice-chancellor at BHU. He was also the chief coordinator of the industry institute partnership cell.

According to a new research, the popularity of Australia among the international students is continuoulsy rising and is about to replace the UK as the second most favorable destination in the list of international students. The report was published by the Centre for Global Higher Education (CGHE) and in the report, it states that Australia is about to overtake the UK as the second most preferred place among the international students after the US. Professor Simon Marginson, director of CGHE, based at the UCL Institute of Education in London, who authored the report, said: “The UK government has held down the growth of international student numbers for five years by limiting new student numbers and post-study work visas.” He further said that there is a very little growth in the number of international students entering the UK since 2012. US witnessed a rise of 30 percent in the number of international students from 2011-15 while there was a decrease of 3 percent in the UK during the same period. There has been a considerable drop in the number of Indian students coming to the UK. In fact, the number of Indian students coming to the UK has fallen by 60 percent from its peak of 23,970 in 2010-2011 to 9,720 in 2016-2017 following the discontinuation of the post-study work visa in 2012. “Indian students have been welcomed by Australia, and more so aggressively ever since the UK over the last five years has been consistently sending confusing messages out...Australia has been successful in attracting a much more significant base of Indian students,” said Sanam Arora, chairperson of Nisau.

In order to maintain a certain standard in higher education, UGC imposes certain regulations on the minimum qualifications for the appointment of teachers and other academic staff for the post of Assistant Professors, Associate Professors, Professors, Senior Professors, Principals, Assistant Librarians, Deputy Librarians, Librarians, Assistant Directors of Physical Education and Sports, Deputy Directors of Physical Education and Sports and Directors of Physical Education and Sports. 'Candidates who have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulation, 2009, or the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil/Ph.D. Degree) Regulation,2016, and their subsequent amendments from time to time, as the case may be, shall be exempted from the requirement of the minimum eligibility condition of NET/ SLET/ SET for recruitment and appointment of Assistant Professor or any equivalent position in any University, College or Institution,' reads the policy. 'Ph.D degree from a university/ institution with a ranking in top 500 in the World University ranking (at any time) by Quacquarelli Symonds (QS), the Times Higher Education (THE) and Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai),' is also listed as one of the eligibility criterion for Assistant Professor recruitment. According to the new policy, graduation marks will also be considered for the recruitment of the assistant professor. Candidates with 80 percent and above in the graduation will get a score of 15; candidates with 60-80 percent will get a score of 13; candidates with 55-60 percent will get a score of 10; candidates with 44-55 percent will get a score of 5.

The center has asked the state governments to submit affidavits on the accuracy of the NEET translated papers from the next year, said HRD Minister Prakash Javadekar. Central Board of Secondary Education conducts the National Eligibility Cum Entrance Test (NEET) every year for giving admissions into MBBS/BDS courses. Javadekar was responding to an issue during the question zero hour in Rajya Sabha, which was raised by the AIADMK member Vijila Sathyananth regarding the inconsistency of the translated questions in the NEET paper. She said “49 questions in the paper translated in Tamil were vague due to problems in translation and students suffered. A PIL was filed in this regard and the court awarded grace marks to affected students.” He, however, said that the translators were provided by the Tamil Nadu government. The Minister further added that from the next year, the states would be required to submit an affidavit as a proof that the translation of the paper in the local regional language is correct. The AIADMK member also pointed out that many students have to travel farthest of the lands in order to write the NEET 2018 exam. To this, Javadekar responded that the necessary measures have been taken and from next year, students won’t be disappointed.

On Friday, President Ram Nath Kovind expressed his concern over the low numbers of female candidates in the IITs and said that the matter must be given priority and treated as a national priority. “The IIT system has given every Indian many moments of happiness and pride. Yet there is one issue that continues to puzzle and concern me. When it comes to IITs, the intake of girl students is distressingly low,” Kovind said during his address at the 64th annual convocation of IIT-Kharagpur. “In 2017, about 1,60,000 candidates appeared for the IIT Joint Entrance Examination (Advanced). Only some 30,000 were girls… I am told that 11,653 students are enrolled at IIT-Kharagpur at present, but only 1,925 are girls —a little over 16 percent,” he said. Appealing to the IITs to change this trend, the President said: “This cannot go on. We need to do something about these numbers. The participation of women in higher education, in science and technology, and in the workforce of our country has to rise to fair and acceptable levels within the coming decade. This should be a national priority, and the IIT community must take the lead.” IITs have already taken various initiatives and steps to attract more female students to the institutions.

Human Resource Development Minister Prakash Javadekar said on Thursday that CBSE has taken necessary steps such as disaffiliating the schools involved in the 2018’s CBSE paper leak. Javadekar said during Question Hour in the Rajya Sabha that CBSE is responsible for conducting the 14 types of examinations which are taken by almost 1.5 crore students of the nation. “The Board is examining various options to ensure that such incidents (leakage of question papers) do not recur. The government has constituted a High-Powered Committee (HPC) to examine the entire system of conducting Class X and Class XII examinations conducted by the CBSE. The Committee has recently submitted its report,” Javadekar said. He further said that six complaints were lodged with the Delhi Police after the paper leak incident. The papers of Economics of Class XII on March 26 and Mathematics on Class X on March 28 were leaked by the culprits ahead of the exams. “The Delhi Police has informed the Board that a Center Superintendent of an exam center in Una, Himachal Police, his two accomplices as well as a Bank Officer of the custodian Bank were arrested for leaking the class X Maths and class XII Economics paper,” the minister said. The principal and two teachers of the Mother Khazani convent school in New Delhi along with the owner of Easy Coaching Institute were arrested in the paper leak case. The minister told that the steps are being taken to ensure that guilty persons are punished and to make the exams foolproof.

The Indian Institute of Technology-Hyderabad (IIT-H) is all set to launch three ‘All Course MTech’ programs in Biomedical, Chemical and Material Science Engineering next month. A press released by the institution said “while the primary goal of the All Course M.Tech program was to provide a strong coursework to meet the industrial requirements, it also offers a flexible structure to cater to students with a research bent of mind. A student can choose to take only courses and graduate in three semesters or he/she may choose to do a full thesis for 14 months, which is similar to the regular two year M Tech Program.” The deadline for submitting the online application is July 21. The concept was introduced by the institute last year in three specializations -- Civil, Electrical and Mechanical Engineering and this year, they have added three more specializations after seeing a strong response from the students. Speaking about the program, Prof U B Desai, Director, IIT Hyderabad, said, “Indian industries need highly skilled workforce equipped with latest developments and practices, and this we believe can be achieved through an exhaustive set of courses. In addition to the existing specializations in Civil, Electrical and Mechanical Engineering, IIT-H is going to expand the all course M.Tech program to Biomedical, Chemical, and Material Science Engineering as well from August 2018.”

The Central Board of Secondary Education (CBSE) is in talks with the Delhi University as it is trying to give its vocational subjects one more push in the schools. CBSE currently offers around 50 vocational subjects and the most important ones among all the subjects are physical education, painting, sculpture, and media studies. The theory and practical exams of these subjects are assigned 50 marks each. Speaking to reporters, Anurag Tripathi, CBSE Secretary, said, “It is important to impart skill education to children. Vocational subjects are the need of the future but in our country, they are not given importance…” He also told that of the total students enrolled with the CBSE less than 50,000 students have taken any vocational subject. “From this year, we have allowed that a vocational subject to be counted as the fifth subject. In case a student has not done well in one of the academic subjects, he can include the marks obtained in his vocational subject,” said Tripathi. In the past, DU has allowed vocational subjects like home science, legal studies, informatics practices in the ‘best of fourʼ percentage calculation.

In order to prevent the boar exam papers from leaking, CBSE is planning to use the encrypted papers during the class 10 and 12 exams. This year, class 12th economics paper and class 10th math exam question papers were leaked and CBSE had to face major embarrassment because of the incidents. The board conducted the class 12 economics exams but did not conduct the class 10 exam stating that there was no sudden spike in the performance of the students and the question paper was leaked only in the Delhi region. Under the encrypted system, the exam centers will be provided with login details and encrypted question papers. The question papers will be printed and photocopied in the exam centers. “As a pilot project, we did this (used the encrypted system) for the class X compartment exam. There was no problem with it. We realized that the number of (test) centers were fewer — just 32. For the board examinations, we have almost 4,500 exam centers and close to 30 lakh children, so the board is deliberating on providing infrastructure at the examination centers,” CBSE secretary Anurag Tripathi said. He further added “the board would also provide a printed set of question papers in the banks in case of an emergency like technical glitches.” The board is also planning to provide the logistic support to exam centers for implementing the encrypted system.

Mumbai University students will soon be able to see the corrected answer sheets online



Mumbai University is gearing up to make the corrected answer sheets available online, said Vice Chancellor Suhas Pednekar and after this, the students will be able to view their corrected sheets without having to apply for the re-evaluation. Pednekar said that the university is working on making the scanned copies available to the students via an online portal. “We are planning to create a portal for students where they can view all their answer sheets free of cost. All they would need is a login ID and password. We will start this soon on an experimental basis,” he said. Currently, students have to apply with the Board of Examination and Assessment for re-evaluation and also have to pay the fees for the same. Pedneka further added “the university administration was convinced that the onscreen assessment system worked fine now after a flurry of reforms was introduced earlier this year. For the summer semester exam, held between April and June, around 11.21 per cent of the answer sheets remain to be assessed. Ghatule said “the results of major examinations such as B Com and BA were out and the rest will be announced soon.” “We are checking the viability of assessing answers sheets using laptops. We are looking at the security challenges. If it works out, it will be very convenient for teachers… to correct answer sheets,” said Pednekar.

In the coming one and a half year, the Delhi government has announced that will build 12,000 new rooms in the state-run schools in order to improve the infrastructure and standard of education in the state, said Deputy Chief Minister Manish Sisodia. On Twitter, Delhi Chief Minister Arvind Kejriwal dubbed the move as a massive infrastructure boost for the education sector of the national capital. According to the government, the entire project will incur a cost of around INR 2,892 crores. Sisodia said “the cabinet sanctioned construction of a total 12,748 rooms in Delhi government schools, including 9,981 classrooms, 106 multipurpose halls and 328 laboratories.” This also includes 204 libraries, principal, vice principal and staff rooms, as well as 1,067 toilet blocks. Of the total cost, 1300 crores will be given in the current fiscal year and the remaining 1,562.65 crore will be given in the 2019-20 fiscal year. “These rooms will be constructed in the next one to one and half years,” Sisodia, who also holds the education portfolio, said. Sisodia further added that the government wants to develop the capacity of the state-run schools so that they can accommodate 44 lakh children studying there easily. As of 2015, the AAP government has built nearly 8000 rooms in the state-run schools and with the construction of new rooms, the total number will cross 20,000. Sisodia said “the need for new rooms in schools will always be felt as children from private schools have now started moving to Delhi government-run schools due to improved facilities and education there.”

The e-counseling process for the Bihar Combined Entrance Competitive Examination Board (BCECEB) 2018 PCM will commence from tomorrow and the entire seat allotment process will be done online. The online registration portal for the same will open from July 19, 2018. The students must note that the process starting tomorrow is only for the candidates who appeared for the PCM group. The result for the BCECEB was declared on June 19, 2018 on the official website of the BCECEB and the rank cards and merit list of the candidates are available on the website. The application link for the same will activate tomorrow for the engineering stream only. The link will become active on July 19 at 10:00 am and the last date to register for the counseling is July 25, 2018 till 11L:59 pm. Qualified candidates are required to fill their preference of college and course in an online form and must take the print out of their choices. It is also important to remember that there will be no further rounds of counseling and students who will register will only be eligible for the second and third round of counseling. The detailed information on the registration process and counseling process will be released on the BCECEB website soon.

The Maharashtra State Council of Examination (MSCE) is expected to release the answer keys for the Maharashtra Teachers’ Eligibility Test (TET) 2018 soon. Once the keys are released, candidates can visit the official website (mahatet.in) to check the answers in the keys. The test is held to determine the eligibility of the candidates, who are aspiring to be teachers in the field of math, science and language. In order to clear the exam, the candidates are required to score the 60 percent marks and after that their certificates are valid for the period of seven years. Candidates who wish to improve their scores can re-appear for the exam. In a recent video conference with the State Education Ministers and Secretaries, HRD Minister, Prakash Javadekar, urged all the state governments to give special attention to the schemes under RUSA and Samagra Shiksha and fast track their implementation in the 117 districts. He emphasized that implementing these schemes soon will help in improving the quality of education and infrastructure. Listing out various projects and project-specific funding available under RUSA for expansion and setting up of higher education institutions in aspirational districts, Mr. Javadekar said, "A lot will depend on the State Government for the speedy implementation of the projects in Aspirational Districts." He informed that INR 1700 crores have been allocated for Aspirational districts and this amount will be used for: setting up 70 New Model Collegesupgrading 29 existing degree colleges to Model Degree Collegesstrengthening infrastructural facilities through new constructionupgrading/renovating and purchase of equipmentconstructing/upgrading hostels, laboratories, libraries, etc. The funds will also be used for setting up 7 new professional colleges in the Engineering and Management fields and will also be used to issue infrastructure grants to 188 colleges and 9 Universities. He also told that a separate amount of INR 5 crore has also been approved to improve the standard of higher education with the special focus on the females, SC/ST and educationally backward communities. The government has also made allocations which will be used to improve the following issues in the schools: Building separate toilets for the girlsProvide drinking waters to the school childrenMaintain cleanliness in schools The funds have already been allocated by the central government and has authorized the Panchayati Raj institutions to start the work by prioritizing the above-mentioned issues of the schools. "I request the state governments to ensure that there is proper coordination at the Panchayati Raj level," he said.

To curb the unjustified fee hikes in the private and unaided schools and make the education available for the complete society, the NCPCR has recommended a slew of measures such as the use of artificial intelligence and digital technology. The committee also suggested that every state should form a committee in every district to implement such regulation. Priyank Kanoongo, member (RTE & Education) at the National Commission For the Protection of Child Rights (NCPCR) said “the fees of schools should be fixed using a suitable mechanism by the use of digital technology and artificial intelligence”. The committee would be headed by the district collector or district magistrate and the fee should be determined for each school, he said. The NCPCR has already sent its recommendations to the HRD ministry and also suggested the formation of the parent-teacher association (PTA) which would be a part of the committee that will determine the fees of the schools. Kanoongo said “the PTA shall consist of one parent representative from each class such that three-fourths of members of such committee shall be parents or guardians”. According to the framework, after submission, “the proposal will be analyzed taking into consideration the variable indicators of expenditure and income (as given by the school in enclosed performas/forms/annexures including depreciation/loans/interests etc.) and constant indicators of the respective district using software/ artificial intelligence”. Kanoongo said “The schools will submit a proposal for fee determination and thosewhich fail to come out with proposals in the stipulated time period would be slapped with a fine of up to 10 percent of the total revenuegenerated by them in the preceding year”.

Earlier, the second merit list for the First Year Junior College’s (FYJC) was scheduled to be released today but following the HC orders, the list has been postponed to July 19. The official merit lists for the regions of Mumbai, Pune, Amravarti, Nagpur, Nashik and Aurangabad will be available on their respective websites. However; the merit list for the Mumbai and Pune will be available at mumbai.11thadmission.net and pune.11thadmission.net. The first merit list was released on July 7 and according to the reports, nearly 2.3 lakh candidates applied for the seats of which 1.2 lakh candidates were allotted the seats. After the first round, about 50,000 seats have already been filled and students can check the vacancy status and cut-off of the first merit list on the website. This year, the cut-off remains high for the colleges as top scorers have raised the bar in many sought-after colleges for the seats. In the first round of seat allotment, about 1.2 lakh applicants were allotted seats in junior colleges in the Mumbai Metropolitan Region.

IIT Madras will conduct the Graduate Aptitude Test in Engineering (GATE) 2019 to determine the eligibility of the candidates who wish to join the masters and direct doctoral programs offered by the various IITs and IISCs of the nation in various branches of engineering, technology, architecture and science. The GATE score is also used by the several PSUs such as BHEL, GAIL, HAL, IOCL, ONGC, etc. for the direct recruitment of the candidates in these organizations. Next year, the exam will be conducted in 24 subjects on 2nd, 3rd, 4th and 9th of February 2019. The score of the GATE exam remains valid for the three years. The registrations for the exam are done via GATE Online Application Processing System (GOAPS) and certain universities such as RWTH Aachen and TU Munich requires the GATE score before they consider the Indian nationals for the admission into the postgraduate courses. Educational qualification For the GATE exam, there is no age limit and the candidate must have a graduate level degree in BE, BTech, BPharmacy, BArch, BSc (Research), BS, MA, MSc, MCA, Int MSc or Int BSMS. Exam pattern The GATE exam is held for the three hours. A total of 65 questions are asked with a total weight of 100 marks and candidates are given three hours to attend the exam. The exam tests the candidates in general aptitude, engineering mathematics and core engineering area of the candidate. The exam consists of questions in the form of MCQs and fill in the blanks. While MCQs have negative marking for the wrong answer fill in the banks do not impose any such penalties. The pre-primary kids in the government schools of Punjab will soon be assessed on the basis of activities under the project ‘Padho Punjab, Padhao Punjab’, said The State Council of Educational Research and Training (SCERT). According to the letter released by the SCERT, the pre-primary students will be assessed thrice a year-- July, November and March. The orders further clarify that teachers can only give positive remarks on the report cards of the students and it must be shared with the parents. In November 2017, the Punjab government has claimed that it has become the first state in the country to introduce ‘pre-primary playway’ classes for the students between the age group of 3-6 years. The orders were issued on Friday and strictly said that students can only be assessed on the basis of teacher’s observation and this observation needs to be carried out for 15 days for each child during the playful activities.
