National Education Policy Draft received more than 77000 feedback letters



According to HRD Minister Ramesh Pokhriyal Nishank, The HRD Ministry has received more than 77000 comments and letters on the draft of National Education Policy. The extended deadline for accepting the feedback on National Education Policy ends on Wednesday, July 31. “About 5% of the feedback received so far is useful, and will be taken into account,” said a senior HRD Ministry official. The Center is sifting through the recommendations and will take next few weeks to make final changes to the draft before it is submitted for Cabinet approval. Majority of the letters came in opposing the changes suggested in the draft regarding the teachers’ recruitment norms. The draft policy is scathing its assessment of the current teachers’ recruitment procedure. “There are few initiatives that explicitly aim to recruit the best-performing students or those that have the most talent for teaching, into the teaching profession. In particular, current teacher recruitment does not involve any interviews or classroom demonstrations that assess motivation and passion; written examinations such as the Teacher Eligibility Test (TET) often have little correlation with teaching ability,” it said. The draft recommended a complete overhaul of the system and said that TETs must be strengthened “through improved test material correlated to capacities of outstanding teachers, both in terms of content and pedagogy. Finally, in order to gauge passion and motivation for teaching, a classroom demonstration or interview will become an integral part of teacher hiring at schools and school complexes; these interviews would also be used to assess comfort and proficiency in teaching in the local language, so that every school/school complex has at least some teachers who can converse with students in the local language,” says the draft. These suggested moves have been opposed by the teachers union. The suggestion to close down a large number of substandard teacher training institute also came under fire as many times there are local and political interests involved in running of these institutions. More consultations with all State Education Ministers are scheduled after the end of the Parliament session.

The results of the UP Board class 10th compartment exams have been declared by the Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP). Students who had appeared in the exams can visit the official website -- upmsp.edu.in and check their results. UPMSP has also declared the results for the improvement exams. Improvement exams were held for the students who had failed in one subject in the official exams. In case of compartment exams, students get to appear in one of the two subjects in which he/she has failed. "70 students registered for the high school compartment examination of which 54 appeared and 43 (79.63%) passed. Similarly, in the improvement examination, of the total 16,333 registered for the exam, 14,629 appeared and 14,607 cleared the same registering the pass percentage at 99.85%," media reports quoted UP Board Secretary Nina Srivastava saying. UP Board is also the first board to release the date-sheet for the 2020 board exams. Class 10th exams of the UP Board will commence from February 18 and will conclude on March 3. Class 12th exams of the Up Board will commence on February 19 and will conclude on March 6, 2020. The exams will be conducted in two shifts on each day. The first shift will start at 8:00 am and end at 11:15 am and the second shift will start at 2:00 pm and end at 5:15 pm. Students of class 10th will have Hindi as their first exam and IT/IES as their second exam and class 12th students will have Hindi and General Hindi as their first exam and their exams will end with vocational subjects March 6, 2020.

The Delhi Government has directed all the schools in the national capital to allow random checking by police personnel during the period of change of shift or closing of the school and the schools have been asked to submit a report regarding the presence of police personnel in the van. "The Task Force on Women Safety” in Delhi has held several meetings to ensure that appropriate actionable measures are being taken to ensure the safety of the women. In one of the meetings, it was decided that Delhi Police should intensify random checking around the schools. "In a meeting held recently to review the progress on various action points relating to the recommendations of the Task Force, it had been decided that all schools under the Directorate of Education (DoE) must ascertain as to whether these checkings are taking place or not," a senior DoE official said. "It has accordingly been decided that all principals of government and private schools shall ascertain the presence of police personnel or mobile police van around school premises during the period of change of shift or closing of the school. Schools are also required to submit a report in this regard," the official added. The DoE also directed the schools should assign 2 to 3 teachers for 15 minutes at the gate before the change of the shift and 15 minutes after closing. The instructions are for all the schools irrespective the number of shifts they are running.

In the last two years, a total of 2461 students have dropped out of the Indian Institutes of Technology (IITs). The data was provided by the Ministry of Human Resource Development last week. Out of the total dropped out students, 371 were from the Scheduled Caste (SC), 199 from the Scheduled Tribe (ST) and 601 from the Other Backward Classes (OBCs). In case of Institutes of Management (IIMs), a total of 99 students have dropped out of which 14 were from SC, 21 from ST and 27 from OBC category, Minister of Human Resource Development Ramesh Pokhriyal 'Nishank' said. Most of the students who dropped from IIT are from IIT Delhi (782), followed by IIT Kharagpur (622) and IIT Bombay (263). When asked about why students are opting out from the premier institutes of the nation the minister said “the reasons may be attributed to shifting to other colleges/institutions, personal reasons, medical reasons, placement during PG courses and pursuing higher education abroad”. "The drop out in Undergraduate programs is attributed to withdrawal due to wrong choices filled, poor academic performance, personal and medical reasons," he added. The minister said that to decrease the drop out rate from these institutes have adopted various corrective measures such as appointing advisors to monitor the academic progress of students, provision of additional classes for academically weaker students, peer-assisted learning, counseling on family and personal issues, psychological motivation, appointment of liaison officers, internal complaints committee and extracurricular activities to de-stress students.

On Friday, Haryana Chief Minister Manohar Lal Khattar announced that the top 100 government senior secondary and higher secondary schools would be developed as model schools based on the evaluation. Besides these 100 schools will provide coaching for the NEET and JEE exams to the top-performing students of the government schools. The announcement was made by the CM during an event in Panchkula, in which 640 meritorious students given away laptops. Mr. Khattar also announced that to ensure employment to the skilled students, career counseling will be soon started in the schools. On the occasion, CM also launched 'Saksham CM Scholarship' scheme under which more than 8,000 meritorious students of Class 6th to 12th would be given a scholarship. CM also launched three mobile applications -- Saksham Adhyapak App, a question bank of videos and other teaching training material Saksham Samiksha app- a GIS based application for the effective monitoring of 15,000 schools Saksham District Dashboard to see the key performance indicators of all districts online. He also asked the teachers to form 3M -- Monitoring, Mentoring and Motivation and use them as a base for their all teachings.

On Friday, the West Bengal government announced a hike in the grade pay of the primary teachers. The enhancement of the grade pay was notified by the school education department of the government. "The grade pay of trained primary teachers in enhanced from Rs. 2,600 in pay band 2 to Rs. 3,600 in Pay Band 3 and the grade pay of untrained primary teachers is enhanced from Rs2,300 to Rs. 2,900 in Pay Band 2 with effect from August 1, 2019," the notification said. "We have not seen the order yet. But we have heard about it. If this announcement is true we are not at all happy. We are waiting for the government's decision on the revocation of transfer orders of 14 primary teachers," Sandeep Ghosh, one of the agitating teachers, said. On Thursday, State Education Minister Partha Chatterjee said that the government has agreed to effect a hike in the pay grade of the primary teachers. He also reasoned that teachers are being transferred due to the shortage of teachers in other schools. Earlier, actor-director Aparna Sen also paid a visit to the primary teachers and urged the state government to look into their matte with utmost importance. She also said that state government should stop giving donations to the clubs, organizing different festivals and pay its dues to the primary teachers. "I am ashamed to think of myself as a Bengali. What is happening in our state? (The state government must) stop giving donations to the clubs ... stop organizing different festivals and immediately pay the dues to these teachers," Ms. Sen said after meeting the agitating teachers.

CTET 2019: Today is the last day to submit the objections against the answer key



The window to submit the objections on the CTET answer key will close today. The answer key for the CTET 2019 exam was released on July 24 by the Central Board of Secondary Education (CBSE) and candidates were given until July 26, 12:00 AM to submit their objections. The answer key and the respective response sheet of a candidate can be downloaded from the official website. For each objection submitted, candidates will be required to submit INR 1000. The fee is non-refundable whether the objection is found correct or not. This year, the CTET exam was conducted on July 7. More than 21 lakh candidates had registered for the exam and more than 14 lakh candidates appeared for the exam. CTET is an eligibility exam, scores of which are used by schools for recruitment of teachers. Candidates are also allowed to submit objection on the scanned response sheet.

After completing the seat allocation process for the first round, the Bihar Combined Entrance Competitive Examination Board (BCECEB) has decided to cancel the allocation status and admissions done based on the first list. Following the process, the board has invited all the students to fill fresh choices for the allotment. The board has now opened the counseling registration window for the students who could not register for the counseling the first time. Release of the faulty seat matrix is being attributed to the rollback of the counseling results but the board has yet to release the official statement regarding the rollback. The most affected students after this are the students who have completed their admission process after the first list as under fresh allotment they may be allotted a college with lesser rank. Fresh registrations could also mean more competition during the seat allotment process. Students who could not register for medical counseling in Bihar can now register for the counseling from July 27 to July 29. The updated seat matrix will be released on August 2 and seat allotment result will be released on August 5, 2019.

The registration window for the counseling process for the UG, PG and Ph.D. courses offered by the Indian Council of Agricultural Research (ICAR) is now open. Seats will be allotted to the candidates based on ranks and marks secured by them in the AIEEA/ICAR AICE exam. The rank and scorecard for the AIEEA UG/PG exam and AICE exam are also available on the official website. Candidates who have qualified the entrance exam can register for the counseling process by logging into their candidate’s profile using their application number and date of birth. As of now, the official website is under construction so candidates will have to wait for a while before they can register for the counseling process. The window for the registration process, display of seat matrix, choice filling and final submission will remain open from July 26 to July 30, 2019. The result of the first round of allotment will be released on August 1, 2019. Once the allotment results are out, candidates will be able to download their provisional admission recommendation letter. Candidates who will be allotted seat in the first round will have to report to the allotted institution for admission and document verification from August 2 to August 6, 2019.

Mr. Mukherjee, during his address at a special convocation ceremony of Techno India University said that the education system needs to be re-oriented so that it can help the students to achieve the practical goals. "In every sphere of our lives, the influence of science and technology is becoming so pervasive that human existence is simply inconsiderable in its absence," he said. "For students to become risk-takers and innovators, our education system needs to re-orientate itself to achieve necessary practical and technical goals," Mr. Mukherjee asserted during his address. Science and technology are all about risk-taking and failing, he added. "The most important tool that a person in a technical profession should possess is the power to think creatively and analytically. The selection process for students should be based on these criteria," Mr. Mukherjee, who was awarded Bharat Ratna last year, said. On the occasion, the university also announced the scholarship scheme named after the former president.

The indefinite hunger strike by a section of primary teachers in West Bengal has entered the 13th day. The primary teachers are seeking a pay hike and state Education Minister Partha Chatterjee has assured that the government is looking for a solution. The agitators, under the banner of Usthi United Primary Teachers' Welfare Association, are also seeking the revocation of the state government order which has transferred 14 of their colleagues to the faraway places. Pritha Biswas, the spokesperson of the association, said that the teachers are waiting for the official communication from the government. "To this date, there has been no official communication from the state regarding our demands. We only get to hear the comments made by the education minister during his interactions with media persons," Ms. Biswas said on Thursday. On Wednesday, Mr. Chatterjee told reporters “the government will certainly think about hiking the pay scale of the primary teachers, keeping in mind two factors - their educational qualification and the fiscal condition of state exchequer.” He also accused the BJP and the CPI(M) of politicizing the issue for personal gains. "Political parties of different hues are visiting the agitating teachers and taking political advantage of the situation," the minister had said. Earlier, Mr. Chaterjee had said that increasing the salary of the teachers would put a huge financial burden on the state exchequer. Ms. Biswas however; said that the fast would continue until the state agrees to fulfill their twin demands. "We want an official communication from the education ministry. Till then, the movement will continue," she said.

"Students undergoing Class Room Teaching conducted by the Regional / Chapter Offices of the Institute and pass the requisite tests shall be exempted from the Online Pre-Examination Test on receipt of performance reports from the respective Regional / Chapter Office," it said.

Under the new India-UK bilateral pilot scheme India will fund the students from the UK to visit India during their studies. The scheme has been launched to support Britain's universities to collaborate with Indian partners under which the universities from the UK will send students to India during their study. The "UKEIRI Mobility Programme: Study in India", is an initiative of Universities UK International (UUKi) and British Council India, which aims to generate 200 opportunities for the undergraduate students from the UK universities. The aim is to attract 200 students from UK bu 2021. Under the program, priority will be given to the students who are from under-represented groups. "International opportunities such as these can offer fantastic benefits to our UK students, particularly those from disadvantaged backgrounds, to set them up for exciting, successful careers," said UK Universities Minister Chris Skidmore. "Not only do these opportunities offer students the chance to further their personal development through rich cultural and academic experiences in India, but they also help to develop our own ''global citizens'' who are ready to succeed in an increasingly international marketplace," he said. Another aim of the program is to support the employability of UK graduates and to prepare them for the global market. The program also aims to support the internationalization of Indian higher education. Vivienne Stern, Director, Universities UK International, said: "We know that students who go abroad tend to do better academically and professionally. This scheme will be good for individual students and good for UK universities, but it also fits neatly with the government of India's goal to attract a greater number of international students and support the development of international networks for some of India's strongest universities." The program will be funded by the UK and Indian governments as part of Phase 3 of the UK-India Education Research Initiative (UKEIRI).

The information brochure for the Graduate Aptitude Test in Engineering (GATE) 2020 has been released on the official website of the GATE -- gate.iitd.ac.in. The information brochure consists of the details about the exam pattern, marking scheme, syllabus, sample question papers, cut-off and other important information about the examinations. GATE 2020 will be conducted by the Indian Institute of Technology (IIT), Delhi on February 1, 2, 8 and 9, 2020. The exam will be conducted in two shifts -- 9:30 am to 12:30 pm and 2:30 pm to 5:30 pm. The results of the Rajasthan Pre Education Teacher Test (PTET) have been released by the Dungar College, Bikaner. Candidates can check the results from the official website -- ptet2019.org. In 2017 and 2016, the exam was conducted by the Maharshi Dayanand Saraswati University and Kota University, respectively. The exam was held on May 30 and the results of the same were declared on May 30. The result of the PTET first counseling along with the allotment letter has been released. Candidates whose names are in the list should pay the fee in the respective bank from July 23 to July 29. Selected candidates will be required to report for the counseling from July 23 to July 30. According to a report from Times of India, 87 percent of the UG seats in engineering and technological courses in Tamil Nadu remains vacant after 2 rounds of TNEA 2019 counseling. According to an official from All India Council of Technical Education (AICTE) four engineering colleges in Tamil Nadu have already opted for the progressive closure. According to another report by Indian Express, till July 18, the last day of the second round of seat allotment under the TNEA, only 21 thousand seats have been filled out of total 1.66 lakh seats available. The report further said that only 27 out of 494 colleges in the state were able to fill more than 50 percent of the sanctioned intake. With the speed, the things are progressing it is estimated that only 36 percent of the total available seats will be filled Tamil Nadu engineering colleges. The third round of the TNEA counseling began on July 21 and the final allotment result for this round will be released on Tuesday, July 23. Candidates with ranks up to 64,093 are allowed for the TNEA 2019 third round counseling. Round 4 of the counseling will commence from July 23 and candidates with ranks up to 1,01,692 will be allowed to appear in this round.

Only 16% of India’s research work get recognition in World's Top 10 Journals



A report published by the government has revealed that only 15.8 percent of India’s research work is published in the top 10 journals globally. The report further indicated the dire need of the nation to focus on the quality research in the country. When compared globally, India lags behind the UK, which has 37.3 percent research work published in top 10 journals, the US (36.2 percent), Germany (33.4 percent) and China (27.6 percent). According to Scimago Journal Rankings, India ranks fifth in the global research publication output but the top spots are continuously reserved by the US, China, Germany and the UK both in terms of qualitative and quantitative research. "Presently, sizeable numbers of research and technology institutions/universities are spread across the nation, which includes central/state government funded and self-financed institutions. Despite these huge investments, the quality of research and innovation (R&I) is not of current global standards. Moreover, none of these institutions are amongst the top 100 R&I institutions in the world. Also, the quality of the workforce produced by these institutions is not amongst the best in the world," the HRD Ministry's Education Quality Upgradation and Inclusion Programme (EQUIP) report has said. The report has called for increasing the share on investment in research in order to obtain the global standards and research, innovation and development. "India's R&I investments vis-a-vis global standards show that India's R&I investments have steadily dropped over the last decade - from 0.84 percent of Gross Domestic Product (GDP) in 2008 to around 0.69 percent in 2018. For the sake of comparison, the levels of R&I investment as a proportion of GDP in some other countries are the US (2.8 percent), China (2.1 percent), Israel (4.3 percent) and South Korea (4.2 percent)," it added. The report further pointed out that with a significant increase in the investment in research and innovation, China now produces the maximum number of PhDs globally and produces four times the number of articles than India. On the other hand, India’s investment in research has steadily declined over the years and as a result India severely lags in patents and publications produced.

In a report released by MHRD for Punjab, the ministry said that private schools in Punjab are still not admitting the children from disadvantaged and weaker sections which is mandated under the Right to Education (RTE) Act. As per the Appraisal Report of Annual Work Plan & Budget 2019-20, released Friday, “The State (Punjab) has reported that admissions under Section 12 (1)(C) has not started. State had earlier reported that it has notified disadvantaged groups and Weaker Sections for the purpose of admission in private schools. However, State is yet to provide notification (to MHRD) in this regard”. As mandated under the section 12 (1)(C) of the RTE Act, 2009 unaided private schools have to reserve at least 25 percent seats for the children from the disadvantaged group in the neighborhood and provide them free of cost elementary education. All the expenses borne by the schools are reimbursed by the government on the basis of per-child expenditure. In its defense, the Punjab government said that as mentioned in Rule 7(4) of the Punjab RTE Rules, 2011, schools have to admit such children on its own and in case such children fail to get admission in the government and aided schools then they can apply in the private schools against the seats reserved for them. However, the MHRD report says that the State Rule 7(4) provides that “all admissions of children belonging to the weaker section and the disadvantaged group shall be made by the school itself. If such children are unable to get admission in the schools referred to in sub-clauses (i) and (ii) of clause (n) of section 2 due to non-availability of seats or for any other reason, then their parents or guardians may apply to get admission in the schools referred to in sub-clauses (iii) and (iv) of clause (n) of section 2 against the twenty-five percent seats reserved for them. Admission to these seats shall be made by a draw of lots.” The disadvantaged groups include: SCs, OBCs, children affected with HIV or cancer, orphan child, war widow’s child, destitute parents’ child and weaker sections include those below income tax limit.

For this nationwide professional examination also, live CCTV Surveillance through more than 9000 CCTVs was carried out," said the exam conducting agency. "Cheating using the mobile network and other electronic devices was prevented using Jammers at all centers," it added further.

Progressive closure means that these colleges will not take fresh admissions from this academic year. Most of these institutions are from UP. An official from the AIVTE said ‘The "progressive closure", however, will not affect studies of the existing students, albeit, the institutes will stop admitting fresh students and continue to function till the time the existing students graduate’. On Friday, AICTE chairman Anil Dattatraya Sahasrabudhe laid stress on the need of increasing the interaction between industry and academic institutes and said “it is the responsibility of the industries to associate themselves with academic institutes throughout the year to enhance employability and teachers should be well equipped for the holistic development of the students”. Most of the fresh graduates from the colleges are not employable because there is no experience-based learning in the institutes and conducting some random seminars now and then will not solve the problem. The only way to overcome the problem is to increase the strategic collaboration between the industries and academic institutes, he said. "The students often fail to answer during interviews as there is no experience-based learning. Just conducting seminars is not enough, there should be industry-institute collaborations throughout the year," Mr Sahasrabudhe said in an interactive session. It is important for industries to become an active part of the curriculum design and support laboratory facilities, funding centers of excellence, arranging industry visits by the college students, and even partial off-loading of Research and Development projects to colleges. They should not visit only once a year to the colleges for placement activities. "Basic foundation has to be created in the institution and specialized learning has to happen in the respective industries. More than specific skill gaps academia should worry about generic skill gaps like communication skills and so on," he said.

IIT Madras is all set to launch the nation’s first ‘techMBA’ program for its undergraduate students from all streams. Students undertaking the ‘techMBA’ program will be awarded dual degrees: Engineering UG degree (B.Tech.) and Master's degree in Management (MBA). The program is a part of the Five-Year Inter-Disciplinary Dual Degree (IDDD) program and is conceptualized by the Department of Management Studies (DOMS), IIT Madras. The program will be introduced from the academic year 2019-20 and will have an initial intake of 25-30 students. The foundational techMBA courses will be delivered by the Department of Management Studies during the third and fourth year of the UG programs. "We believe techMBA program would be a trendsetter academically and a game-changer professionally. We look forward to collaborating with the far-sighted corporations to invest our energies in the development of the next generation millennial talent founded on the pillars of technological depth, managerial breadth and business wisdom," Prof. G. The five national laboratories are: CSIR-Advanced Materials and Processes Research InstituteCSIR-Central Scientific Instruments OrganisationCSIR-Central Electronics Engineering Research InstituteCSIR-Institute of Minerals & Materials Technology CSIR-National Physical Laboratory of India CSIR or Council of Scientific and Industrial Research is the largest research and development organization of the nation and works under the Government of India. The MoU was signed by the directors of the respective laboratories and Prof. V. Ramgopal Rao, Director, IIT Delhi. In his opening remarks, Prof. V. Ramgopal Rao said that IIT-Delhi has been providing its students and faculty with the world-class infrastructure and conducive environment for the research. He also talked about the plans to initiate the 60 Interdisciplinary Research projects with the five CSIR laboratories this year. Welcoming the partnership, Dr Mande said “CSIR laboratories can benefit immensely with such collaborations that are in the mutual interest areas of research and together it can participate more proactively in solving nation's persisting problem in the areas of science and technology, healthcare.” The MoU will also serve as a platform for the students, faculty and research scholars to contribute towards research, development and growth of the nation.

Providing relief to the students who want to pursue post-graduation, the Union Health Ministry has proposed to scrap the NEET-PG exam and instead final MBBS exam would serve as the entry point for the MD and MS programs. According to the officials, the amendment has been incorporated into the revised draft National Medical Commission (NMC) Bill and will be sent to the cabinet soon. "According to the amendments made in the fresh NMC Bill, entry into the PG programs will be on the basis of the results of the National Exit Test (NEXT), which would be held as a common exam across the country. So the candidates would not have to appear in a separate exam after clearing the MBBS final exam for admission to PG courses," the source explained. In order to obtain a license to practice, students will no longer have to appear for the separate exam however; for admissions in PG program at AIIMS students will have to appear for a separate entrance exam. The source further said that the NEET Super Speciality exam for admissions to DM/MCh courses will continue. According to the official data, every year around 80,000 students take admission into the MBBS courses while 1.5 lakh students appear for the entrance exam for 50,000 seats PG seats.

The final answer key for the AIEEA (UG), AIEEA (PG), and AICE JRF/SRF exam has been released by the National Testing Agency. The final answer key has been released after the resolution of the various objections received on the provisional answer key which was released earlier. The provisional answer key was released on July 8, 2019 and challenges were accepted until July 10, 2019. Rajasthan University’s VC donated his salary for the scholarship of poor students



On Saturday, Rajasthan University’s VC RK Kothari, presented the scholarship to 11 students. The scholarship to the students was given from the salary of VC and each student received a scholarship amount of INR 6000. At the time of assuming his position as a VC of the University, Mr. Kothari had said that as a VC of the university he will not take a salary for his responsibilities and duties instead all of this salary will be distributed to the needy students in form of scholarship. As of now, he has distributed scholarship among 105 girls and 51 boys worth rupees 9 lakh 36 thousand. All students have to pass through a certain selection process to be eligible for receiving the scholarship. Earlier, in December 2018, Mr. Kothari had also distributed sweaters worth rupees 20 thousand 280 rupees among students from the poor background who are studying in the Balniketan school. The school is managed and run by the university.

Abdul Rehman (name changed) a research scholar has submitted his scholarship application for Maulana Azad National Fellowships (MANF) for minority students in last December. Since than Abdul and several other students like him are awaiting the list of selected candidates. The government on the matter has said that the list will be released in the last week of July. "Doing research without proper financial assistance is really difficult. I work in the field of History which demands travel to various places in the country. This is apart from the living expenses in a metro city like Delhi," Abdul complains. He says, that every research scholar who does not have a financial backup needs at least 12 thousand rupees to support their studies per month. "I owe money to several people. This is the life of a normal research scholar. I had huge expectations from the MANF while I was applying for it last June," he said. Several other students from across India are facing the same concerns as Abdul’s. "Ever since applications were invited for MANF and OBC Fellowships, UGC NET exams were held two times, which in turn means that the slots of those who qualified JRF in this period will be wasted if UGC don't crosscheck those whose names appear in the lists of both," another student who had applied for MANF said. "After applying for MANF in January, I had tweeted several times to the MHRD, UGC, Minority Affairs Minister, etc. asking about the delay in declaring the result. Virtually it's now almost three years since they provided MANF, RJNF and OBC Fellowships," he said. When contacted the Minority affairs ministry about the delay they passed the blame on the UGC and said that ministry has done its job on its end and now it is the responsibility of the UGC to disburse the funds. When questioned about the matter in Rajya Sabha, Human Resource Development (HRD) Minister Ramesh Pokhriyal 'Nishank' “the UGC has already initiated the selection process for award of fellowship for the year 2018-19 under National Fellowship for Students of Backward Classes (OBC) and MANF.” "In this regard, the UGC has constituted an Expert Committee for finalizing the award of the fellowship. As informed by UGC, the screening of the applications has been done in the Expert Committee meeting held on 29th and 30th May, 2019. The Expert Committee meeting is scheduled on 25th and 26th July, 2019 for finalization of selection," the minister said.

If the New Education Policy is approved and implemented then students from classes 3, 5 and 8 will have to appear for the board-like exams. However, these tests will only be summative and formative. One of the rationales behind this is that board exams are held only in class 10th and 12th. The draft, which is currently in the public domain has pointed out the drawbacks of the board exams in their current format. The policy underlines that students of class 10th and 12th feels enormous pressure during their board year and this has given birth to the harmful culture of the coaching. Everything else takes a backseat in the students’ life during these two years. "In particular, real understanding, thinking, analysing, doing, and learning takes a secondary seat to mugging, rote learning, and obtaining coaching for performing on these life-altering examinations," says the draft policy. Another drawback of these exams is that students are forced to concentrate only on a few subjects which is against the principles of holistic development. To address such drawbacks, the policy has suggested overhauling the entire board examination system. The draft says that board exams should test the students’ core capacities instead of accessing a few months of rote learning. "The goal will be to be flexible, like the curriculum, and to design the Board Examinations so that any student attending classes in their chosen subjects and making basic efforts in these classes will be able to comfortably pass their Board Examinations..." The policy also suggests to eliminate the high stakes in the board exam and allow students to appear for the exams twice in a given academic year.

From the academic year 2020-21, AICTE will remove the discipline with low employment potential and will permit only disciplines which have a brighter scope in future such as Artificial Intelligence and Blockchain. Lok Sabha was informed of this development on Monday. Responding to the questions during the question hour, HRD Minister said that engineering students are being trained so that they can be a part of make in India initiative by the government. In a bid to bridge the gap between the industry and the students AICTE has mandated the internship for the students. Responding to a question on employability, he said that the IIT students are placed in 200 of the top 500 companies of the world. Shashi Tharoor from the Congress claimed that there is a mismatch between the skills learned by the students and needed by the industry. He said that the mismatch should be removed. Taking a dig at the PM he said that if right skills are imparted to the students then they won’t have to sell the pakodas. In a written response, Nishank said “AICTE will not allow new conventional disciplines with low employment potential from the academic year 2020-21 and will allow only new and emerging fields like Artificial Intelligence (AI), Internet of Things (IoT), Blockchain, Robotics, Quantum Computing, Data Sciences, Cyber Security, and 3D Printing and Design.”

Earlier a report released in India pointed that half the children in class 5 could not read the text meant for the children studying in class 2. The report, among other things, pointed out that the teachers lack the necessary skills and motivation for the job. The quality of education does not only depend on curriculum and infrastructure but also depend on the quality of teachers in the class. National Education Policy draft has suggested some provisions which can help in creating a robust network of the teachers across the nation. Improving the recruitment process To begin with, the draft highlighted the need to hire teachers who have a talent for teaching and pointed out that very few initiatives are being taken to recruit the teachers who are innovative. It also points out that the current recruitment process does not pay attention to practical aspects of the teachings such as lecture delivery and style of teaching. The draft further pointed that Teacher Eligibility Tests (TETs), both at central and state level are completely theory based and have little correlation with teaching ability. The draft suggests adding classroom demonstration as a part of a teacher recruitment process. Number of teachers Schools run by the government are facing a dire shortage of teachers with many schools having a single teacher who is teaching all the grades. NEP has suggested that teachers in the subjects of art, physical education, vocational education, and languages be hired to a school complex instead of to just one school. By school complex the policy means “conglomeration of local area schools consisting of one secondary school and a number of pre-primary through middle schools.” Thus, teachers hired can be shared across the schools in the complex as needed. Local teachers Another issue highlighted is the lack of teachers from the local communities with whom students can talk in their regional language. To address the issue, the policy has made suggestions that local experts be hired by the schools "specialized instructors" in various subjects, such as traditional local arts, vocational crafts, entrepreneurship, agriculture etc.

On Saturday, Vice President M Venkaiah Naidu suggested that students in schools, at least at the primary level, must be imparted instructions in the mother tongue. "Our languages must unite us in the cause for inclusive and sustainable development and must not end up as tools to divide us," he said. Naidu said that there should neither be imposition nor opposition to any language and said that preserving a language is a multi-pronged approach and it is high time to rethink and reinvent the entire language education in the country. Addressing the Golden Jubilee Celebrations of the Central Institute of Indian Languages (CIIL) at Mysuru, he said, "We must start by making the mother tongue the medium of instruction in our schools, at least at the primary level." The Vice President also expressed happiness that the New Education Policy draft has given a number of suggestions which support education in home languages, mother tongues, tribal as well as sign languages. Hoping that more people will start using their vernacular tongue in the schools, homes, communities and offices Naidu said that a sense of dignity and pride must be accorded to those who use these languages. "Language should become a catalyst for inclusive development," he said, adding that language promotion should be an integral part of good governance.

In the Indian Higher Education system the ratio of teacher to students is lower and in this category we lag behind the nations such as Brazil and China. These facts were brought to light by a report published by the government. The 24:1 ration in Indian institutes is lower than 19:1 in Brazil and China. In the report,  countries were compared and the nation’s students to teacher ratio was lower than that of Sweden's 12:1, Britain's 16:1, Russia's 10:1 and Canada's 9:1. This is not only over-burdening the teachers but is also affecting the quality of academics and research taken up the teachers. "A low student-teacher ratio indicates the burden on a single teacher of teaching multiple students as well as the lack of time that each student gets. Apart from this simplistic effect, in an institution of higher learning, a smaller number of overburdened teachers are also unable to pursue any research or encourage their students to do so. Consequently, the culture of questioning and reasoning cannot be inculcated as a part of higher education in most institutions," the Education Quality Upgradation and Inclusion Programme (EQUIP) report said. The overall situation is getting worse as the student intake is increasing in the institutes (newly approved EWS quota) and low faculty recruitment in the higher education institutes. According to a rough estimate, the nation’s higher education sector is facing the shortage of nearly 5 lakh teachers (central, state and private universities). "India is short of professors, with 6,600 posts vacant in central universities, a shortfall of 33 per cent. In IITs and state universities, 35 per cent and 38 percent vacancies need to be filled respectively," the report stated

IGNOU OPENMAT and B.Ed admit cards released



The admit cards for the IGNOU OPENMAT and IGNOU B.Ed entrance exams have been released by the National Testing Agency. The National Testing Agency is the official agency mandated by the government to conduct entrance and competitive exams in the country. The admit cards are available on the official website -- ntaignou.nic.in. Candidates who have registered for the exam can download their admit card by entering their application number, password and the security pin provided on the page. IGNOU admit cards are issued provisionally to the candidates subject to their satisfying the eligibility criteria. After downloading the admit card from the website, candidates are required to report to the allotted center for the exam as mentioned on the admit card. Candidates appearing other than the allotted date, center and time will not be allowed to appear for the exam. "Due to the extension of the Candidate Registration date (from 1st July to 5th July 2019), the display of B.Ed. and OPENMAT (MBA) Admit Card has been rescheduled. The admit card for these tests shall now appear after 6th p.m. on 12th July 2019," the NTA said in a statement yesterday. "Candidates are required to read the instructions carefully, download the Admit Card, take a print out of it and bring the Admit Card on 27th July 2019 to the Test Centre," the statement added.

In a letter to the Deputy Chief Minister Manish Sisodia, Delhi University Teachers Association or DUTA has urged to renew the appointment of the ad-hoc teachers in various colleges of the Delhi University. The teachers’ body, in a letter said “the insensitive and unimaginative manner of implementation of EWS reservation in teaching posts' in Delhi University 'threatens the livelihood of ad-hoc teachers who have for years shouldered the responsibility of the academic and corporate life of our colleges”. "While permanent appointments are yet to begin, the actions of the Central Government, the UGC and the University administration has ominous consequences for the talented but vulnerable young faculty," the letter said. The organization also wrote that the permanent threat to the livelihood of these teachers lies in creating additional teaching posts along with increasing the students intake. "Securing teachers' livelihood and maintaining educational standards are co-determining. The UGC has failed to appreciate this while allocating funds for additional teachers and non-teaching staff. It has allocated what can be described as a token sum that will be academically inadequate," the organisation said. In its letter,. "We also reiterate our demand that the Delhi Government release the mandatory 5% funding to the other partially funded colleges in its fold. The CAG has also pointed out that payment is due in many colleges. Non-disbursal of funds on time severely affects the academic and administrative functioning of these colleges," the letter said.

The results of the University Grants Commission’s National Eligibility Test (UGC NET) results have been declared by the National Testing Agency (NTA). The exam was conducted in June 2019 in a computer-based mode in multiple shifts over a period of seven years. The results released contains the normalized scores of the candidates. All the scores are based on the relative performance of the candidates who have appeared for the exams. Apart from releasing the results of the UGC NET, NTA has also released the cut-off list for the Assistant Professor and JRF. Though, the results have been released candidates are facing the issue in accessing the results as the web server is not responding due to overload. Candidates are advised to be patient. Candidates must know that NTA is only responsible for conducting the exam and releasing the results and the qualification e-certificates will be released by the UGC NET bureau. UGC will notify the candidates about the e-certificates shortly. Candidates who have qualified for the JRF, the validity period of the offer is three years which begins from the date of issue of the JRF award letter.
