National Education Policy Draft: Teacher recruitment process to add classroom demonstration



Earlier a report released in India pointed that half the children in class 5 could not read the text meant for the children studying in class 2. The report, among other things, pointed out that the teachers lack the necessary skills and motivation for the job. The quality of education does not only depend on curriculum and infrastructure but also depend on the quality of teachers in the class. National Education Policy draft has suggested some provisions which can help in creating a robust network of the teachers across the nation. Improving the recruitment process To begin with, the draft highlighted the need to hire teachers who have a talent for teaching and pointed out that very few initiatives are being taken to recruit the teachers who are innovative. It also points out that the current recruitment process does not pay attention to practical aspects of the teachings such as lecture delivery and style of teaching. The draft further pointed that Teacher Eligibility Tests (TETs), both at central and state level are completely theory based and have little correlation with teaching ability. The draft suggests adding classroom demonstration as a part of a teacher recruitment process. Number of teachers Schools run by the government are facing a dire shortage of teachers with many schools having a single teacher who is teaching all the grades. NEP has suggested that teachers in the subjects of art, physical education, vocational education, and languages be hired to a school complex instead of to just one school. By school complex the policy means “conglomeration of local area schools consisting of one secondary school and a number of pre-primary through middle schools.” Thus, teachers hired can be shared across the schools in the complex as needed. Local teachers Another issue highlighted is the lack of teachers from the local communities with whom students can talk in their regional language. To address the issue, the policy has made suggestions that local experts be hired by the schools "specialized instructors" in various subjects, such as traditional local arts, vocational crafts, entrepreneurship, agriculture etc.
