Delhi government introduced changes in policy to benefit guest teachers



On Wednesday, the Delhi government introduced a policy which will allow guest teachers in Delhi to work until the age of 60 years -- like regular teachers. The decision was taken to help the agitating guest teachers whose contract expired on February 28, 2019. Education Minister Manish Sisodia said that he will also go to Lt. Governor Anil Baijal for his node on the matter as he is the head of the Services matters in Delhi. Mr. Sisodia also said that the rules of conduct for the guest teachers will be the same as that of regular teachers. There are about 22,000 contractual teachers in Delhi and they were protesting outside Mr Sisodia's residence since last week as their contract expired on February 28 and they were not allowed to work. Mr. Sisodia said that out of 64000 posts for teachers 58,000 posts are functional and comprise of both regular and functional teacher. "So, 22,000 of these 58,000 were guest teachers, recruited on the basis of merit from time to time through vacancy notifications during our time and before. Before us, there was a rule that these guest teachers were appointed every year. We stopped this practice. We continued the teachers to avoid the hassle they had to face every year," he said. Mr. Sisodia said that from the last two years their government has been trying to make the guest teachers permanent. "Suddenly, from February 28, 22,000 guest teachers are out of job. My concern is not only for these teachers but also how can schools can function if, of the total 58,000 teachers, 22,000 are out of service,” he said. With the cabinet passing the policy, guest teachers will be able to work in schools until the age of 60 years just like the regular teachers, he said.
